On August 13, 1984, the City Council approved the annual Engineer's Report and ordered levy of assessments for the first time. In 1995-96, the City of Dublin and other agencies in Alameda County took possession of PG&E-owned street COPIES TO: ITEM NO. 4. 13 g:\assessdist\83-1\agstpre lights in order to reduce maintenance costs. The 1996-97 assessment was reduced from the 1995-96 level 4 by 30%. Earlier this year, the City Council received a presentation and recommendations regarding the effect of Proposition 218 on the City's assessment districts. At that time, the Council determined that the street light maintenance assessment for 1997-98 would remain at the same level as the 1996-97 assessment. The time schedule for processing the assessments has been accelerated from previous years, however, with the public hearing proposed to be held in May rather than in August. For Fiscal Year 1997-98, no change is recommended with respect to the method of determining the assessments. The assessment for a single-family house is estimated to be $13.26, which is the same as the 1996-97 assessment. As shown on page 5 of the Engineer's Report, the assessment for a commercial property is a factor of 5.5 multiplied by the single family rate or $72.93 multiplied by the acreage of the property. Vacant parcels pay one half the rate of developed parcels. In 1996-97, $103,000 of the reserve in this District was utilized to fund a portion of the cost of the street light acquisition. Staff is proposing to utilize an additional $45,000 for this purpose in 1997-98. A sufficient reserve will remain for future pole replacement funding. The City owns a total of 1,987 street lights, a number of which exceed 30 years of age. - Staff recommends that the City Council adopt the resolutions approving the preliminary Engineer's Report and setting a public hearing date of June 3, 1997.
