STATEMENT:
Costs associated with the purchase of the vehicles are included in the approved
Fiscal Year 1995-96 Budget.
DESCRIPTION: On June 28, 1995, the City Council adopted the FY 1995-96 Budget. Included in
the budget is the purchase of two vehicles for use by the Public Works Inspectors. The need for the vehicles
. related to the projected increase in and off-road nature of inspection activities associated with the Hansen,
onlan and Homart developments projects.
Pursuant to the City's Personnel System, employees are reimbursed for auto and mileage expenses via car
allowance and mileage reimbursement procedures. Certain designated positions are eligible for a monthly
car allowance; while other positions are eligible for direct mileage reimbursement. Currently, the Public
Works Inspectors receive a designated monthly car allowance to compensate the employees for the use of
their personal vehicles, when traveling on City business. This car allowance represents full compensation for
all operating costs. Following the purchase of the two City vehicles, the Public Works Inspectors will no
longer require a car allowance.
In addition, staff periodically reviews positions with regard to car allowance and mileage reimbursement
eligibility. Due to the significant off-site demands of the position, it appears that it would be more cost
effective for the City to designate the Senior Civil Engineer classification as eligible for a monthly car
allowance, and subsequently discontinue direct mileage reimbursement.
Staff proposes to amend the City's Benefit Plan to 1) delete the Public Works Inspector position from those
eligible for a designated monthly car allowance; and 2) add the Senior Civil Engineer position to those eligible
to receive a designated monthly car allowance. Accordingly, staff recommends that the City Council adopt
the attached resolution amending the Benefit Plan.

AMENDING THE BENEFIT PLAN
WHEREAS, the Personnel System Rules require the City Council to adopt a Benefit Plan; and
WHEREAS, the Benefit Plan prescribes the current benefits provided to employees by the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby amend
Resolution No. 31-84 and subsequent amendments to include the following:
Section 12. Car Allowance and Mileage Reimbursement. The following positions shall be eligible to receive the
designated monthly allowance. The receipt of the car allowance pursuant to this section shall be full compensation
for all operating costs, excluding tolls, parking fees and out of area travel.

Operating Costs
Miscell3neQblS employees ngted in Section (b) and employees whose services and
compensation are provided for under separate agreement who receive a car allowance
shall be eligible to receive 40 percent (rounded up to the nearest cent) of the amount
recognized by the Internal Revenue Service for the use of a private vehicle as an operating
cost.
Section 13. This resolution shall be effective August 15, 1995, and shall supersede Resolution 16-95 and any
previous resolutions adopted by the City Council which are in conflict.
