FINANCIAL STATEMENT:
Work is primarily performed on an as-needed basis in accordance
with a specified rate schedule. The total 1995-96 budget for
General Engineering Services, Private Development Review, and
Capital Improvement work is $153,000. This is approximately
13% below the total estimated cost for 1994-95. The decrease is
primarily due to fewer projected hours in the General Engineering
category. The total estimated cost for FY 1995-96 includes an
approximately 3.5% increase in hourly rates as proposed by Santina
and Thompson. Approximately $31,000 of the proposed $153,000
budget will be reimbursed by developer fees.
DESCRIPTION: The City has contracted with the firm of Santina and Thompson for
general professional engineering services since 1983. Over the years, the scope of the contract has been
reduced as the City hired Staff to replace contract positions. The most recent change occurred in the fall
of 1991, when the City hired an additional Public Works Inspector and an Engineering Technician which
replaced services previously provided by Santina and Thompson.
The contract with Santina and Thompson allows the City the flexibility to quickly gear up to provide
diverse engineering services and then reduce the workload without requiring City personnel layoffs. The
contract also allows for flexibility in the private development plan check workload without the City
maintaining a fixed number of Staff to do this work. It also allows for the completion of overflow work
when City Staff is unable to perform or complete projects in-house.
All functions are to be performed on an as-needed basis. These tasks include private development plan
review and inspection, surveying and legal descriptions, capital project design and inspection, resident
engineer and/or construction management, government agency coordination, drafting, and any other
engineering functions that City Staff is unable to perform economically or due to time constraints.
General Em!åneerin2 in FY 1994-95 and 1995-96
General Engineering work includes updating of the City maps as necessary; minor studies; deed
descriptions; map printing charges; and Capital Improvement Project estimates. In 1994-95, the General
Engineering category also included estimates for flood and slide hazard mitigation that were needed for a
report to FEMA; preparation of documents for the Office of the State Architect for the Dublin High
Stadium work; and provision of part-time personnel at the City offices to fill in for the City's Assistant
Civil Engineer position. The estimated General Engineering cost for 1994-95 is $33,240.
It is anticipated that the workload for General Engineering consulting needs in Fiscal Year 1995-96 will
be considerably less than in 1994-95, as much of the current year work will not be repeated. The
estimated General Engineering cost for 1995-96 is estimated at $5,000.

Development Review
Review of Private Development projects in past years included Site Development Reviews, Conditional
Use Permit Reviews, Tentative Maps, and Rezonings. This review of private development submittals
during the preliminary planning stages has been taken over by the City's Senior Civil Engineer position.
When time constraints prohibit this work being done by in-house staff, Santina and Thompson has been
requested to provide plan review services. During the last year, the type of development plan checking
done by Santina and Thompson was for subdivision grading and improvement plans and Final Subdivision
Maps. In Fiscal Year 1994-95, Santina and Thompson has provided plan-checking services for a number
of commercial projects (Petco, Petsmart, Valley Auto), as well as the Hansen Ranch project, the Homart
project, and the County's master drainage plan. Santina and Thompson's participation in Private
Development Review has increased during the past year, partly due to the increase in development, as
well as to the fact that the City's Assistant Civil Engineer position has remained unfilled. The estimated
Private Development cost for 1994-95 is $43,442.
In the area of subdivision plan checking and inspection, the City is able to insure a proper system of
checks and balances. The agreement with Santina and Thompson prohibits them from performing work
for other clients within Dublin's City Limits or Sphere ofInfluence. This prevents a situation in which
Santina and Thompson could prepare plans for a private developer and then complete the review on
behalf of the City.
Proiected Private Development Needs in FY 1995-96
Residential projects that are in the planning stage or in progress include Hansen Ranch, Donlan Canyon,
Schaefer Ranch, and potentially the eastern Dublin developments. In addition, a number of commercial
projects are taking place, including the Homart shopping center and several changes in the downtown
area. The estimated private development review cost for 1995-96 is $31,000. It is anticipated that the
Assistant Civil Engineer position will be filled shortly after the beginning of 1995-96 and that some of the
plan checking work can then be done in-house.
Since development work has been sporadic and varies greatly from year to year, it is still better to work
with a contractor with a pool of people so as not to cause delays when several plan checks are received at
one time. Conversely, when the volume of work is low, it is not necessary to lay off City Staff or modify
work assignments. The cost of private development plan checking and inspection work, plus a surcharge
for City overhead costs, is recovered from the developer.
Capital Improvement Proiects
Santina and Thompson has worked on three Capital Improvement Projects during the past fiscal year:
The Dougherty Road/Sierra Lane traffic signal, which was recently completed, the Dublin Boulevard
Widening, which will be constructed during the summer and fall of 1995, and the Eastern Dublin Traffic
Impact Fee.
Small Capital Improvement Projects and annual maintenance projects such as the Annual Street Overlay,
Sidewalk Safety Repair, Annual Slurry Seal, and striping contracts have been largely designed in-house.
The Heritage Center Renovation was designed by an outside architect, whose services were secured
through an RFP.
Construction survey staking for street improvement projects has typically been included in the
specification as work to be provided by the contractor, except that federally-funded project staking (for
example, on the Dublin Boulevard Widening project) must be done by in-house or City-contracted
services per State requirements.
Table I below indicates total projected engineering cost by Capital Project for FY 1994-95.

Proiected Needs for 1995-96 Capital Proiects
Table II below provides the estimated engineering cost by Capital Project for Fiscal Year 1995-96. It is
anticipated that Santina and Thompson will provide project management services for the Dublin
Boulevard Widening project. The City does not have sufficient in-house staff to manage the scope of
work involved in this large construction project, which includes coordinating utility relocations and work
on private property, as well as the considerable amount of paperwork required by Federal-Aid projects.
In addition, Santina and Thompson will provide topographic and design services for the next phase of the
Dougherty Road Improvements and also the Eastern Dublin Arterial Plan Lines.

Other 1995-96 Capital Improvement Projects, such as the Annual Street Repair and Overlay will be
designed and managed by in-house staff, or, in the case of the Sports Grounds Renovation, handled by an
outside landscape architect.
Staffin2
Exhibit I indicates a breakdown of person-hours by job classification and by major categories of work
(i.e., General, Private Development, Capital Projects).
The total projected hours for 1995-96 are approximately 1,819 hours. While this represents the
equivalent of slightly less than one full-time position, these hours were provided by seven different levels
of expertise, including survey supervisors and field personnel. The largest number of projected hours are
expected to be spent on project administration for the Dublin Boulevard Widening project and
development of the eastern Dublin roadway plan lines.
The categories of Private Development and Capital Projects are the areas which have the largest potential
for fluctuation of work effort required. The current volume of work would not warrant further hiring of
City personnel (other than to fill the vacant Assistant Civil Engineer position) to carry out these activities.
It is also not practical to go out to proposal every time Staff needs help on a plan check or a portion of a
design project.
It is again proposed that on-site staffing by Santina and Thompson be provided only on an as-needed
basis. Private development plan review, design work, and drafting takes place in Santina and Thompson's
Concord office. If the services of resident engineer or construction manager are needed, or if additional
part-time inspection staff is needed, those persons would be assigned a specific number of hours per week
in the City offices to deal with those tasks.
A2reement and Costs
For FY 1992-93, a new agreement was prepared which reflected the reduced scope of work and defined
a new errors and omissions insurance limit (Exhibit 2). This agreement was extended for an additional
two-year period in FY 1993-94, and an approximately 4.76% rate increase was approved for 1994-95.
Santina and Thompson is proposing an approximately 3.5% rate increase for FY 1995-96 (Exhibit 5).
Santina and Thompson charges the City of Dublin 75% of the rates shown on the rate schedule for
General Engineering or Capital Improvement work performed from the City offices, or for work
performed from the City offices on permits or applications for which a fixed fee is charged.
The total budgeted cost for Fiscal Year 1995-96 is approximately 13% less than the estimated Fiscal Year
1994-95 cost, which is primarily attributable to fewer projected hours in General Engineering Services.
Approximately $31,000 of Private Development Review cost will be reimbursed by developer fees.
Page 3
Table III below identifies the historical breakdown of costs under the Santina and Thompson contract.
TABLE III
HISTORICAL BREAKDOWN OF COSTS
Actual 1993-94 Est. 1994-95 Pro.iected 1995-96
General Engineerin.g $9 557 $33,240 $5,000
Private Development $10,612 $43,442 $31,000
Capital Improvement Proiects $58,202 $96,424 $117 000
TOTAL: $78,371 $173,106 $153,000
Recommendation
Staff recommends that the City Council review the services of Santina and Thompson, provide any
additional input and comments, adopt the resolution approving the amendment to the agreement (Exhibit
5), and authorize the Mayor to execute the amendment.

Re: ENGTh"EERING SER\1CES FOR FISCAL YEAR 1995-1996
Dear Lee:
We understand that our contract with ilie City will be reviewed during the June City Council
meeting. We would like to propose an increase to our charge rates for fiscal year 1995-96.
We would like to propose an increase of approximately four percent. This increase is necessary
to keep pace with our increase in costs for salaries, rent, computers, supplies, and equipment.
The increase is also consistent with the Consumer Price Index. Please recall that our existing
contract provides the City wiili a 25 percent reduction in rates when our staff works out of the
City of Dublin offices.
Oilier than the new charge rates, no amendments are proposed to our existing contract. Enclosed
is ilie proposed charge rate sheet for fiscal year 1995-1996.
We appreciate the opportunity to serve the City of Dublin and hope to continue this service in
the future. Should you require any additional information or have any comments, please do not
hesitate to contact me.
Sincerely,
tL:tLe.
