RECOMMENDATION:
FINANCIAL STATEMENT: None.
DESCRIPTION: At the Dublin City Council meeting of December 4, 1996, the City
Council discussed its concerns with respect to water service costs in the City of Dublin.
At that meeting representatives from the Dublin San Ramon Services District stated their intention to form
a water task force that would enable representatives from the City, the Dublin Unified School District,
local businesses and representatives from the community to review the District's cost of water and make
suggestions with respect to actions the District may take to lower the cost of water.
The Dublin San Ramon Services District Board of Directors will be considering a report from its water
committee on December 17, 1996. The District's General Manager has indicated that the District would
like to invite the City to appoint a Council representative to participate in this effort.

Summary:
The Board of Directors on December 3. 1996, approved in concept the formation of a Water
Task Force w review the District's water enterprise and make..recommendations on reducing
water costs. The Board also appointed Georgean Vonheeder to be the DSRSD representative
on the Water Task Force. Additionally, the Board directed the Water Committee to develop
specific guidelines for the organization and operation of the Water Task Force for full Board
considera.tion a.nd approval. Attached are draft guidelines prepared by the Water Committee.
Also attached is a draft application form. for the two community representatives on the Task
Force.
Recommendation:

The Water Committee recommends that the Board of Directors approve the organization and
operational guidelines for the Water Task Force.

Preamble
Thll goal of the Water Task Force is to review DSRSD 's water service enterprise and develop
recommendations regarding the cost and customer service quality of the District's water
operation.
Organization and operation details

Task Force purpose: Review DSRSD water enterprise in order to:
a. Recommend any reasonable actions that may be taken internally at DSRSD to
lower the cost of water.
b. Report on the positive or negative effects on the cest of water of various DSRSD
projects in development.
Task Force composition
a. One elected representative of DSRSD (Georgean V onheeder)
b. One elected representative of the Dublin City Council (TBA by January 1, 1997)
c. One elected representative of the Dublin Unified School District (TBA by January
1, 1997)
d. One local business representative appointed by the Dublin Chamber of Commerce
(TBA by January 1, 1997)
e. Two community representatives will be selected by the above-listed Task Force
members

ii. An applIcation form has been prepared.
iii. SelectIOns made no later than January 15, 1997.

3. Qualifications of conununity representatives .
a. Respected Dublin resident who pays a DSRSD water bill
b. No political agenda
c. A basic understanding of fInancial. personnel and operating management preferred
4. Task Force administration
a. Chair selected by Task Force members.
b. Carl Morrison will "facilitate" and provide "administrative" assistance.
c. Bob Leete will coordinate "technical" assistance.
5. Task Force life: Until the presentation of recommendations and f'mdings to the DSRSD
Board in April 1997. (The April date is so any implementation having fiscal
ramifications may be included in the FY 1997/98 Budget.)
6. General res:e<:>nsibilities of Task Force members
a. Use political, business and COnswner backgrounds and experiences to effectively
study the issues and make reasonable recommendations.
b. Be readily available to attend twice-monthly meetings and devote time to
researching pertinent issues.
7. Task Force meetings
a. Twice a month meeting dates to be scheduled, and then held as needed. .
b. Meetings will be noticed.
c. Meetings generally will be held at DSRSD to aid in providing administrative and
teclmical support.
8. Compensation and reimbursements: Task Force members will not be compensated.
