Cost of installing stop signs and pavement markings is approximately
$300. This cost would be paid from the Street Maintenance
Operating Budget.
DESCRIPTION: Staff recently received a request for consideration of an all-way stop
at the intersection ofVomac Road and Shannon Avenue. This intersection is currently controlled by a one-
way stop for eastbound traffic on Shannon Avenue (see Location Map, Exhibit 3).
TJKM, the City's traffic engineering consultant, recently performed a stop sign warrant study at this
intersection. T:JKM"' s report is attached as Exhibit 2 and is summarized as follows.
This intersection has met the City's requirements for all-way stop signs.
The total intersection volume warrant of300 or more vehicles per hour for the highest eight hours of the
day was met with an average volume of311 vehicles per hour. The requirement that 1/3 (33-113%) ofthe
volume come from the side street (Shannon Avenue) was not strictly met; however, the side street volume
was 32%, which is very close.

ITEM NO.
The warrant for accidents (3 per year for a residential area or 5 per year for a non-residential area of a type
that would have been correctable by installing stop signs) was not met, as no accidents have occurred at
this intersection during at least the last three years.
The warrant for sight distance requires that visibility be less than 150 feet in both directions on the major
street. The sight distance is greater than 400 feet in both directions. Therefore, the sight distance warrant
was not met.
The warrant for elementary school crossing is also satisfied. The school facility has been occupied by
Valley Christian School for a number of years. The Valley Christian School has now moved to its own
campus; however, Dublin Unified School District (DUSD) has indicated that the school will be reactivated
as a public school, probably in about a year. DUSD has indicated to Staff that it is in favor of the stop
signs, particularly in view of the fact that some of the students will be coming from the area west of San
Ramon Road and will therefore have to cross V omac Road to get to school.
Notices of this public hearing were mailed to residents near the Vomac Road / Shannon Avenue
intersection.
Staff recommends that the City Council conduct a public hearing deliberate, and adopt the resolution
approving installation of stop signs on V omac Road at Shannon Avenue.

Vomac Road and Shannon AvClluc All-Way STOP Analysis
This is to present the results of TJKM's analysis related to the request for additional STOP sign
cortrOl at the intersection of Shannon AvenueNcmac Road in the City of Dublin.
Background

Traft"JC Volumes

(Warrant 2)
This interxctioD is a T-imersection wilh Shannon Avenue terminating
at Vomac Road. Vomac Road is a major street and Shannon Avenue
is the minor streeL TIle intersection CUITCIUly openu.c:s with STOP sign
control on Slwmon Avenue and no conttol on Vomac Road. An
elementary school is located eut: of Vomac Road directly opposite
Shannon Avenue.
The need for aU-way srop sign control at the interJection was
evaluated based on the Oty of Dublin's warrants for all-way SI'OP
sign installation, as summarized in Tables I-A, I-B, and I-C.
Not Satllfted: Existing conditions at lbe intenection do not satisfy the
City's residential area WIft'lJ1tS (see Table I-B). :Both streets are 40
feet wide, but V omac Road does lenninafe approximately SOD feet
south of Shannon Avenue. The volume and accident criteria used for
City Warrants No. 1 and No.2 were taken from the non-residential
column of Table I-A and are indicated in bold type.
Satisfied: TJKM conducted 24-hour machine traffic volume counts at
the interwection; the eight highest traffic volume hours are summarl2ed
in Table n. Compared to the WammlS crable I-B), 1he average of the
highest eight hours exceeds the required volume (311 existing VemlS
the 300 required).
Also. traffic volumes on Shannon A venue nearly exceed the requimd
one-thini of the total volume entering the intersection. Therefore, this
wammt is considered aatWied.
Not Satidled.: City of Dublin accident records indicate that no
accidents were reponed at the inteM:Ction for the 1hree years from
1993 through 1995. Five accidents within a single year are required
for this location; therefore, this warrant is not met.

Not Satiafted: The sight distanee aloog Vomac Road was measured
for both directions. TI1e intersection sight distance for both directions
was measured at greater than 400 feet using the methodology described
in CaIt:rans:' Highway Design Manual. To meet this warrant. the sight
distance must be less than 150 reet for at leaSt one of the directions on
the major street Thus. this wamll1t is not met
Not Satllfted: AB Table I-C indicates. neither Part I nor Part II of
Warrant S (ElementarY School Crossing) is met. Pedestrian countS
were oonducted at 1be in1er&eCtion from the hours of 7:30 10 8:30 a.m.
and fIDm. 2:30 to 4:00 p.rn. on a day when schOOl was in session. The
countS revealed that a total of three pedestrian crossings WCJe seen in
&he a.m. peak period and 20 in the p.m. peak period. However, tbis
warrant is not met beCause of the existing STOP sign on vomac Road!
LandJ.le Avenue less than 600 feet from this intersection.
Based on the fact that the traffic volume warrant is met, all-way
STOP-control is recommended. provided that an elementary school
remains in operation on the property east of the intersection. The main
reason for convening the intersection is the presence of the eleme:nW'Y
