Thompson, Public Works Director EXHIBITS ATTACHED: 1) Map of repair area 2) Plans and Specifications-will be available at the meeting RECOMMENDATION: 1, Authorize Staff to advertise for bids FINANCIAL STATEMENT: The project costs of$75,000 for improvements are budgeted in the Capital Improvement Budget. All funds are budgeted from the General Fund. There was a claim expense from the 96-97 Phase I contract which was paid this fiscal year. It will,therefore,be necessary to appropriate additional funds to this project. Staff will request this budget change at the time of bid award when the total costs are better known. DESCRIPTION: This project is the second phase of a program that was developed as a mitigation measure to deal with potentially unstable soil above Crossridge Road in the Dougherty Hills Open Space Park. After an investigation by Berlogar Geotechnical Consultants, it was recommended that subdrains be installed in the areas where,historically, soil debris has accumulated. The geotechnical consultant originally recommended the removal of soil in two locations. The City reconstructed the major slope failure in the last fiscal year. After further investigation, a recommendation from a second -consultant advised that the installation of subdrains would be adequate to protect this second slope (the subject of this agenda statement). The subdrains are to be installed to drain subsurface water from potentially unstable soil material. Water within the softer soils tends to reduce the resistance of these soils to sliding. In addition to the subdrains,this project has constructed a concrete vee ditch along the south end of Crossridge Road, west of the southernmost residence. This vee ditch is intended to divert any excess runoff away from the residence and into a storm drain as there has been a history of rear yard flooding at this location. Also, a low point in the existing vee ditch north of last year's construction will be replaced to provide positive drainage in the ditch. These measures are intended to reduce the amount of surface runoff in an effort to prevent future flooding of homes along Crossridge Road. ,,��ff COPIES TO: 1",7 ITEM NO. 4.8 g:\miscproj'xridgel\agstauth Finally, in an attempt to monitor long term stability of the slope in this Phase II project, Staff will survey a base line across the slope so that annual measurements can detect any slope movement.
