AGENDA STATEMENT CITY COUNCIL MEETING DATE: January 9, 1996 SUBJECT: Mape Park Renovation Report Prepared by: Diane Lowart, Parks & Community Services Director EXHIBITS ATTACHED: A) Request For Proposals RECOMMENDATION: ~, ~ 1) Approve Request for Proposals 2) Authorize Staff to advertise for consultants FINANCIAL STATEMENT: $24,900 is available in the FY 95-96 Budget for this project DESCRIPTION: Included in the adopted Fiscal Year 1995-96 Budget are funds for the design of the Mape Park renovation. A preliminary masterp1an for the Mape Park renovation was ..prepared in April of 1986. However, given the time that has elapsed since the adoption of the masterplan, Staff anticipates that the design priorities may have changed. Staff has prepared a Request for Proposals (RFP) seeking the services of a landscape architect to work with the neighborhood and the Parks and Community Services Commission to develop an updated design for the renovation of Mape Park (Exhibit A). The RFP also contains an option to have the Consultant prepare construction documents based on the approved design, provided adequate funds are available. As part of the design process, Staff will with work with the consultant in an attempt to identify opportunities to utilize volunteer labor in the construction of the improvements. Following a review of the proposals received, Staff will present a recommendation on the selection of a design firm for City Council approval in February. It is the recommended that the City Council take the following ac90ri:. 1) . Box 2340 Dublin, CA 94568 PrQject Description .'. , , Mape Park is a three-acre neighborhood park located on San Sabana and Calle Verde. The park is conceived as a family oriented neighborhood park incorporating the required programmed facilities, yet maintaining an open landscaped park character. The park site is not large enough to accommodate large scale recreational activities (i.e. ballfields, tennis, etc.) but will provide an inviting neighborhood setting for more passive recreational activities for people of all ages. A masterplan was prepared for this site in April' of 1986 that recommended the following development: · Play area reconstruction to consist of a separate tots and older children's play areas with a comfortable, tree shaded seating area for parents to watch their children. · Addition of an exercise course and narrow jogging trail designed to encourage more adult use of the park. · Increased tree plantings to both enhance the park visually and further screen the existing adjacent residences. · Undergrounding of the overhe~d electric power lines and adding additional park security lighting. · Addition of a small, low cost prefabricated restroom (or chemical toilets). ~ivenl the time. tha~ has elah'Psed shince tdhe adoption of the masterplan, it is anticipated that the proposed ..'." ueve opment przoritzes may ave c ange . Pre-design consultation with City staff. . Attendance at no more than three public meetings and coordination of work with other interested public and private organizations as requested by the City. . Development and compliance with a reasonable time schedule for the work specified. . Preparation of two preliminary designs For review by Parks and Community Services Commission. . Preparation of final design and site plan together with probable construction costs for review and approval by the City Council. Phase II. Construction Documents Upon approval of the preliminary site plan by the City Council, the Council may elect to proceed with preparation of construction documents including working drawings and technical specifications setting forth in detail all aspects of design, function and construction to be used for securing bids for construction of the project as per the approved site plan including: . . .". . . . . Layout Plans - location and configuration of all site elements. Grading Plans. drainage of all surface area. Lighting Plan - security and other lighting as necessary. Planting Plans - details and specifications. Irrigation Plans - details and specifications. Details and specifications for site furniture, bollards, paving, seating, tables, benches, play equipment and other features necessary for installation as per the site plan. Selection Process Three (3) copies of your proposal should be submitted to the office of the City Manager by 5:00 p.m., Friday, January 26, 1996. Proposals may be hand delivered to the Dublin Civic Center, 100 Civic Plaza, Dublin or mailed to P.O. Box 2340, Dublin, CA 94568. The following information should be provided as part of your proposal: . . Narrative describing how the project will be accomplished. . Name and qualifications of the individual proposed as the project leader . Names and brief resumes of professionals (whether employees or sub-consultants) who will be assigned to the project. . Statement of qualifications including a list of projects that the firm! consultant has completed which are similar to the project described above. Submittals should include reference names and phone numbers. . Timetable for completion of the project. · Consultant fee schedule. · Statement of professional liability coverage. ---".' Following a review of the proposals received, the City may elect to conduct interviews with qualified .' . . firms. . The following criteria will be used in evaluating proposals: · Understanding of project, · Experience on similar projects. · Education and experience of key personnel. · Ability to meet schedules. · Quality of completed work. · Proposed timetable.
