FINANCIAL STATEMENT:
$4,000 is budgeted for development of the master site plan; $25,000
is budgeted for resurfacing of the parking lot.

DESCRIPTION: As part of the 1996-2001 Capital Improvement Program, funds were
budgeted for the development of a master site plan for the Dublin Heritage Center. The purpose of the
master site plan is to develop a model for future site improvements and a strategy for their
implementation. Alan R. Dreyfuss, the architect responsible for the renovation of the Murray
Schoolhouse and Old St. Raymond's Church, was awarded the contract.
After having taken a careful look at the site in order to become familiar with current opportunities and
constraints for site development, the Consultant met with City departments in a joint meeting to identify
requirements for parking, driveways and fire access in relation to the current program use. In addition, the
consultant was provided with the "wish list" of improvements that was developed by the Heritage Center
Advisory Committee.
Attached is a copy of the preliminary master site plan for the Dublin Heritage Center. The plan was
reviewed by the Parks and Community Services Commission and the Heritage Center Advisory
Committee during a joint meeting. The following list of concerns were raised by members of the
Commission and Committee: 1) include a gate at the entry to the parking lot; 2) address the existence of
unmarked graves in the south west comer of the cemetery; 3) extend the foliage between the cemetery and
the museum to serve as a buffer and reduce noise from the museum to the cemetery; 4) include a path to
the proposed restroom; 5) provide for a water source on the north side of the cemetery; 6) remove the well
house and cap the well; and 7) address the issue of erecting additional "family signs". Alan Dreyfuss will

be in attendance at the meeting to present the master site plan for review by the City Council ,~ to
address the concerns raised at the joint meeting.
If the master site plan is acceptable to the City Council, the next step is the development of a plan to
divide the work into logical projects based on project priority and projected financing. The contract wi.
the architect does not provide for the development of detailed design of the various elements of the plan '
(signs, site furniture, patio surfaces, etc.). Such detailed designs would be developed as part of
construction documents for the various projects, funding for which is not currently available. The fiscal
Year 1996-97 budget does, however, include funds to resurface the parking lot between the Schoolhouse
and the Church. Thus, if the parking lot layout is satisfactory, Staff will prepare the necessary plans and
specifications in order to put the parking lot project out to bid.
Staff recommends that the City Council take the following action: 1) receive the presentation from Staff
and Consultant; 2) receive public comment; 3) approve the proposed master site plan; and 4) direct Staff
to prepare a phasing plan based on available funding; and 5) direct Staff to prepare plans and
specifications for the parking lot.
