FINANCIAL STATEMENT: Based on the estimated recruitment schedule and a current staffing vacancy, it is anticipated that sufficient funds are available in the current budget. The full annual cost will be accounted for in the development of the Fiscal Year 1999/2000 Budget. . DESCRIPTION: In May of 1997, the City Council authorized the establishment ofa Computer Systems Specialist position. This was the first full-time technical position hired by the City, to address the increasing number of computer implementation and support issues. Since that time the size and complexity of the City Computer Network has increased. Further, the City is embarking in the multi- year Capital Improvement Program on the implementation of new systems. Assignments for the designated personnel have included coordination of both data and telephone systems. In January of 1999 the City of Dublin Computer Specialist accepted employment with another agency. Staffhave undertaken a review of the scope ofprojects in the foreseeable future as well as the workload and type of support required. In this interim period computer issues are being coordinated by the Assistant City Manager. In addition the City has procured contract support services which are typically scheduled a total of 8 hours per week spread over 2 days. The current arrangement impacts the ability for the Assistant City Manager to address assignments in other areas. In addition, the vacancy has delayed proceeding with certain implementation projects identified in the Goals and Objectives. Based upon the current and projected workloads, Staffbelieves that it is appropriate to consider at this time an expansion of the current classification system to include an Information Systems Manager. The scope of duties requires the ability to manage the coordination of projects involving system selection and implementation as well as coordinating support issues. Given the complexity of some of the new systems it will also require an analysis of the best methods to integrate the new systems into the current City framework. Given the fact that the current City Network currently supports approximately 75 users there is also a greater need for user assistance. The evaluation by Staff is that an appropriate level of support in the future will require more than the equivalent of one full-time position. . COPIES TO: lTEMNO.~ KZ IG/cc-mtgs/forms/form-as.doc At this time Staff is requesting the approval of a job specification and salary range for the Information .. Systems Manager. Staff reviewed support structures and job descriptions for similar positions in surrounding agencies. In addition, it is appropriate to establish the position in the City's organization based upon positions with comparable program responsibility and skills. Based upon this overall review it. is recommended that the position be benchmarked with the Finance Manager, Assistant to the City Manager, and Parks & Facilities Development Manager. The maximum salary would be approximately 27% above the maximum salary ofthe current Computer Systems Specialist classification. It is anticipated that as part ofthe Fiscal Year 1999/2000 Budget preparation, that Staffwill identify options to supplement the time provided by a full-time position. This may include some form of regularly scheduled contract support at a level of less than 8 hours per week and/or an evaluation of a part-time position at a lower level. It is expected that this position could provide user support and basic software/equipment installation. The ability to have this type of support is essential to keeping the basic users operating efficiently, as well as allowing the Information Systems Manager adequate time to handle the administrative project tasks associated with new systems. It is Staffs recommendation that the City Council adopt the resolutions which will allow Staff to proceed with a recruitment. It is expected that the recruitment schedule will result in having a new employee on board no earlier than June 1999. . . -;2- RESOLUTION NO. XX- 99 e A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* AMENDING THE CLASSIFICATION PLAN \VHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and-subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include ajob description for the position ofInfom1ation Systems Manager (Exhibit A). BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective March 16,1999. Date Adopted: 3-16-99 Dale Revised: Title: Information Systems Manager FLSA: Exempt General Purpose: Under administrative direction supervises, develops, implements and maintains the City's management information system (MIS) (computer networks, telephones, and Internet); performs installations configurations, troubleshooting and maintenance of hardware, software, peripheral and related communication equipment. Coordinates the review, selection, and implementation of new systems and components. Receives and responds to requests for assistance from users; researches, analyzes, and provides solutions to information systems problems. Evaluates proposals to integrate new systems and perform~ other related work as required. Distinguishing Characteristics: With administrative guidance and direction from the Assistant City Manager/Administrative . Services Director, is responsible for the administration of the City's MIS functions. The duties involve computer operations and systems administration on multiple systems and configurations. It is expected that the incumbent will exercise independence of action and be capable of performing complex system and project administration tasks. Essential Duties and Responsibilities: Network & Information Systems Administration - Perform basic installations of cables, plugs, modems and related communication equipment; establish schedules for back-up; maintain records of data and programs; maintain inventory of data processing equipment, supplies and materials; assist in long-term planning for City networking and information management systems. Coordinate the development and implementation of the City's use of the Internet. Software Administrator - Assist in planning and acquisition of software based on City's needs and technological advancements; maintain software database and library; test the operation of new and modified programs; assist in maintaining back-up of data program disks; monitor the operation of equipment and programs; assist users in resolving program and operational problems. . Exhibit A . Hardware Administrator - Assist in planning and acquisition of new equipment and equipment modifications or enhancements; maintain equipment; install new equipment and peripherals; configure equipment and install operating and applications software; analyze operating instructions and documentation; operate a variety of microcomputers and auxiliary equipment such as printers, modems, telecommunications equipment; perform, supervise, monitor and/or schedule third party equipment maintenance and repair activities Technical Resource & Trainer ~ provide technical assistance and training to users (equipment and programs); train and assist staff on various applications which include but are not limited to Microsoft Office Suite, Pagemaker, AutoCad, civil engineering, and graphics programs; act as a resource for City staff on operation of computers and peripheral equipment; make standard adjustments in operating instructions; investigate and trace sources of error; log computer usage and operating difficulties; run standard diagnostic programs to identify equipment and software problems; establish procedures related to office support, record keeping, disc handling and related management information systems. Minimum Qualifications: Knowled2e of: Principles and operations of management information systems and peripheral equipment (computers, networks, phones, Internet, software and hardware applications, cabling, printers, plotters, routers, data lines and modems etc.). Operating systems and standard applications programs (mini and microcomputers, terminals, printers, modems and related hardware). Techniques and practices in utilizing standard applications software including word processing, data base, telecommunications, desktop publishing, and spreadsheet. Principles and techniques of systems analysis and development; information systems trends and developments. . Principles and practices of budgeting, purchasing and maintenance of public records. Principles and practices of supervision, training and performance evaluation. 2 Principles and practices of sound business communications. . Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility; Customer service skills. Abilitv To: Install, configure, administer, troubleshoot and coordinate maintenance of local areas networks (LAN's), and related equipment and software (e.g. file services, computers, printers, network interface cards, routers, cabling, modems, etc.) Coordinate the integration of hardware, operating systems, and applications for minicomputer and microcomputer networked environments. Install, configure and maintain management information technologies for the City (e.g. computers, networks, phones, voice mail, Internet, etc.) Observe and problem solve operation and technical deficiencies; interpret and verbally explain technical concepts to less knowledgeable individuals. Analyze systems data and situations, identify and resolve vanous information systems and . application problems. Maintain a current understanding of technological advancements and trends. The physical standards described are representative of those that must be met by employees to successfully perform the essential functions of this class. Education, Experience, and Training: Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to a Bachelor's Degree in information technology, computer science, management information systems or a related field. Experience: Three years of experience in administering wide~area networks and communication links to off~site networks. Experience working with a Windows NT network environment is highly desirable. Additional experience with supporting Internet services, GIS database, mapping applications and implementing new systems is desirable. Trainiol!: Any recent training such as, academic courses and certification programs, which are relevant to this job classification. AMENDING THE MANAGEMENT POSITIONS EXEMPT FROM COMPETIVITVE SERVICE RESOLUTION WHEREAS, the City Council has adopted a Personnel Ordinance; and WHEREAS, Section 4(3) of the Ordinance exempts Department Heads and other Management Positions from the Competitive Services; and WHEREAS, in accordance with the City's Personnel Ordinance, the City Council adopted Resolution No. 142-90 and subsequent resolutions which establishes Management Positions and defines leave benefits for those positions; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan that are designated as Management Positions; and NOW, THEREFORE, BE IT RESOLVED that the position ofInformation Systems Manager shall be designated as a Management Employee under the City's Personnel Ordinance; and BE IT FURTHER RESOLVED that the position of Information Systems Manager shall be granted . leave benefits in accordance with City Resolution 142-90, as amended; and BE IT FURTHER RESOLVED that the changes contained herein shall be effective March 16, 1999.
