SUBJECT: Support of East Bay Regional Park District and Alameda County
Applications for ISTEA Funding for Two Bicycle Paths:
Iron Horse Trail from Dougherty Road to East Dublin BART Station
and North Side of Dublin Boulevard from Tassajara Creek to East
Dublin BART Station

RECOMMENDA TION: ~ Adopt resolutions
FINANCIAL STATEMENT:
These resolutions support applications for ISTEA funding for two
other agencies. The City is not required to provide any local
matching funds. The Iron Horse Trail bike path local match will be
provided by the East Bay Regional Park District (EBRPD), who will
ultimately also maintain the bike path. (See below for conditions
attached to this transaction.) Alameda County will provide the local
matching funds for the Dublin Boulevard bike path; however, this
path will be dedicated to the City as part of the Dublin Boulevard
right-of-way, and the City will ultimately incur maintenance costs.

DESCRIPTION: Staffis requesting that the City Council support EBRPD and
Alameda County applications for ISTEA (Intermodal Surface Transportation Efficiency Act) funding for
two bicycle path projects.
The first project is a bicycle path along Alameda County's portion of the old railroad right-of-way (Iron
Horse Trail) from Dougherty Road to the East Dublin BART Station. This path is a cooperative project
with the EBRPD, the Livermore Amador Valley Transit Authority (LA VT A), and BART. EPRPD will
ultimately be responsible for maintenance of the bicycle path. Staffis recommending that a condition be
placed upon the City's participation in the project to guarantee that if the right-of-way for the path is
purchased from the County, the City will receive rights over the County right-of-way to install the
connector road between Dublin Boulevard and Dougherty Road. The reason for this stipulation is that the
City would like the ability to relocate the bike path in the event that its location conflicts with the future

street. The Iron Horse Trail is on the City's master trail plan! and has been a goal of the City Council for
several years.
The second project is a bicycle path along the north side of Dublin Boulevard between Tassajara Creek and
the East Dublin BART Station. Alameda County will provide the local matching funds for this project and
will dedicate the bicycle path to the City. The City will ultimately incur maintenance costs for this bicycle
path. As the Tassajara Creek Trail cannot pass under 1-580 to connect with the Iron Horse Trail, it is
proposed to connect the Tassajara Creek Trail to the BART station al"ong the north side of Dublin
Boulevard by widening the normal sidewalk area.
Staff recommends that the City Council adopt the resolutions.

APPLICA nON FOR IS TEA FUNDING
BICYCLE PATH ALONG IRON HORSE TRAIL
DOUGHERTY ROAD TO EAST DUBLIN BART STATION
WHEREAS, the United States Congress enacted the Intermodal Surface Transportation Efficiency
Act of 1991, which is intended to provide over $200 million in federal dollars over a six year period as
matching funds to local, state, and federal agencies and nonprofit entities for transportation enhancement
activities; and
WHEREAS, the California Department of Transportation has established the procedures and
criteria for reviewing proposals and is required to submit to the California Transportation Commission a
list of recommended projects from which the recipients will be selected; and
WHEREAS, said procedures and criteria established by the California Department of
Transportation requires a resolution certifying the approval of the application by the applicant's governing
_body before submission of said application to the Metropolitan Transportation Commission and the State
f California; and
WHEREAS, the East Bay Regional Park District is applying for ISTEA funding to construct a
bicycle path along a portion of the Alameda County property adjacent to the Southern Pacific railroad right
of way; and
WHEREAS, the City of Dublin is not required to contribufe financially to this project, either during
construction or for future maintenance;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin supports
East Bay Regional Park District's application for ISTEA funding for a bicycle path along the "Iron Horse
Trail" (Alameda County property) from Dougherty Road to the East Dublin BART Station under the
following conditions:
1. The local matching funds are to be provided by the East Bay Regional Park District, the Livermore
Amador Valley Transit Authority, and/or BART.

The bicycle path is to be maintained by the East Bay Regional Park District.

3. If, in the future, the County relinquishes its right-of-way, the City will assume ownership of the
right of way and will have the right to relocate the bicycle path if said bicycle path conflicts with a
future City street.
