FINANCIAL STATEMENT:

DESCRIPTION: In October of 1997 the City of Dublin and the Dublin Unified
School District entered into an agreement regarding joint funding of a community use gymnasium at
Valley High School. Under the terms of the agreement, the District will construct the gym and pay 100%
of the total cost of constructing the gym. The City will reimburse the District for part of the cost of
. construction of the gym estimated to be $1,004,016 or 34.3% of the cost of construction. The agreement
also provides that the City will schedule City and community use of the gym and that the City may
impose and retain use fees for City or community use of gym.
At the December 15, 1998 meeting of the Dublin City Council, the Council adopted Resolution 171-98
Establishing Facility Use Policy For Community Gymnasium at Valley High School. Also at this
meeting, the City Council gave conceptual approval of proposed fees for use of the gym and directed Staff
to schedule a Public Hearing on the fees.
Proposed Fee Schedule
The Fiscal Year 1998-99 Budget allocates funds for maintenance and supervision of the gym which would
be offset by revenue collected from users of the gym. Based on the preliminary figures compiled by the
School District, maintenance and utilities are estimated at approximately $10.00 per hour. Supervision
costs are estimated at approximately $12.00 per hour. Consequently, in order to cover the direct cost to
the City, a minimum fee of $22.00 per hour would need to be assessed.
Staff proposes that community groups be assessed a fee of $22.00 per hour; private groups or individuals
be assessed a fee which is 1/3 more than the fee charged to community groups; and commercial groups be
assessed a fee which is 1/3 more than private or individual groups. Further, Staff proposes that non-
resident groups be assessed a fee which is 20% higher than the resident rate. This methodology is
consistent with the formula used in setting fees for use of other City facilities.

Using this methodology, the proposed fees for use of the gymnasium are as follows:

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

ESTABLISHING FEE SCHEDULE
FOR DUBLIN COMMUNITY GYMNASIUM
WHEREAS, the City of Dublin and the Dublin Unified School District are parties to an agreement
dated October 21, 1997 regarding joint funding of a corninunity use gymnasium; and
WHEREAS, the agreement provides that the City will schedule all use of the gym for City and
community use during times that the City has exclusive use of the gym; and
WHEREAS, the agreement provides that the City may impose, collect and retain facility use fees
for City and/or community use of the gym during hours that the City has the exclusive use of the gym;
and
WHEREAS, a Facility Use Policy for the community gymnasium was adopted by the City
Council on December 15, 1998; and
WHEREAS, in order to commence collection of fees for use of the gym, it is also necessary to
. have an established Fee Schedule for the gym.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
adopt the Fee Schedule for the Dublin Community Gymnasium as contained in Exhibits A.

FEE SCHEDULE

All rentals are based on a two hour minimum. An additional 50% will be charged for use on designated City
holidays pending staff availability.

SECURITY DEPOSIT
A $200.00 Security Deposit is due at the time that the application is submitted. The Security
Deposit is refundable provided that there are no violations of the Gymnasium Use Policy
and/or excessive cleaning or damages to the gym.
