Location for 1999 S1. Patrick's Day Festival

DESCRIPTION: As directed by the City Council, Staff has investigated the feasibility
of using Amador Plaza Road instead of Regional Street for the 1999 S1. Patrick's Day Festival.
Option 1 - Reeional Street
The S1. Patrick's Day Festival was held on Regional Street (between Dublin Boulevard and Amador
Valley Boulevard) for the first time in 1998. In addition, the Automatic Rain and Almond Plaza parking
lots were used: the Automatic Rain parking lot featured the food and beverage booths as well as the main
. stage of entertainment; the Almond Plaza Parking lot featured the community stage of entertainment,
children's activities and non-profit information and fundraising booths. Art and craft vendors, fine art
vendors and commercial vendors lined Regional Street. With the exception of a few vendors in the
Almond Plaza Parking lot, the Regional Street location was well received by both the merchants and the
community.
Staff has been in contact with property owners at Automatic Rain and Almond Plaza, who are both
extremely enthusiastic about having the 1999 S1. Patrick's Day Festival return to Regional Street.
Option 2 - Amador Plaza Road
The Dublin Pasta and Jazz Festival was held on Amador Plaza Road (between Dublin Boulevard and
Amador Valley Boulevard) for the first time in 1998. In addition, the parking lot between EI Torrito and
the former Red Lobster was used for the pasta pavilion, the loading zone behind PetSmart was used for
children's food booths and the parking area between the Theater and EI Torrito was used for the car show.
In an informal sampling of the merchants along Amador Plaza Road, there were mixed reviews on the
effect of the street closure on business operations, but there were positive comments on the festival itself.
Amador Plaza Road has typically been used as the staging area for the St. Patrick's Day Celebration
sponsored by the Dublin Lion's Club. The Lion's Club would like to continue with this practice.

St. Patrick's D~ Liaison Committee Input
The 81. Patrick's Day Liaison Committee considered the pros and cons of each location at a recent
meeting. The consensus of the Committee was that the 199981. Patrick's Day Festival should remain on
Regional Street. Although the Committee felt that the Amador Plaza Road site worked well for the Pasta
and Jazz Festival and could be adapted for the 81. Patrick's Day Celebration, they liked the idea of having .
the two festivals in separate locations. The Committee was appreciative of the fact that the merchants
were supportive of the event and felt that with slight modifications to the site layout, the Festival could
easily be accommodated at the site, even if attendance increased. They were also hesitant to move the
festival location for the second year in a row particularly given that the festival is less than six months
away. Lastly, the Committee was concerned about the disruption to the St. Patrick's Day Parade if
Amador Plaza Road was not available as the staging area for the parade.
Conclusion
Staff would concur with the recommendation ofthe St. Patrick's Day Liaison Committee. Staff believes
that it is important to maintain a consistent location for the festival; one that creates a image for the
festival. Therefore, Staff recommends that the City Council uphold the recommendation of the St.
Patrick's Committee and approve the Regional Street location for the 1999 St. Patrick's Day Festival.
