Landscaping and Lighting Maintenance Assessment District 83-2
(Tract 4719)

FINANCIAL STATEMENT: The cost to prepare the Engineer's Report is approximately $700.
This amount is budgeted in the Engineering Operating Budget and is
paid by the Assessment District.
DESCRIPTION: As part of the review and approval of the 150-unit single-family
Dublin Hills Estates development and the Amador Lakes development, certain landscaping maintenance
was made a condition of approval. This maintenance assessment district provides the funds for this work.
The District's boundaries include all of Tract 4719. It maintains all of the Stagecoach Road landscaping
and the "interior slope" landscaping within Tract 4719. In 1989, the City Council deleted Stagecoach Park
from this assessment district, and the City now bears the cost of maintaining this small park:
A survey of property owners prior to last year's public hearing indicated a preference to allow the
assessment to increase according to the Consumer Price Index. If the assessment is to increase, State Law
requires a 45-day notice to property owners and two public hearings prior to levying the assessment. Staff
has annually provided a detailed notice, a newsletter, and an informational meeting for property owners in
this District.
This resolution authorizes the City Engineer to begin preparation of the required Engineer's Report for the
Assessment District for FY 1996-97. The procedure for establishing annual maintenance assessments
requires that the City Council first authorize preparation of the report. The preliminary report is then
brought back to the City Council for approval later in the year. Following the City Council's approval of
the report, public hearings will be scheduled as required.
Staff recommends that the City Council adopt the resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
DIRECTING PREPARATION OF ANNUAL REPORT FOR
LANDSCAPING AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT 83-2
WHEREAS, on January 23, 1984, by its Resolution No. 11-84, this City Council initiated
proceedings, and by Resolution No. 10-84, ordered the formation of City of Dublin Landscaping and
Lighting Maintenance Assessment District No. 83-2, ("the District") pursuant to the provisions of the
Landscaping and Lighting Act of 1972 (commencing at Section 22500 of the California Streets and
Highways Code) (hereinafter, "the Act"); and
WHEREAS, Sections 22620 et seq of the Act provide for the levy of annual assessments after
formation of the District; and
WHEREAS, within said District, the existing and proposed improvements and any substantial
changes proposed to be made to the existing improvements are generally described on Exhibit A attached
hereto and hereby made a part hereof;
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby designate the
Dublin City Engineer as Engineer for purposes of preparing and filing with the Clerk a written report in
accordance with Section 22565 et seq of the Act; said Engineer is hereby directed to apportion said
_ assessments in accordance to the benefits received from said improvements by the lots, pieces and parcels
of land within the District, and said Engineer is hereby directed to accomplish such preparation and filing
forthwith.

EXHIBIT A
SCOPE OF WORK
The scope of work shall be the maintenance of landscaping and irrigation within the road right-of-way and
within a public easement along Stagecoach Road between the limits of Amador Valley Boulevard and the
northerly City Limit.
Further, the scope of work shall include the maintenance of the slopes and landscaping and irrigation of the
slopes within a public easement for those slope areas to the rear of Lots 80 through 86 and 37 through 48,
all within Tract 4719.
