Thompson, Public Works Director EXHIBITS ATTACHED: Letter from the Alameda County Transportation Authority (ACTA) dated March 10, 1998, including a Tentative Construction Schedule RECOMMENDATION' 'ept .~/~Aec information FINANCIAL STATEMENT: The project is anticipated to disrupt business in the area south of Dublin Boulevard between Amador Plaza Road and Golden Gate Drive during the proposed project construction. However, it is further anticipated that the new ramps, when complete, will ease access to Dublin's Central Business District and provide the area with an economic boost. DESCRIPTION: Staff originally directed an inquiry to ACTA on whether the contractor would be required, by specification, to follow certain time scheduling constraints. Staff was informed by ACTA that there would not be any mandatory scheduling as the contractor will plan the project to incur the least expense to the contractor and, in mm, to ACTA. ACTA has subsequently developed a "probable" schedule, which is attached to this agenda statement. The work taking place in Dublin has been broken down into four phases or stages projected to cover a little over 4 years. It appears that ACTA anticipates the bulk of the Dublin street connection work to occur within Stage 1, which is to start in July of 1998 and is projected at 360 working days (or about 17 months). At this time, ACTA is proposing to pay Shamrock Ford to add display space during construction and allow parking under the flyover structure once completed. The lost vehicle storage space behind Crown Chevrolet is proposed to be compensated by including payment so that additional space can be leased in the general area. We have included in this letter an outline schedule that a contractor may follow. It should be noted that the contractor may follow a different schedule that best suits his/her abilities and resources. So, tiffs is a tentative outline, subject to change. It is presently anticipated that the project will be constructed in four stages. In addition, there may be multiple phases within one stage. The main items of work under each stage within the City of Dublin are summarized as follows: Stage 1 (approx. 360 wortdng days) · Widen Southbound (SB) 1-680 from Alcosta to 1-580 · Construct ramps at Amador Plaza and connect to Golden Gate · Construct ramp at Village Parkway, including widening ofi-680 at this vicinity · Start construction of the south-to-east connector (SEC) · Reconstruct westerly portion of Arnador Plaza · Install drainage near the south-to-west ramp (SWS) Stage 2 (approx. 33 0 working days) · Constx act ramps at Amador · Construct SWS Stage 3 (approx. 270 working days) · Construct SEC · Construct SWS S*?ge 4 (approx. 120 worldng days) · Widen SB 1-680 over 1-580 · Construct SWS · Complete Amador Plaza on-ramp and sig-nals ACTA means Action Alameda County Transportation Authority. 1-580/680 DCP- Tentative Construction Schedule March 10, 1998 Page 2 of 2. In addition to the above work, the contractor may carry out other miscellaneous work, use certain areas for sta~ng the work, and to stockpile materials and dirt. In particular, the contractor may need to re-sequence work to balance the amount of dirt needed for the project. For planning purposes, it is suggested that you assume there to be seventeen (17) working days per month. We understand that you are concerned over the potential impacts on local businesses. It would be very difficult, if not impossible, to selectively delay the availability of any portion of the site to the contractor. To do so at this point may expose the project to significant risk as the potential impacts to the contractor is unknown. A more workable alternative would be for the individual business ovmer to work directly with the contractor to lease any necessary land. We have attempted to show the sequencing of work in the north-west quadrant of the Interchange in more detail as attached. Again, the schedule is tentative and the actual construction is likely to deviate from the schedule. 'It is the intention of the Authority to work with Caltrans and the local jurisdictions to minimize the negative impacts of the project.
