Fee Schedule
The enactment of this fee will enable the City to recover more
of the development costs being incurred by the City.
On August 27, 1984, the City Council adopted Resolution 96-84 adopting fees, charges and bond
amendments for certain municipal services. Since that time, various amendments to the fee schedule
have been made to accommodate the constant changing and ever growing array of services that the
City of Dublin offers. In addition, the City Council has adopted ~w Zoning Ordinance which h~

changed several of the previous permits issued by the City. At present, most major projects are
charged on "a cost" basis which reflects the actual staff hourly charges and consultant hourly changes
directly attributable to the individual case. .
With all of the development now occurring in Dublin and in anticipation of future development, staff
spends time with applicants on projects that are not ready to be submitted as a complete application.
The time spent may include review of preliminary plans, meetings with owners and developers,
meetings with inside and outside agencies and departments, site visits, review of documents and other
areas that require staff to work on a project without benefIt of a signed application and signed
processing agreement form. At the present time, the City does not recover any costs associated with
early discussions and review of pre-application plans. This pre-application procedure saves the
developer submittal time in the formal process as numerous issues are resolved with staffbefore
formal application is made.

A recent in-house cost analysis was done, to see how much time staffhas spent on these pre-
application submittal duties. In the past 3 months, eight percent of staff time has been spent on pre-
application submittal duties, which would amount to approximately $30,000 per year, if projected out
for a year's period.
Two issues are presented here for Council consideration:
· Modifications to the Planning Fee Resolution to identify appropriate fees for all projects
consistent with the new Zoning Ordinance permits and without increasing any existing fees.
. Establishment of a new pre-application submittal fee to cover staff costs directly related to .
preliminary review of anticipated development plans prior to formal submittal applications.
The net result of these changes would be as follows:
. No increase in fees for regular services performed (retitling various permits as changed by the
new Zoning Ordinance).
· Continuation of free public and potential-applicant staff time for normal counter, phone and staff
contacts (2-3 meetings, up to a maximum of 12 staffhours on average)
· Pre-application deposits would be required after expenditure of 12 staffhours for applicants who
are serious about f1ling a major application. Fees for pre-application time would be at "cost".
RECOMMENDATION:
Staff recommends that the City Council open the public hearing, hear staff and public comments,
close public hearing and deliberate and adopt resolution establishing and approving pre-application
submittal fees and minor revisions to the application definitions in the City of Dublin Fee Schedule.

RESOLUTION NO. 96-84
A RESOLUTION OF THE
CITY COUNCIL OF
THE CITY OF DUBLIN
ADOPTING FEES, CHARGES,
AND BOND AMENDMENTS FOR CERTAIN
MUNICIPAL SERVICES
WHEREAS, prior to July 1, 1982 the County of Alameda had collected
specified fees and charges for the performance of government services within
the City of Dublin; and
WHEREAS, since July 1, 1982 the city of Dublin has been providing
these services either directly or through a contracting agency/firm; and
WHEREAS, fees and charges collected during the course of City business
have been the same as those in effect in the County of Alameda on July 1,
1982; and
WHEREAS, che fee schedules do not exceed the estimated reasonable cost
of providing the associated services.
. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the city of
uublin does hereby adopt schedules for: police Services Fees, Grading Fees,
Engineering subdivision Fees, Encroachlnent Fees, Bonds for Faithful
Performance of Encroachment, Planning Department Fees, General Fees for
services (Exhibits 1,2,3,4,5,6,and 7, respectively). Said exhibits are
attached hereto and shall be considered as a part of this Resolution

Where the fee amount is stated as cost, the Applicant will be required to deposit an amount estimated by the
Planning Director. If the amount of charges is more than the deposit, the Applicant will be invoiced for the .

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING AND ESTABLISHING A PRE-APPLICATION
SUBMITTAL FEE AND MINOR REVISIONS TO APPLICATION DEFINITIONS
WHEREAS, Resolution 96-84 adopting fees, charges and bond amendments for certain municipal
services was adopted by the City Council on August 27, 1984; and
WHEREAS, the City desires to modify the fee schedule to include a pre-application submittal fee and
to make application definitions consistent with described permits newly established in the new Zoning
Ordinance adopted on September 2, 1997 (Ordinance No. 20-97); and
WHEREAS, the City of Dublin presently does provide the service of meeting with applicants before
there is a signed application submittal and a signed processing agreement form; and
WHEREAS, the City Council wishes to establish a general policy where the City recovers the
estimated actual costs of providing associated services for pre-application submittals by developers; and
WHEREAS, in recognition of the merit of detailed staff work with owners, contractors and
developers prior to complete application submittal, there is a need to charge for staff time on a cost deposit
basis; and
WHEREAS, a review of charges for Community Development staff service for pre-application fees
and redefined penn it fees was performed; and
WHEREAS, it has been determined that pre-application fees at cost should be required for all
proposed new major entitlements after staff has expended 12 hours of time on pre-application meetings with
potential applicants; and
',WHEREAS, the proposed pre-application fee will not exceed the City's cost ofperfonning the
service, and
WHEREAS, a public hearing was held by the City Council on December 16, 1997.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
approve amendments to Exhibit 6 of City Council Resolution 96-84 (Planning Department Fee Schedule) as
noted in Exhibit D titled Attachment A to City Council Resolution 97- (Community Development
Department Fee Schedule). The amendments to fees made by this Resolution shall be effective 60 days after
adoption.
