Written Communication from East Bay Regional Park District
requesting City support for a Grant Application related to the
Acquisition of Open Space in the Western Dublin Hills

FINANCIAL STATEMENT:
There will be no cost impact on the City for supporting this request.
DESCRIPTION: The City has received a request from the East Bay Regional Park
District for support ofthe District's proposal to acquire 306 acres ofland located on Skyline Ridge to the
west of the City of Dublin's current City limits.
The properties that the Park District are interested in acquiring currently belong to Scott and John
Machado.
The City's adopted Park & Recreation Master Plan identifies a regional trail passing through Dublin from
the Pleasanton Ridge to Las Trampas. The City's Master Plan Action Program 21. states that the City will
encourage development of a regional trail corridor along Donlon Ridge and work with East Bay Regional
Park District to provide a link for a regional trail in the westside hills. The City has approved the Schaefer
Ranch and California Highlands Projects which have offered open space dedications to the Park District
for the purpose of establishing the Las Trampas to Pleasanton Ridge Trail Linkage. The acquisition of the
Machado properties by the Park District would substantially lengthen the trail corridor.
Staff has prepared the attached draft letter supporting the Park District's Grant Application.
It is Staffs recommendation that the Council authorize the Mayor to execute the draft letter.

The Board of Directors of East Bay Regional Park District (EBRPD) has authorized staff to
prepare an application to the Environmental Enhancement and Mitigation (EEMP) to assist with
the acquisition of property to expand the Las Trampas Ridge Wqdlife Corridor to Skyline Ridge
in the West Dublin Hills.
. To be eligible for consideration the project must be related to but "above and beyond" the
environmental impact of modifying a transportation facility. Because the parcels proposed for
acquisition are located at the headwaters of Clark, Martin and Dublin Canyons, EBRPD is
associating the project with impacts the Interstate 580/680 Interchange improvements will make
to the Alamo Canal. Comments should respond to the need to protect the natural resource values
in this associated riparian corridor.
I am enclosing a draft letter but please use your own words. Your letter should be addressed to
Mr. Pat O'Brien, General Manager and be sent to East Bay RegionalPark District, P. O. Box
538, Oakland, CA 94605-0381, no later than September 30, 1998. Letters will be sent to the
Resources Agency as part of the application package.
Community support as shown by the letters is very important to the reviewers who will be
evaluating the EEMP projects. Be assured that your letter writing effort will make a tremendous
difference and greatly enhance EBRPD's application.

RE: Grant Application for Open Space Acquisition on Skyline Ridge
Dear Mr. O'Brien:
The City of Dublin City Council at its meeting of October 6, 1998 acted to support the East Bay
Regional Park District's proposal to the Environmental Enhancement and Mitigation Program for the
purpose of acquiring 306 acres of natural resource land located on Skyline Ridge west of the City of
Dublin's current boundaries,

Creation of a protected wildlife corridor above the 1-580/1-680 Interchange meets the Goals &
Objectives of the Resources Lands Program and is above and beyond mitigation associated with the
transportation improvements. Funding from this program will allow the District to compliment the
Interchange Reconstruction Project by protecting the watershed and conserving biological resources
found within the impacted drainage system. In addition, the acquisition of the headwaters of Clark,
Martin, and Dublin Canyon will protect the oak woodlands and riparian corridors so highly visible from
the Interchange.
This is an exciting opportunity for our agencies to work towards preserving open space and wildlife
habitat in the western Dublin hills. The City of Dublin would urge the Resources Agency to seriously
consider the East Bay Regional Park District proposal to preserve park land on Skyline Ridge.
