AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 7, 1998 SUBJECT: Public Library Construction and Renovation Bond Bill (SB 2026) Report by Bonnie Leonard, Recreation Supervisor EXHIBITS A TT ACHED: Senate Education Committee Roster Draft Letter of Support RECOMMENDA nON: /7/ Direct Staff to Prepare Formal Letter in Support of SB 2026 to be ('f Sent to the Senate Education Committee and Bill Sponsors FINANCIAL STATEMENT: None DESCRIPTION: SB 2026, the Public Library Construction and Renovation Bond Act of 1998, sponsored by Senator Richard Rainey and Senate President Pro Tern John Burton, would provide $500 million in bonds for the construction or renovation of public libraries throughout California. If passed by the legislature, SB 2026 would be placed on the November ballot. The bill has been set for hearing in the Senate Education Committee on Wednesday, April 15. Public support for SB 2026 would help insure priority treatment of this bill during bond negotiations in the legislature. The Library Planning Task Force, appointed in August 1998, is scheduled to complete its study and report to the Council in June. Depending upon the option recommended by the Task Force and approved by the City Council, there may be insufficient funding to construct a new library. Passage of a statewide bond act to fund construction and renovation of library projects could provide the City with a source of funding to make up any shortfall. I ...... /j j "') April 7, 1998 The Honorable Leroy Greene Chairman, Senate Education Committee State Capitol, Room 2082 Sacramento, CA 95814 Dear Senator Greene: On behalf of the Dublin City Council, I urge you to support SB 2026 - Rainey/Burton which, if placed on the November ballot and passed by the electorate would provide $500 million in bond funds for grants to build or remodel public libraries state wide. The City of Dublin anticipates doubling in size within the next twenty years. Because of that growth library services will need to also double. In August 1998 the City Council appointed a Library Planning Task Force to determine long-term library building needs for the City of Dublin and to prepare a report for consideration by the Council. Upon its completion the Task Force report will include site selection, architectural renderings, and capital and operating budgets. Due to the growth ofthe city, the Task Force has identified the need to double the size of the current Dublin Library. There are currently insufficient city funds for the proposed project. Passage of a statewide bond act to fund construction and renovation projects would provide the City with a much needed source of funding to pursue this important project.
