The additional cost for the City is $7,950
DESCRIPTION: At the October 7, 1997 meeting of the Dublin City Council, the
Council approved an agreement with David L. Gates and Associates, Inc. for the development of the City
Park Master Plan. The firm has been working with the City Park Task Force on the development of the
master plan and a community workshop to solicit public input on the design alternative for the park will
be held on January 8, 1998.
. Concurrently with the development of the City Park Master Plan, the Library Planning Task Force is
evaluating the long term library building needs for the City of Dublin. Although the Task Force has not
come to a final conclusion, they have identified the excess property at the Civic Center as a high priority
site for a new library and the financial feasibility of this option is being analyzed. Consequently, Staff
would recommend that the existing library be evaluated to determine it's potential for another public use,
specifically a senior center. The proposed Agreement with David L. Gates & Associates, Inc. does not
provide for this evaluation so an amendment to the Agreement is necessary.
As shown in the First Amendment to the Agreement (Exhibit A) the scope of services would be expanded
to include the evaluation of the Dublin Library for use as a senior center. The proposed fee of $7,950 is
broken down as follows: 1) Program Needs Senior Center - $2,500; 2) Evaluate Present Library Building-
$2,800; 3) Conceptual Floor Plan - $2,400; and 4) Reimbursable Costs - $250. If the analysis finds that
the library is suitable for a senior center, additional consultant services would be needed to further refine
the specific senior center space needs, to evaluate the structural and mechanical integrity of the building,
and to evaluate the cost effectiveness of renovating the building versus building a new senior center. A
second amendment to the Agreement would be necessary and additional funds would be required.
There are insufficient funds in the budget to execute the First Amendment so a budget change in the
amount of $7,950 is necessary. Staffhas prepared the appropriate Budget Change Form which is attached
in Exhibit B.

It should be noted that the site for the Dublin Library is owned by the County of Alameda and leased to
the nonprofit Alameda County/Dublin Library Corporation. The Corporation in turn owns the building
and leases it to the County in exchange for annual rent payments provided from property taxes. The
Corporation uses the rent to retire the bonds. The final payment will be due in 1999. When the bonds are
completely paid off, title will vest with the County. If the building is no longer used for a branch of the .
Alameda County Library, and if the City determines that the building is suitable for another public use, it
will be necessary to negotiate a transfer of ownership from the County.
Staff recommends that the City Council approve the First Amendment to Agreement with David L. Gates
and Associates, Inc. and authorize the Mayor to execute the Amendment. Further, Staff recommends that
the City Council approve the Budget Change Form.

FIRST AMENDMENT TO AGREEMENT WITH
DAVID L. GATES & ASSOCIATES, INC. FOR
CONSULTANT SERVICES
CITY PARK MASTER PLAN
WHEREAS, the City of Dublin and David L. Gates & Associates, Inc. entered into an
Agreement on October 7, 1997 for consultant services in the development of the City Park Master Plan
(hereafter AGREEMENT); and
WHEREAS, the Scope of Services outlined in Exhibit A of said Agreement did not include the
evaluation of the Dublin Library for use as a Senior Center; and
WHEREAS, it has been determined that it would be desirable, as one option, to evaluate the
suitability of converting the Dublin Library for use as a senior center; and
WHEREAS, additional consultant services are required to fully evaluate this option.
NOW, THEREFORE, the parties hereto agree as follows:
Exhibit A, Scope of Services, of the AGREEMENT shall be amended with the addition of the
following section:
TASK 5 - EVALUATE
DUBLIN LIBRARY FOR
USE AS SENIOR CENTER
The objective of this task is to identify senior center building space needs, to
evaluate the suitability of the Dublin Library for use as a senior center, and to
develop a conceptual floor plan for a new senior center in the library building.
The Consultant Team will conduct two workshops with City Staff and the
Senior Center Advisory Committee to explore ideas for Dublin's new Senior
Center and to talk through specific senior center space needs. Following the
first workshop, the Consultant Team will prepare a draft Building Program.
At the second workshop, the Consultant Team will review the program and
direction will be given for the final program.

The Consultant Team will observe the library building and write a brief report
on the suitability of the library for use as a senior center. At this stage,
structural, mechanical and electrical engineers will not be used and the
Consultant Team will rely on available existing drawings and other available
information.

and one presentation meeting with the Senior Center Advisory Committee.

Exhibit B, Payment Schedule, of the AGREEMENT shall be amended to include the following:

A. CITY shall pay CONSULTANT an amount not to exceed the total sum of Seven
Thousand, Nine Hundred Fifty Dollars and no cents ($7,950.00) for services to be
performed pursuant to this amendment. CONSULTANT shall submit invoices, not more
often than once per month, based upon the work completed on each sub-task identified in
Task 5 above.
