FINANCIAL
STATEMENT:
The estimated cost to fund crossing guard services for FY 1997-98 is
$42,726. This cost reflects a maximum of 3,780 hours of contract service at
the fixed rate of$I1.29 per hour, plus miscellaneous supplies.
DESCRIPTION: The City of Dublin currently funds the provision of adult crossing guard
services. On June 3, 1997, staff presented a report requesting approval of an amendment to the current
agreement with All City Management Services, Inc. to provide adult crossing guard services for the 1997-
98 school year. In anticipation of the opening of Dublin Elementary School in September of 1997, the
Council directed staff to research the need for additional crossing guard services to serve this lncation, and
bring the item back to the Council at a future meeting. -
The City currently provides crossing guard services 180 days per year, for approximately 4.2 hours per
day. This schedule is based on the District's annual calendar. The current crossing guard locations are as
follows:
1. San Ramon Rd and Shannon Ave
2. Amador Valley Blvd and Burton St
3. Silvergate Dr and Amarillo Rd
4. Amarillo Rd and Alegre Dr
5. Bonniewood Lane and Davona Drive

Accordingly, City staff has discussed with school district representatives, plans for the re-opening of
Dublin Elementary School. The School District does not believe additional crossing guard services to
serve this location are warranted at this time. A summary of the issues discussed with the school district
is presented in the attached letter. ._

Briefly, it was agreed that the general area of Dublin Elementary School is adequately marked with' .....:.....
"SCHOOL XING", crosswalks, and STOP signs. These improvements were updated in accordance with
discussions between City and District staff in anticipation of the school re-opening. Further, the crossing
. guard located at San Ramon Rd and Shannon Ave currently serves the location with the highest traffic
volume. Lastly, both the School District and City staff have agreed to continue to monitor traffic and
circulation in the area. The School District has expressed interest in exploring a volunteer Student Patrol
program, in the event that crossing guards are desirable.
Staff has thoroughly evaluated the proposed agreement for crossing guard services and recommends that
the City Council adopt the attached resolution and authorize the City Manager to execute an amendment
to the agreement with All City Management Services, Inc. for the provision of crossing guard services.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT
WITH ALL CITY MANAGEMENT SERVICES, INC. FOR THE
PROVISION OF CROSSING GUARD SERVICES
WHEREAS, the City of Dublin uses crossing guards to ensure the safety of school children
crossing streets; and
WHEREAS, the City wishes to continue to contract with the firm of All City Management
Services, Inc. to provide crossing guard services; and
WHEREAS, the City and All City Management Services, Inc. have developed an agreement which
details the scope and duties required; and
WHEREAS, this agreement extends the agreement from July 1, 1997 through June 30, 1998.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby
authorizes the City Manager to execute an amendment to the agreement attached as Exhibit A and by
reference made a part hereof, with All City Management Services, Inc. for the provision of crossing guard
services within the City of Dublin.

Amendment to Agreement between
All City Management Services, Inc. and the City of Dublin
for providing School Crossing Guard Service
The City of Dublin hereinafter referred to as the "City", and All City Management
Services, Inc., located at 1749 S. La Cienega Blvd., Los Angeles, CA 90035, hereinafter
referred to as the "Contractor", mutually agree to amend the existing Agreement entered
into on July 1, 1995 as follows:
1.
Item #1
The City and the Contractor agree to extend the term of this
Agreement for the 1997-1998 school year beginning July 1, 1997 thru
June 30, 1998.
2.
Item #17
The City agrees to pay Contractor for services rendered pursuant to
the Agreement the sum of Eleven Dollars and Twenty-Nine Cents,
($11.29) per hour of guard service provided. It is understood that the
cost of providing three thousand eighty hundred, (3,800) hours of
service shall not exceed Forty-Two Thousand, Nine Hundred and
Two Dollars, ($42,902.00).
3. Except as provided for in Item #1 and Item #17, all other terms and conditions of the
original Agreement and Amendments thereto between the City and the Contractor
remain in effect.

Addemdum to Amendment between All City Management Services, Inc.
and the City of Dublin for providing
School Crossing Guard Services
The City of Dublin hereinafter referred to as the "City", and All City Management Services, Inc.,
located at 1749 S. La Cienega Blvd., Los Angeles, CA 90035, hereinafter referred to as the
"Contractor," mutually agree to change the existing Amendment, as follows:
1. To provide one (1) additional Crossing Guard for the intersection of Shannon Ave. and
V omac Road. The additional Crossing Guard shall serve the aforementioned intersection the
remainder of the school year, unless otherwise requested.
2. With a projected start-up date of November 19, 1997 the additional cost for providing School
Crossing Guard Service at the subject intersection shall not exceed Six-Thousand, Three
Hundred and Twenty-Two Dollars ($6,322.00) for the term ofthe Agreement.

The purpose of this correspondence is to confirm our conversation regarding crossing guard services. On
June 3, 1997, the Dublin City Council was asked to authorize an amendment to the current agreement with All
City Management Services, Inc. to provide adult crossing guard services for the 1997-98 school year.
The City currently provides crossing guard services 180 days per year, for approximately 4.2 hours per day.
This schedule is based on the District's annual calendar. The current crossing guard locations are as follows:
1. San Ramon Rd and Shannon Ave
2. Amador Valley Blvd and Burton St
3. Silvergate Dr and Amarillo Rd

On June 3, the City Council did approve the provision of crossing guard services for 1997-98. However, in ..
anticipation of the opening of Dublin Elementary School in September of 1997, the Council directed staff to
research the need for additional crossing guard services to serve this location.
As you and I discussed, the need to add additional crossing guards to serve this location does not appear to
be warranted at this time, for the reasons stated below.
o The City's engineering staff and school district staff have worked together to resolve issues relating to traffic and
circulation in anticipation of the opening of Dublin Elementary School.
o Approximately one year ago, the City installed a STOP sign at the intersection of Vomac and Shannon Ave. This was
done in anticipation of the opening of ttle school. In addition, the area is adequately marked with cross walk and school
crossing markings.
o During the time the school site was previously occupied by Valley Christian School, there was no apparent need for a
crossing guard at this location.
o The District has indicated that if a crossing is needed, it will explore the possibility of establishing a student patrol
program.
o The City has indicated that it will continue to monitor traffic and circulation in the area of Dublin Elementary School.
