Peters /J~ RECOMMENDATION: .IV Approve Request FINANCIAL STATEMENT: The estimated cost for design and construction as identified in the 1998-2003 Capital Improvement Program is $792,000 DESCRIPTION: The approved plan for Dublin Ranch Phase I includes a 51 neighborhood park which is located adjacent to a future elementary school. Shea Homes, the master developer for Dublin Ranch Phase I, has requested approval to design and construct the park. As explained in the attached letter from Kevin W. Peters, Vice President of Community Development, the cost of designing the park and constructing the park improvements would be treated as a credit against the neighborhood land and improvement component of the City's Public Facility Fee. The details relating to how the credit would be calculated and implemented would be specifically defined in a future Development Agreement. Shea would begin work on the conceptual park plan as soon as Council approval is granted and install the park improvements commencing in the Spring of 1999. Shea estimates a three to four month time fram~ for completion of the improvements. Shea Homes has committed to designing the park in accordance with the neighborhood park standards as contained in the City's Parks and Recreation Master Plan. The conceptual park plan would be presented to the Parks and Community Services Commission and City Council for approval. Staff would recommend that the City Council give Shea Homes approval to proceed with conceptual design of the neighborhood park in Dublin Ranch Phase 1. Conditions related to construction of the improvements and credit for the improvements will be addressed in the Development Agreement for the project which will be brought before the City Council for approval in early 1999. ------------------------------------------------------------------- COPIES TO: Kevin W. Box 2340 Dublin, CA 94568 Deal;. Diane: Thank you for meeting with me on August 28th to discuss Shea's desire to design and construct the neighborhood park in Dublin Ranch Phase 1. As we discussed at that meeting, the cost of designing the park and constructing the park improvements would be treated as a credit against our Public Facility Fee obligations as more specifically defined in a future Development Agreement. We would propose to design the park in accordance with the Park & Recreation Master Plan and construct it in accordance with Park Development Standards which the City is currently preparing. . We would like to install the park improvements commencing in the Spring of 1999. We estimate a 3-4 month time frame for completion of the improvements. Our objective is to develop a conceptual park plan that could be reviewed by the Parks & Recreation Commission in time to allow their comments to be incorporated into the Planning Commission review of the surrounding neighborhood tentative maps in December of this year. In order to meet this time frame, it will be necessary to commence work on the concept plan as soon as soon as the City has agreed to this approach.
