ESTIMATED TOTAL COST OF PROJECT: $15,000.00
No funds are included in the 1996-97 budget for this repair. A budget.appropriation from the Gas Tax
Fund Reserves in the amount of $15,000 is needed to complete the repair.
DESCRIPTION: At the City Council meeting of February 5, 1997, City Council
authorized Staff to solicit bids for Contract 97-01, Serra Court Drainage Improvements. The necessity for
this project is the result of an under~ound spring extending under Serra Court and surfacing in Peppertree
Road, causing severe damage to the pavement on both of these streets. Construction of these drainage
improvements will extend the life of the pavement and reduce the total maintenance costs for Serra Co'nl
and Peppertree Road.
The scope of this project is to install a perforated subdrain along and across Serra Court, where it will tie
into a storm drain pipe crossing Dublin Green Drive. The subdrain is designed to pick up and drain off
underground water before the water flows under the street. Repair and overlay of the street will be
included in a future ),ear's Overlay Program, for which there will be a separate contract.

As the need for this work was not anticipated during the Council's approval of the Capital Improvement
Program for 1996-97, a budget appropriation from the Gas Tax Fund Reserves is necessary in the amount
of $15,000.
A total of six (6) bids were received with the low bid being submitted by VanGuard Construction in the
amount of $12,303.10.
Staffhas reviewed the low bidder's proposal, checked with references and recommends that the City
Council approve the additional appropriation and adopt the resolution awarding Contract 97-01 to
VanGuard Construction.

SERRA COURT DRAINAGE IMPROVEMENTS
TO VANGUARD CONSTRUCTION
WHEREAS, the City of Dublin did, on March 11, 1997, publicly open, examine, and
declare all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract 97-01 SERRA COURT DRAINAGE IMPROVEMENTS, authorized by the
City Council on February 5, 1997, which Plans, Specifications, and Modifications are hereby expressly
referred to for a description of said work and for all particulars relative to the proceedings under the
request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that the
bid hereinafter mentioned is the lowest and best bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract 97-01 to the lowest responsible bidder therefor, to wit VanGuard
Construction with a bid of Twelve Thousand Three ltundred Twenty-Two Dollars and Seventy-Five
Cents ($12,322.75), the particulars of which bid are on file in the Office of the City Engineer
PASSED, APPROVED AND ADOPTED this 18th day of March, 1997.

~ASON FOR BUDGET CHANGE ENTRY:
Emergency maintenance work to install subdrains on Serra Court to remove spring water
from the street subbase. Pavement is deteriorating. This condition came to the City's
attention after the 1996-97 Capital Improvement budget was approved.
