Cost of pennit parking signage and pennit stickers or placards is
estimated at $300; cost of two-hour parking signage is estimated at
$500; repainting of existing red curb is estimated at $200. Total
estimated cost for all three actions is therefore $1,000. This cost
would be paid from the Street Maintenance Operating Budget.
DESCRlPTION: The cul-de-sac end of Scarlett Court has been separated from the
BART parking lot by a chain link fence and an unimproved "dirt" area. Dublin Auto Center on Scarlett
Court has requested that pedestrian access be provided from the end of Scarlett Court. This would be a
benefit to business employees and their customers, who could use BART to commute to this area, and
customers could also drop off their cars for service and use BART to go to work. The chain link fence that

was installed by the BART contractor was actually placed in the City's street right-of-way and has now .
been removed by BART, allowing access to the station parking lot from Scarlett Court. City Staff plans to
install an asphalt pathway from Scarlett Court to the paved BART parking lot area.
Permit Parkin!! Area
The City's maintenance personnel have expressed concern that BART patrons are using the end of Scarlett
Court as a parking area, especially since the station parking lot is usually full. The City's corporation yard
is located at the end of Scarlett Court, and since the yard is very small, the crew members need to park
their personal vehicles on the street when they come to work. In addition, again because the yard is very
small, the cul-de-sac is used as a staging area for the maintenance vehicles.
Rather than wait until a problem develops, Staff is proposing to create a "permit parking" area for the
Scarlett Court cul-de-sac. The City Attorney has advised that the City's Municipal Code should first be
amended to add a section regarding permit parking (Resolution Exhibit 1). Local jurisdictions may adopt
this type of regulation per the provisions of Section 22507 of the California Vehicle Code. The second
resolution (Exhibit 2) contains the actual description of the proposed "permit parking" area, which is
proposed to be available only to City staffinembers, including contract personnel. The footage indicated in
the resolution is the total footage of the cul-de-sac, excluding a red-curbed area for a fire hydrant; the total
available "pennit parking" area would be about 319'. This curb footage will allow sufficient parking and
staging area for the MCE vehicles and/or any other City staffvehicles that need to access the Corporation
Yard.

Limited Parkin!! Area (Two-Hour Parkin!!. 6 a.m. to 8 p.m.)
The Dublin Auto Center dealership has submitted a letter (Exhibit 3) requesting that two-hour parking be
implemented along the frontage of its property, as shown on the Location Map, Exhibit 4. The request is
based on much the same reason as the permit parking, to discourage commuters from taking the on-street
customer parking. Dublin Auto Center does not have sufficient on-site parking for customers. These
spaces could, of course, be used by patrons of 84 Lumber or any other businesses on Scarlett Court.
Allowing for space taken by driveways, existing red curb for sight distance, and red curb for fire hydrants,
the total footage available for two-hour parking would be 485'. This would allow two-hour parking for
approximately 25 to 27 vehicles.
It should be noted that approximately 300' of unrestricted curb parking will remain along the frontage of
84 Lumber.
No Parkin!! Area
The south (freeway) side of Scarlett Court was red-curbed several years ago during construction related to
1-580 and the BART improvements; however, this area was never included in the City's Traffic Code.
This lane of Scarlett Court does not include sufficient room for both travel and parking. Therefore, Staff
recommends establishing a permanent No Parking Zone from the end of Scarlett Court to the point at
which the roadway bends, a distance of approximately 2,500 feet, as noted on the location map. This is a .
safety measure and does not remove any existing parking. There are no business frontages along this
portion of the roadway.

Recommendation
Staff recommends that the City Council conduct a public hearing, deliberate, adopt the resolution
amending the Municipal Code to add the permit parking section, and adopt the resolution establishing the
No Parking Zone (permit parking only, for City staffinembers) at the easterly end of Scarlett Court, the
Limited Parking Zone along the frontage of Dublin Auto Center (6015 Scarlett Court), and the No Parking
Zone along the southerly side of Scarlett Court.

AMENDING CHAPTER 6.04 (TRAFFIC REGULATIONS)
OF THE DUBLIN MUNICIPAL CODE
(ADDITION OF PREFERENTIAL PARKING PRIVlLEGE SECTION)
WHEREAS, Section 22507 of the California Vehicle Code allows local jurisdictions to establish
areas that are restricted for preferential parking privileges, and
WHEREAS, the City of Dublin may wish to establish such permit parking areas;
NOW, TIIEREFORE, BE IT RESOLVED that the City of Dublin Municipal Code is amended to
add Section 6.04.275 Preferential Parking Privileges to read as follows:
"Section 6.04.275 Preferential Parking Privileges. The City Council may by ordinance or
resolution designate certain streets or portions of streets on which parking is restricted to certain residents,
merchants, or other designated groups which have been issued a permit or permits which exempt them
from parking prohibitions or restrictions. Such preferential parking areas shall not apply until signs or
markings have been placed giving adequate notice thereof"

ESTABLISHING NO PARKING ZONE (FOR PERMIT PARKING ONLY), LIMITED
P ARKlNG ZONE, AND NO PARKING ZONE ON SCARLETI' COURT
The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to Dublin Municipal Code Section 6.04.275, a No Parking Zone allowing
Preferential Parking Privileges for vehicles of City staffinembers and contract staffinembers displaying City
permits, shall be established at the cul-de-sac end of Scarlett Court, a total distance of 349 feet. Traffic
Code Section 6.28.040 shall be established for Permit Parking areas.
Section 2: Pursuant to City of Dublin Municipal Code Section 6.04.270, and in the interest of
public safety, a Limited Parking Zone (two hour parking from 6:00 a.m. to 8:00 p.m.) shall be established
along the northerly curbline of Scarlett Court, from a point 86 feet easterly of the easterly curbline of
Scarlett Drive, easterly a distance of 57 feet, from a point 173 feet easterly of the easterly curbline of
Scarlett Drive, easterly a distance of277 feet, from a point 480 feet easterly of the easterly curbline of
Scarlett Drive; easterly a distance of 19 feet, from a point 599 feet easterly of the easterly curbline of
Scarlett Drive, easterly a distance of 120 feet, and from a point 794 feet easterly of the easterly curbline of
Scarlett Drive, easterly a distance of 47 feet.

Section 3: Pursuant to City of Dublin Municipal Code Section 6.04.250, and in the interest of
public safety, a No Parking Zone shall be established along the southerly curbline of Scarlett Court, from
the easterly cul-de-sac, westerly a distance of2,500 feet.
Section 4. Said traffic controls as described in Sections 1,2, and 3 shall be added to Sections
6.28.040,6.32.050, and 6.28.010 respectively, of the City of Dublin Traffic Code.
