WRlTTEN CORRESPONDENCE: Request from the Women's
Club of Dublin for waiver of use fees for the Regional Meeting

DESCRIPTION: Correspondence has been received from Karol Ruppenthal, president
of the Women's Club of Dublin, requesting that the fees for use of the Dublin Civic Center be waived for
a reception to honor the entrants of an art contest sponsored by the Women's Club. The art contest is an
annual event of the California Federation of Women's Clubs designed to motivate talented artists at all
grade levels K-12 and supplement the limited art programs in California schools.
Under the current Facility Use Policy for the Dublin Civic Center, the Women's Club of Dublin would be
.:':. classified as a Resident Community Group. The fees for use under this classification are as follows:
Use during regular business hours no fee
Use outside of regular business hours $20 per hour
Use for the purpose offundraising $40 per hour
In addition to the fees shown above, a $200 Security Deposit (refundable) is required and groups must
provide evidence of liability insurance covering bodily injury and property damage at a minimum limit of
$500,000 per occurrence. If the City were to charge the Women's Club of Dublin for use as requested,
the revenue generated would total approximately $40 (2 hours at $20 per hour).
In the past, the City Council has granted fee waivers to the League of Women's Voters, the Tri-Valley
Chapter of the American Cancer Society, the Valley Volunteer Center, the Dublin Sister City Association
and the Dublin Fine Arts Foundation. Given that the City Council is consistently waiving fees for
selected non-profit groups, Staff would recommend that the Facility Use Policy for the Dublin Civic
Center and the costs associated with use of the Dublin Civic Center be reviewed by the City Council at a
future meeting.
Staff recommends that the City Council consider the request for waiver of the Facility Use Fees for use of
the Dublin Civic Center by the Women's Club of Dublin. If the fee waiver is approved, Staff
recommends that the Women's Club of Dublin be required to put forth the Security Deposit as well as
provide a Certificate of Liability Insurance.

This is a request for a waiver of fees for use of the Civic Center Regional Room and Lobby
area on Friday March 7, 1997 from 7:00 - 9:00 p.m. The event is the exhibition of art by
Dublin students in a contest sponsored by the Women's Club of Dublin and a reception honoring
the entrants. Students' entries will have been previously judged and winning entries will have
been included in the Federation's District Art Contest in Stockton on February 22. Those who
receive blue ribbons in their categories will compete at the State level, with finalists having
their entries displayed at the State Convention in May.
The art contest is an annual event of the California Federation of Women's Clubs
(CFWC), designed to motivate talented artists at all grade levels K- 12 and supplement the
currently poorly funded art programs in California schools. The City's contribution, by virtue
of waiver of fees for an exhibition and reception on March 7, is an important statement about its
support for art in its schools, and will be recognized at the event.
The local event is coordinated by Club member Beth Howard.

February 4, 1997.
