FINANCIAL STATEMENT:
The proposed sale price is $14.00 per square foot for the non-
easement area and zero for the easement area (see exhibits). The net
area to be sold is 1,077 square feet, for a total purchase price of
$15,078.
DESCRIPTION: The Sleep Shop is located on San Ramon Road just northerly of
Amador Valley Boulevard. Mike Perkins, owner ofthe Sleep Shop, has expressed an interest in
purchasing a piece of excess right-of-way in order to locate a monument sign. This sign is similar to the
one at the adjacent Hayward Fishery and has been approved by the Planning Department. This item was
initially proposed in 1994. At the time, the City Council adopted a resolution establishing the property as
surplus and directing Staff to notify the appropriate agencies per Government Code Section 54222. None
of the agencies notified (East Bay Regional Park District, State Resources Agency, and the Dublin Housing
Authority) expressed an interest in obtaining the property.
While the entire piece of excess right of way in rront of the Sleep Shop is about 6,600 square feet, Staffis
recommending that Mr. Perkins be allowed to purchase only a strip that would accommodate the
monument sign. This strip is 14 feet wide and extends ITom the Sleep Shop property to a point three feet
behind the pedestrian pathway. The City needs to retain a 25) x 14) access easement crossing this strip of
land to comply with the San Ramon Road Specific Plan. This easement allows public accesss across this
property so that customersof adjoining uses can enter San Ramon Road via the signalized intersection on
Amador Valley Boulevard. A5 noted in the Financial Statement above, Staff recommends valuing the
usable portion of the property at $14.00 per square foot but valuing the easement at zero. This is based on
an independent appraisal used by a lending institution to refinance the Sleep Shop property. The net area
of strip, minus the easement, is approximately 1,077 square feet, for a total recommended purchase price
of $15,078.

APPROVING SALE OF SURPLUS CITY PROPERTY
(SAN RAMON ROAD NORTHERLY OF AMADOR VALLEY BOULEVARD)
TO MICHAEL PERKINS (SLEEP SHOP)
WHEREAS, Michael Perkins, representing the Sleep Shop, requested to purchase excess City
property at the ITontage of7372 San Ramon Road (northerly of Amador Valley Boulevard); and
WHEREAS, the City Council declared said property as surplus on October 3, 1994; and
WHEREAS, local park and recreation and public housing agencies were contacted and declined
interest in the property; and
WHEREAS, pursuant to the provision ofthe City of Dublin Municipal Code the City Manager has
negotiated a price with the adjacent property owner, Michael Perkins (The Sleep Shop);
NOW, THEREFORE, BE IT RESOLVED that the City Coucnil of the City of Dublin does hereby
approved sale of 1,427 square feet of surplus City property, retaining a public access easement of350
square feet, as described in Exhibit A (plat and description) attached hereto, to Michael Perkins (The
Sleep Shop) at a total price of$15,078.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the deed.
