Adopt Resolution FINA.1'\CIAL STATEMENT: Adequate funds are available in the FY 96-97 Budget DESCRIPTION: The 14th Annual St. Patrick's Day Celebration and Parade will be held on Saturday, March 15, 1997. A smnmary of the activities planned is described below. COMMUNITY PANCAKE BREAKFAST 7:30 A.M. - 9:30 A.M. '. Staff has been in contact with the Dougherty Regional Fire Authority's Firefighter Union Representative '. , ' regarding a Community Pancake Breakfast to start the St. Patrick's Day festivities. This would be the second year the firefighters would organize the breakfast which benefits the Alicia Ann Rouche Bum Foundation. Last year the breakfast was held from 7:30 A.M. to 9:30 A.M. at Fire Station #1, 7494 Donohue Drive. The Firefighter's Union has expressed interest in the breakfast but has not yet made a commitment to organizing the event. Staff will continue to pursue the pancake breakfast 'with the Firefighter's Union. PARADE 9:30A.M. The Dublin Lion's Club will be holding their annual Hometown Parade after the Pancake Breakfast. The parade route will be the same as last year. Parade entrants will be lining up on .Amador Plaza Road prior to the start of the parade. The parade will start promptly at 9:30 A.M. and proceed south to Dublin Blvd., then east to Village Parkway going north to .Amador Valley Blvd., and continue west to Regional Street. Parade entrants will then head south on Regional to disperse. A map of the parade route is attached. The following is an approximate schedule of street closures to accommodate the parade: . 6:30 - 11 :30 A.M. . 8:35 - 11 :30 A.M. . 8:45 - 11 :30 A.M. ITEM NO. Regional Street on both sides, between Exxon and the old Sizzler. . 9:15 -11:45 A.M. CELEBRATION 10:00 A.M. - 4:00 P.M. . The St. Patrick's Day Celebration will be held at the Shamrock Village Shopping Center, which is located ' at the comer of San Ramon Road and .Amador Valley Blvd. After the success of last year's event, which was no doubt helped by the sunny weather, interest in the celebration has continued to grow. A smnmary of the celebration components is discussed below: Media Coverage and Publicity The event will be promoted in several ways. Radio station 93.3 KYCY (Young Country) will be the radio promoter for the event. Young Country will be providing 60 commercial announcements and 30 promotional announcements the week prior to the event. A Young Country personality will be at the celebration in the 40 foot long Young Country Radio Ranch, which is a four-horse trailer which has been converted into a mobile studio. The Valley Times will be producing a color pullout section for their newspapers and for direct mailing. The pullout will have all event information listed including the parade route, entertainment schedule and biographies, as well as historical information about the celebration. The pullout will be distributed to all subscribers and non-subscribers in San Ramon, Dublin, Pleasanton and Livermore. Non-subscribers will receive the pullout section in the mail. The Valley Times will produce extra copies of the pullout section to have available at the celebration. The City will be producing color posters for the event to distribute to Dublin businesses and Chamber of . Commerce members. , - Craft Faire Currently there are over 30 artisans registered to display their wares in the Craft Faire section of the Celebration. A variety of hand crafted items will be available including sand art, jewelry, wood carvings, clothes, antiques, ceramics, floral arrangements, wreaths and more. Staff estimates that 55-60 artisans will participate in the Celebration. Children's Activities There are several new attractions for children at this year's celebration. Air jumps will be provided by a new company this year and they will be bringing out some new inflatables including a balloon typhoon and a castle. There will be a fire engine ride that will take children and their parents on a ride around the entire celebration. Pony rides and cartoon portrait drawings will be available again this year. Children will also be able to participate in an art-n-craft project painting with marbles. The City will also be sponsoring a carnival game section. Staff is developing some new games for this year's celebration and has already purchased the carnival prizes. Five non-profit groups will operate the games and split the net revenue received from carnival section. Entertainment Three Stages of Entertainment will be running from lO:OO A.M. to 4:00 P.M. The Main Stage of Entertainment will feature live bands playing Irish folk and pop music, as well as other music such as rock-n-roll, jazz and blues. The headline band on the Main Stage will be Black Thorn. This Irish band performed at the celebration last year and is popular throughout the Bay Area. They have played 'at the San Francisco Irish Cultural Center for St. Patrick's Day and at Stanford's Big Game party. The' othftr . - d.- headline band, the Smoking J's (Jay, Joe, Jim, and John), plays cover songs from the 50's to the 90's. They regularly play at popular Bay Area night clubs including Johnny Love's, Masse's, and Abernathy's. . The entertainment on the Children's Stage is geared for the younger ones. HigWighted will be an educational presentation by the award winning Lindsay Museum called Birds of Prey. The museum representatives will be bringing live animals including an owl and an eagle. Irish dance lessons will once again be offered for both children and adults alike. Other activities on the Children's Stage will include a puppet show, Huckles the Clown and some story telling. The Community Stage provides local groups and individuals a chance to perform or hold demonstrations at the St. Patrick's Day Celebration. Currently the schedule includes some singing and dancing groups, as well as a children's safety class. Food Booths Each year up to ten non-profit organizations are allowed to reserve food booths at the Celebration. The non-profit groups prepare and sell a variety of hot and cold foods such as corned beef sandwiches, barbecue ribs and links, hot dogs and sodas, water, snow-cones, and more. Community Groups and Public Agencies Space is set aside each year for Community Groups and Public Agencies to either provide information on the services they offer or to hold a fund-raiser. Some of the groups participating in this year's celebration include Dublin Police Services, Dougherty Regional Fire Authority, Alameda County Home Composting Program, the Lindsay Museum, the Lion's Mobile Vision Clinic and the Highway Patrol. . Commercial Business Involvement For the past five years, local businesses have been invited to stage sidewalk sales in conjunction with the celebration. Also, promotional sign processing fees and time allotment have been waived for the businesses who included "St. Patrick's Day Celebration" on their promotional signage. There have been a number of businesses who have taken advantage of these two promotional opportunities and Staff would recommend that these components again be included in the Celebration. In addition, businesses can reserve space at the Celebration to promote their services or products. Staff is working with the Chamber of Commerce, the Dublin Auto Dealers Association and other local merchants to increase business participation in the celebration. Sponsors for the St. Patrick's Day Celebration Staff has been actively pursuing potential sponsors for the St. Patrick's Day Celebration. Local corporations and real estate developers have been sent the attached sponsorship packet. Sponsorship funds would be used in a variety of ways including off-setting booth rental costs for the non-profit organizations and enhancing the current activities at the Celebration. Staff has also approached the Dublin Auto Dealer's Association to solicit their support for the event. Last year the Auto Dealer's included information about the Celebration in their radio advertisements, as well as posted information on the new electronic marquee at Valley Nissan. CONCLUSION . It is recommended that the City Council take action on the following items: 1. Approve the parade route 2. Adopt Resolution approving sidewalk sales and promotional signs. . EVENT DESCRIPTION Aerial I'iell' of the celebration site When people think of Dublin, they usually think of Dublin, Ireland, When they think of Dublin in March, they think of the annual St, Patrick's Day Celebration. After thirteen years the Dublin St. Patrick's Day Celebration is still a major event in the East Bay and one that people look forward to year after year, Even though at least five of the thirteen celebrations have been rained on, people keep coming back for more! The Celebration day begins with the annual Community Pancake Breakfast. This event is sponsored by the Dougherty Regional Fire Authority's Firefighters who organize and seNe the breakfast. All proceeds from the event benefit the La Rouche Burn Foundation, a local charitable organization. Following breakfast the Dublin Lion's Club sponsors the annual Hometown Parade, The parade features over 65 entries including marching bands, community groups, floats, public dignitaries and novelty acts, The parade winds through the downtown business district and ends at the site of the celebration. Immediately following the parade, the celebration begins at the Shamrock Village Shopping Center. The celebration features three stages of entertainment, a plethora of food booths, a children's carnival and game area, a craft faire, informational booths and a commercial business section. EVENT GOALS The major goal of the Annual St. Patrick's Day Celebration is to bring together the community to celebrate it's Irish Heritage. The event also benefits the community and non-profit organizations in many ways. This is accomplished... . .:. The "Main Stage of Entertainment" typically features bands playing Irish pop, folk and rock music. Many of the bands on this stage are extremely popular and have a Bay Area following. .:. The "Community Stage of Entertainment" provides local children and adults with the chance to perform. This rewarding experience helps develop the performing arts in the East Bay area. .:. The "Children's Stage of Entertainment" features a variety of acts that are geared toward a younger crowd. Celtic story telling, Irish dance lessons and magicians have always been crowd pleasers. Children can participate in . five carnival games which are run by local non-profit groups. .:. Air jumps and similar carnival activities are set up in the children's area. .:. PATRICK'S DAY CELEBRATION WHEREAS, the City of Dublin has for the last thirteen years sponsored a community-wide St. Patrick. s Day Celebration; WHEREAS, the City of Dublin and the Dublin Chamber of Commerce have joined together for the planning of the 1997 celebration; and WHEREAS, in an attempt to gain business participation in the annual celebration it has been recommended that business be allowed to conduct sidewalk sales on the day of the celebration and be allowed to display additional promotional signage; and 'WHEREAS, the City Council finds that approval of these requests promote the St. Patrick's Day Celebration in a positive manner. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the following: 1. Citywide Sidewalk Sales on Saturday, March 15, 1997. 2. Waiver of promotional sign processing fees and waiver to two weeks of promotional sign display provided; a) promotional sign permits are obtained b) "Dublin St. Patrick's Day Celebration" is included in signage c) signage is displayed two weeks or less prior to the March 15,19976elebration. .
