FENA~CIAL STATEMENT:
Adopt Resolutions (Exhibits 3, 4, and 5)
The estimated cost for the two stop sign installations is
approximately $1,000 each due to the need for "stop ahead" si~maing.
The estimated cost for red curb on Penn Drive and on Amador
Valley Boulevard at #7197 and 7185 is less than $100. Sufficient
funds are available in the Street Maintenance Operating Budget.
DESCRIPTION: This study is the result of requests received from both the City Council and
the Dublin Unified School District and encompasses not only the residential portion of Amador Valley
Boulevard (east of Village Parkway) but also the surrounding neighborhoods near Wells Middle School
and Frederiksen Elementary School.
The City's traffic engineering consultant, TJKNL performed stop sign warrant studies for seven
intersections in this area, as well as sight distance analysis near Wells School. Their report, Exhibit 1,
prox'ides the stop sign warrant study information.
Two intersections have met the warrants for an all-way stop intersection. Non-residential warrants were
applied in both cases. These are Amador Valley Boulevard at York Drive and. Tamarack Drive at Emerald

Avenue. The other intersections studied do not meet the warrants at this time. Area residents were senl
mailed notices regarding the proposed stop signs.
Amador Valley Boulevard at York Drive
The Amador Valley Boulevard/York Drive intersection meets the warrants for an all-way stop on the basis
of Warrant #5Co), elementary school crossing. Students attending Frederiksen Elementary School use this
crossing.
As a related issue, one of the Councilmembers expressed a concern that eastbound drivers who are
dropping children offat the daycare center located at 7197 Amador Valley sometimes stop in the travel
lane at York Drive to make a U-turn, creating the potential for rear-end accidents. The daycare is located
on the north side of the street. A stop sign at this location would require that all drivers come to a stop,
which would reduce the potential for rear-end accidents caused by U-turns. In order to allow sufficient
room for U-tums, however, Staff'is recommending that a minor amount of red curb be installed in front of
the daycare center and the adjacent residence at 7185 Amador Valley (see location map). The amount of
red curb to be installed would total approximately 25 feet (separated by a driveway) and would leave
adequate parking for at least one vehicle in front of#7185. While the Municipal Code allows this amount
of red curb to be approved by the City Manager, Staff is including a resolution in this instance since the
issue is related to the stop sign installation. Staff has notified both the daycare center and the adjacent
resident of this recommendation.
Tamarack Drive/Emerald Avenue Intersection
An all-way stop is recommended at this intersection on the basis of Warrant #3 "Visibility" (sight distance).
The sight distance at this intersection is less than 150 feet in either direction.
No Parking Zone at Wells School
In addition to the recommendation for stop signs, Staffis recommending two additional areas of No
Parking Zone along the frontage of Wells School. These No Parking Zones are intended to improve sight
distance. School district staff, as well as the Parent-Faculty Club (PFC) submitted the original request for
the parking restrictions and concurs with the recommendation. Stafffeels that these recommended No
Parking areas are needed for safety reasons and will not have a significant impact on available parking.
The total additional No Parking area will remove about thre_~e on-street parking spaces, which are typically
used by school faculty. The school provides on site parking for faculty members. Staffhas met personally
with some of the neighbors in this area, who did not have any objection to the proposed No Parking areas.
All of the residents were sent a mailed notice.
Staff recommends that the City Council receive the staff presentation, receive comments from the public,
and adopt the resolutions approving stop signs at the two intersections and no par-king zones on Penn
Drive and Amador Valley Boulevard.

Amador Valley Boulevard/Wells Middle School Traffic Investigations
TJKM was asked to investigate certain traffic conditions both on the residential section of Amador
Valley Boulevard and on nearby school-related streets, We were asked to perform all-way STOP
sign warrants at several intersections within the study area. In addition, we have examined the
feasibility of additional curbside parldng prohibitions along Penn Drive to improve driveway sight
distance-
All-Way STOP Sign Warrants
TJICM evaluated the need for alt-way STOP sign control at the intersections listed in Table I.
Detailed calculations arc attached. Two of the intersections studied warrant alt-way STOP control.
The intersection of Amador Valley Boulevard and York Drive meets the school crossing warrant
(Warrant 5), and the intersection of Tamarack Way and Emerald Drive meets the si_mbt distance
warrant (Warrant 3). Detailed warrant summaries are attached. It should be noted that Amador
Valley Boulevard does not meet the residential area criteria, because of the street width in excess
of 40 feet.

It should also be noted that the CiD' Council has expresse3 concerns regarding eastbound-to-
westbound U-mrna on Amador Valley Boulevard at York Drive. A STOP sign at this location
would provide protection for these movements.

Penn Drive Parking Prohibition
Concern has been expressed regarding sight distance at the driveways to the main parking lot at
Wells Middle School. Near the southern driveway, no parking restrictions currently exist. At the
northern driveway, red curb exists on the south side, but no restrictions are present on the north
side. Based on our field observations at the site, it is recommended that the parking be prohibited
along the following additional segments of Penn Drive:
Northern Driveway: From the driveway to a poiat 20 feet north.
Southern Driveway: From the driveway to a point 30 feet north, and to the first
"20 MINLrI'E PARKING" sign to the south (approximately 75 feet).

A fully-justified, properly installed all-way stop can effectively assign right-of-
way, reduce vehicle delay, and decrease accidents. All-way stop sign installation
may be considered if any of the following conditions exist'
1. VOLUME
(a)
Total vehicular volume entering the intersection from all
approaches must average 350 vehicles per hour for a four-way
intersection OR 300 vehicles per hour for a T-intersection for any
e~ght hours of an average day. The eight hours need not be
consecutive.
In addition, the combined vehicular and pedestrian volume entering
the intersection from the minor street or streets for the same
eight hours must average at least 1/3 of the total volume entering
the intersection.
2. ACCIDENTS
Five or more reported accidents within a 12-month period and of a type
susceptible to correction by installation of all-way stop signs.
3. VISIBILITY
The intersection sight-distance (based on Caltrans standards) on one or
more approaches of the major street is less than 150 feet.
4. RESIDENTIAL AREA
Warrants are to be reduced to 60% of the values in Section 1 and 2 above
if ALL of the following conditions are met:

Both streets are residential streets with existing 25 mph speed
limits. -
Neither street is an adopted throngh street.
Neither street exceeds 40 feet of roadway width.
No existing stop sign or signal is located on the more heavily
traveled street within a distance of 600 feet.
Streets extend 600 feet or more away from the intersection on at
least three sides.
Installation of a all-way stop is compatible with overall traffic
circulation needs for the residential area.
5. ELEMENTARY SCHOOL CR0g§ING
This warrant is satisfied by the conditions in E__ITHER (a) OR (b) below
(a)
Students cross the more heavily traveled street at the
intersection as part of an official elementary school route plan,
and if ALL of the following conditions are met:
(1)
Ail of the conditions in Section 4 Residential Area (a
through f) are met.
(2)
(~)
The more heavily traveled street has more than 280 feet
intersection sight distance visibility (based on Caltrans
standards).
The elementary school route plan has been approved by the
Public Works Director/City Engineer.
OR
More than 20 elementary school children per hour cross the more
heavily traveled street going to or from school at a time when at
least 300 vehicles are in direct conflict with pedestrians, AN~ if
all of the following conditions are met:
(1) The more heavily traveled street has adequate intersection
sight distance visibility (based on Caltrans standards) for
the 85th percentile speed o__Er speed limit of the major
street, whichever is higher.
(2) No existing stop sign, signal, or crosswalk is located on
the major street within a distance of 600 feet.
(3) Installation of an all-way stop is compatible with overall
traffic circulation needs.

The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.070, and in the interest of
public safety, stop signs shall be erected at the following locations:
Amador Valley Boulevard, at the intersection of J"ork Drive
Tamarack Drive, at the intersection of EmeraM Avenue
Section 2. Said stop sign locations shall be added to Section 6.16.010 of the City of Dublin Traffic
Code.

On the generally westerly curbline of Penn Drive, from a point 80feet southerly of the southerly
curbline of Lancaster Road, southerly a distance of J j 2 feet; and from a point 272feet southerly of the
southerly curbline of Lancaster Road, southerly a distance of J 44 feet.
Section 2. Said No Parking Zone shall be added to Section 6.28.010 of the City of Dublin Traffic
Code.
