Mr. Fasulkey recently resigned his position due to a .' change in his job situation.. Mayor Houston bas appointed Fred J. Musser to fill the unexpired term Staff recommends that the City Council confirm the Mayor's appointment of Fred J. As a planning professional and a resident of Dublin I am excited about Dublin's future! I have lived in Dublin for the past eight years and have seen a lot of changes and development proposals in town. Many of my friends and neighbors are concerned about the quality of life in Dublin and how it is impacted by the course and quality of development on both the east and west sides of town. Serving on the City of Dublin Planning Commission would enable me to take a much more active role in my commWlity. It will enable me to actively participate in planning for Dublin's future, and hopefully enhance the City of Dublin's livability, economy and civic pride. 2. What is your knowledge of and experience in Planning and Zoning? . I have over 20 years of experience working in the field of real-estate development in both the public and private sectors. I have both a Bachelors and a Masters degree in Urban Planning from the California State Polytechnic University at Pomona and San Jose State University. My work experience in development includes the following: a) Served as a City Planner for both the Cities of Fontana and San Carlos California. b) Worked as a planning consultant/project manager for the civil engineering firms of George Nolte and Associates and MacKay & Somps preparing Environmental Impact Reports, doing site planning, urban design and entitlement processing on industrial, commercial and residential projects allover the State of California. c) Developed both large and small industrial parks and high tech spec office facilities as a project manager for McCandless Development in both California and Florida. d) Worked for Pulte Homes as their Director of Forward Planning for Northern California overseeing all of the entitlement processing on all of their new home communities. e) Served as a Forward PlannerlProject manager for Signature Properties in Pleasanton f) Owned my own consulting business DSI - Development Services Inc. g) I am presently employed by Braddock & Logan, With the title Land Acquisition, buying and developing land in California. . if . . . 5 3. How do you feel about Dublin's future growth? I am excited about Dublin's future. But I'm sure that I share the concerns of many in the community regarding how and where that development will take place and how it will affect the environment and the overall quality of life in Dublin. 4. What should the City's position be regarding growth? The City should encourage growth and development as long as it is well planned, well thought out and positively impacts the City's economy, environment and quality of life 5. What type(s) of housing do we need? Dublin needs a full range of housing types and pricing to meet all the housing needs of the community. Currently Dublin would appear to need more variety in attached housing product and more move up higher end housing. 6. What do you think are the major concerns of Dublin residents regarding future planning? In discussing Dublin's future with my friends and neighbors I think they are concerned regarding the environment and the overall quality of life in the City. i.e. How is future growth and development going to impact our schools, traffic, air quality, crime, and the livability of the City? 7. What, if anyt:bing, should be done to enhance Dublin's business districts? Dublin's older business areas need to be carefully looked at in light of the changing commercial market place and the ability of these older commercial facilities to meet the needs of current commercial users. A number of significant commercial users have left Dublin in recent years for larger facilities in adjacent communities. This has been in response in part to the trend towards larger "big box" commercial users who's needs cannot be met in the older smaller existing commercial spaces in Dublin. The City needs to work with commercial property owners and developers in these older areas of town to create incentives for redeveloping some of these older commercial spaces to meet current needs so that these areas do not deteriorate and become a problem for the community. 8. What, if anyt:bing, should the City Councll demand of developers in future developments? The City needs to demand quality development that pays its own way, addresses community needs, enhances the livability of Dublin, and that increases the tax and job base for City as a whole. The challenge is making sure that this actually takes place when development is processed through the City. I feel that my extensive background in development gives me a unique opportunity to evaluate development projects and assist the City in making the difficult decisions necessary to take Dublin forward into the future. I would look forward to being able to participate in continuing the good planning and forethought that has created the Dublin that we all live in and take pride in today. . 9. How do you feel about ft'IAldng a decision for the overall good of the community, but unpopular with some neighbors? The good of the community has to come first. That is the overall underlying principle behind planning and zoning. I know that I can make the hard decisions that will benefit the overall good of the community. At the same time I also recognize the value of compromise and negotiation in resolving potential conflict and hopefully working through potential problems to the mutual benefit of all those concerned. More often than not development issues can be resolved by having the developer work with the surrounding neighbors to be sensitive to their needs and thereby create a win-win situation for both the neighborhood and the developer. 10. What is the most important contribution you can make as a member of the P1Aftftiftg Commission? I feel that I can be a real asset to the community by bringing all my professional expertise and education as a professional planner to the Commission. My past experience will aid the Commission in critiquing and evaluating projects and also bring the developers perspective or side of the story to the Commission.
