RECOMMENDATION: 4 ,~02) . 3) 4) 5) Open public hearing Receive Staff presentation and public comment Question Staff and the public Close public hearing and deliberate Waive reading and adopt ordinance FINANCIAL STATEMENT: The City would incur the cost of painting red curb on Regional Street and San Ramon Road at the proposed bus stop locations. The cost of painting red curb where needed is estimated at less than $100, and sufficient funds are budgeted in the Street Maintenance Operating Budget. DESCRIPTION: This is the second reading of a proposed ordinance that was introduced at the May 20th City Council meeting. At the meeting, Vice Mayor Burton indicated that LA VT A Staff had not advised its Board of the proposed new stops prior to requesting that the City adopt the ordinance. Councilmember Burton also stated that he would like to know the reason for the specific locations. " City Staff contacted the LA vr A Staff for background and comment. LA vr A Staff stated that generally, the bus routing, fares, and service design are presented to the LA VT A Board for review and approval; however, specific proposed bus stop locations were not presented to the Board. It is the LA vr A Staff s responsibility to implement the service, which includes the determining the location of, securing encroachment permits for, and the installation of service stops. The stop on San Ramon Road is the formalization of a stop currently being used by drivers as a restroom. stop at the Chevron Station. As LA VTA's Route 3 no longer travels down Dublin Blvd., the two stops proposed for Regional Street are replacements for those which were eliminated on Dublin Blvd. at Golden Gate Drive. Section 6.04.360 of the Dublin Municipal Code provides that bus stops be approved by the City Council by ordinance. A number of years ago, the Livermore Amador Valley Transit Authority established bus routes in the City of Dublin. At that time, public hearings were held regarding the bus routes themselves. LA VI A has recently requested the addition of three new stops on these existing routes. The new stops are located as follows: STREET NAME / DIRECTION Regional Street, Northbound Side Regional Street, Southbound Side San Ramon Road, Northbound Side CROSS STREET 264 Feet Northerlv of Dublin Boulevard 261 Feet Northerly of Dublin Boulevard 260 Feet Northerly of Dublin Boulevard Section 6.04.360 further provides that bus stops be established as no parking zones. Staff would therefore be painting red curb as indicated on Exhibits 2 and 3. Regional Street: These stops are located on the east and west sides of Regional Street, approximatele in front of the Payless/Mervyns stores and the Automatic Rain store. The use of on-street parking in this area is minimal, as both of these shopping areas have large on-site parking lots, and the stores themselves are a great distance from the street. Staffhas not noted many vehicles parked in this area during any of several visits made to this site. As noted on Exhibit 2, it is proposed to add 51 feet of red curb on the west side of the street and 100 feet of red curb on the east side. San Ramon Road: The bus drivers currently stop on San Ramon Road just to the north of the Chevron Station in order to use the restroom facilities, and it is proposed to formalize this location as a stop. Since development of the See's Candies property is now underway, the stop is proposed to be located north of the See's property. This area is the back of the Automatic Rain facility, and no on-street parking is occurring here. Staff recommends that the City Council conduct a public hearing, deliberate, waive the reading, and adopt the ordinance establishing bus stops in these locations. . Page 2 ... ... . . . ". ORDINANCE NO. -97 AN ORDINANCE OF THE CITY OF DUBLIN * * * * * * * * * ESTABLISHING BUS STOPS ON EXISTING ROUTES ON REGIONAL STREET AND SAN RAMON ROAD The City Council ofthe City of Dublin does ordain as follows: Section] : Pursuant to the provisions of Section 6.04.290(A) and 6.04.360 of the Dublin Municipal Code, and in the interest of public service and safety, bus stops are established at the following locations: STREET NAME / DIRECTION Regional Street, Northbound Side Regional Street, Soundbound Side San Ramon Road, Northbound Side CROSS STREET 264 Feet Northerly of Dublin Boulevard 261 Feet Northerly of Dublin Boulevard 260 Feet Northerly of Dublin Boulevard Section 2: Said bus stops shall be added to Section 6.44.010 ofthe City of Dublin Traffic Code. Section 3: This ordinance shall become effective 30 days after its final passage and adoption by the City Council. The City Clerk ofthe City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
