Thompson, Public Works Director EXHIBITS ATTACHED: None RECOMMENDATION: ~Q~uthorize Staffto solicit bids FINANCIAL STATEMENT: $4,981 was expended during Fiscal Year 1997-98 for consulting services and staff time to prepare specifications. $67,150 has been budgeted in Fiscal Year 1998-99 to re-roof one wing of the Civic Center. It is proposed to re-roof the remaining wing of the building in Fiscal Year 1999-2000. DESCRIPTION: This project was originally authorized by the City Council in March. During the bid process, two alternate types of roof were proposed, and Staffwas additionally advised by several of the contractors that the funds budgeted for construction would not be sufficient to complete the work. The Civic Center roof is atypical in that the roof consists ora number of sections rather than one large flat area. This causes the total perimeter measurement of the roof to be much greater when compared to the square footage than would be the case with a typical building. In addition, it was recommended that the parapet walls also be waterproofed and sealed in conjunction with the re-roof in order to preclude the leaks that have occurred from the parapet wall flashing and coping and possibly from cracks in the stucco. Rather than issue a bid addendum and subsequently receive bids that greatly exceeded the budget; Staff felt that it would be better to re-budget the funds for the following fiscal year and perform some additional research as far as the type of roofthat should be specified. The late rainy season also compromised the ability to complete the project during Fiscal Year 1997-98. After taking a look at several types of roof, which included re-applying the existing built-up roof, a torch- down system, and foam roofing, Stafffeels that the foam roof affords the best overall protection. Foam roofing would eliminate the type of leaks that come from flashing and/or roof penetrations such as plumbing and drains. It is also proposed to waterproof the parapet walls. The warranty associated with a foam roof is much longer than the warranty that would typically come with a built-up roof or similar system. g:~niscp roj\ccrool~agst auth COPIES TO: ITEM NO. ~ Since the cost of the roof system is estimated to be at least twice the original budget, Staff recommends doing the work in two phases. The first phase was originaily proposed to be the Police Wing; however, building maintenance staff feels that the incidence of new leaks is greater in the Administrative Wing. The Police Wing is proposed to be re-roofed the following fiscal year. The Adminstrative Wing is larger than the Police Wing; therefore, the specification has been worded so that individual sections of roof can be deleted if the bids come in over budget. If it is necessary to delete a section, Staffwould recommend postponing the Council Chambers until the next fiscal year as there are no existing leaks in the Council Chambers. Staffrecommends that the City Council authorize solicitation of bids. Page 2
