FINANCIAL The Applicant has stated to Staff that they would pay for all STATEMENT processing costs for the General Plan Amendment Study and all other associated entitlements. No costs will be bome by the City, DESCRIPTION: Mr. Joseph Flanagan of Shea Properties is requesting a General Plan Amendment Study for an undeveloped, vacant 4:t acre parcel located directly south of the Arroyo Vista Housing Project, west of Dougherty Road. The site is presently designated as "Medium Density Residential" (6- 14 units per acre) and is owned by the Dublin Housing Authority as part of the Arroyo Vista Housing'Project The applicant wishes to file a Planned Development Rezoning Application, with the approval of the property owner, to construct a 75 unit apartment complex identical to the recently approved Shea Properties 209 unit project just to the south. The total 284 unit complex . (both projects) would then provide 20% of the units affordable for very low, low and moderate '. income renters. This plan would be dependent on the applicants ability to secure tax credit and other financing to supplement private funding. Any proposed rezoning an9!or other entitlements would be subject to approval by the Dublin Housing Authority before pre~eding. with the standard City of Dublin process. ' The Applicant wishes to change the General Plan Designation for the site from "MediUl)l Density Residential" (6.14 units per acre) to "Medium High Density Residential" (14.1 - 25.0 Units per acre). The City Council needs to determine whether a General Plan Amendment Study should be authorized. All other land use and environmental concerns will be addressed by the General Plan Study itself. The purpose of this letter is to request the initiation to process a General Plan Amendment for the Dublin Housing Authority land located on Dougherty Rd. directly south of Arroyo Vista and north of Shea Properties site. The requested General Plan Amendment is to change the current general plan designation from medium density residential to medium -high residential for a proposed 75 unit mult-family apartment project. WHEREAS, a General Plan Amendment request has been made by Joseph M. Flanagan of Shea Properties for an undeveloped 4:t acre parcel located on Dougherty Road directly south of the Arroyo Vista Housing Project. The predominant land use designation proposed for the site is Medium High Density Residential; and o WHEREAS, the Applicant has stated that they would pay the processing costs for the General Plan Amendment Study; and ' '. WHEREAS, the proposed project area is within property owned by the Dublin Housing Authority whose permission will be required if rezoning application is filed; and WHEREAS, Section 65358 (a) of the State of California Government Code states that an amendment to a general plan shall be in a manner specified by the legislative b9dy; and WHEREAS, the initiation request has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section 15306, Class 6 of the State CEQA Guidelines; and WHEREAS, the Staff Report submitted a recommendation that the City Council initiate . a General Plan Amendment Study for Shea Properties proposal; and WHEREAS, the City Council did hear and consider all said reports, recommendations and testimony hereinabove set forth and is in support of a General Plan Amendment study to determine the appropriate land use and General Plan designation for the property before making a decision as to the merits of requested specific entitlements. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby initiate a General Plan Amendment Study for Shea Properties proposal. BE IT FURTHER RESOLVED that the Applicant shall conform to the adopted , General Plan Policy regarding timing and filing of an application.
