Thompson, Public Works Director EXHIBITS ATTACHED: Resolution RECOMMENDATION: '\2-11\1).. Adopt resolution FINANCIAL STATEMENT: Minor amount of staff time. DESCRIPTION: The Bay Area Air Quality Management District's Spare the Air Program has been in place for the past eight years and has contributed toward reducing air pollution in the Bay Area. BAAQMD is requesting that the City participate in the 1998 Spare the Air campaign by conducting activities which promote the campaign in the community and among City staffinembers. The activities which Staff is recommending are: (l) Printing an article in the City newsletter (2) Posting notices in the Civic Center on Spare the Air days (3) Acknowledging Dublin's Spare the Air businesses in the City newsletter (4) Advising staffmembers via E-mail when Spare the Air days are declared Spare the Air days are those days on which pollution levels are expected to be very high. The BAAQMD issues Spare the Air aTU10uncements on those days which request that Bay Area residents and commuters avoid driving their vehicles by using bicycles, public transportation, or other means of travel. Other recommendations include not using fireplaces, barbecues, lawn mowers, gas-powered gardening equipment, or any other activities that produce air pollutants. RESOLUTION NO. - 98 A RESOLUTION OF THE CITY COUNClL OF THE CITY OF DUBLIN ********* TO PARTICIPATE IN THE "1998 SPARE THE AIR CITY" CAMPAIGN WHEREAS, the Bay Area Air Quality Management District is conducting its voluntary Spare the Air program from June 1 to October 2, 1998, in the nine counties that comprise the San Francisco Bay Area; and WHEREAS, Spare the Air is now in its eighth year and has more than 500 public and private employers who have pledged to participate in the Spare the Air program; and WHEREAS, the San Francisco Bay Area has experienced dramatic improvements in its air quality over the last 40 years but still sees a large number of days during the year when air pollution exceeds state and national health standards; and WHEREAS, regional air pollution data for 1998 and 1999 will be especially critical because it will be used to determine ifthe Bay Area meets the new national ozone standards adopted by EP A last summer, adding greater urgency to voluntary air pollution reduction efforts; and WHEREAS, the Bay Area Clean Air Partnership (BayCAP) is a public-private partnership that supports voluntary efforts to improve the Bay Area's air, including the Spare the Air program; and WHEREAS, BayCAP will recognize cities and counties that participate in the "1998 Spare the Air City and County" campaign and carry the clean air theme city- or county-wide; and WHEREAS, the City of Dublin wishes to obtain the designation of"1998 Spare the Air City"; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin pledges that the City will do the following: 1998 Spare the Air City and County Activities Category 1 Residential Outreach: Print an article in the City Newsletter Post notices at the Civic Center on Spare the Air days Page 1 "*' ..~ ,.,.
