The initial development phase, Phase I, contains approximately 210 acres and is located in the western portion of the Eastern Dublin Annexation Area. The first phase of Dublin Ranch contains a mixture of single family and medium-density housing, a neighborhood park, a private recreation facility and natural open space. The five (5) acre neighborhood park that is' within the project area will be developed at the major intersection of the collector streets to serve as the visual and social focal point of the community (see Attachment 1). The park is bounded on one side by "a future elementary school, on two sides by collector streets, and on one side by a residential street. At the September 15, 1998 meeting of the Dublin City Council, Shea Homes, the master developer for Dublin Ranch Phase I, was granted approval to proceed with the schematic design of the neighborhood park. Two alternative concepts have been developed, one a Stand Alone Park (Attachment 2) and the other a Joint Use Park (Attachment 3). The park has been designed in accordance with the Neighborhood Park Standards in the City Park and Recreation Master Plan. Recreational amenities common to both alternatives include two (2) play areas, one for 2 - 5 year olds and one for 5 - 12 year olds, a full basketball court, sand volleyball, shade structure with picnic tables for group activities, and a ~---------------------_._--------------------_._-----------------------------_...----------------------------- COPIES TO: Shea HomesINUVISIDSRSDIDUSD Parks & Community Services Commission F\capIj cts\dubmchpk\cc46design. doc ITEM NO. r.L restroom/storage building. Casual seating and picnic areas are distributed throughout the park. The perimeter path will be illuminated with pole mounted light fixtures for security. The Stand Alone Park will have one (1) ballfield, with backstop and skinned infield, and one (1) soccer, field overlay. The Joint Use Park will have one (1) ballfield, with backstop and skinned infield, one (1) ballfield without backstop, and two (2) soccer field overlays. Development of the Joint Use Park will be contingent upon reaching agreement with the Dublin Unified School District on the concept of joint use. Staff has met with the District and they have expressed an interest in exploring the concept of joint use. However, the District does not intend to construct the adjacent elementary school for several years so issues related to timing of the project and funding of the jmprovements still need to be resolved.. If the Council is interested in pursuing the Joint Use Park., Staff will initiate additional meetings with the District in order to seek their concurrence with the joint use concept. One additional issue regarding the park design is the desire of the Dublin San Ramon Services District to locate a recycled water pump station in the park. Locating the pump station within the park is key to the District and will allow for timely deliveries of recycled water for landscape irrigation to the park as well as other significant landscape irrigation demands in Eastern Dublin, including Emerald Glen Park. The pump station could be designed to include the restrooms and storage building for the park. To illustrate the potential impact to the park, the schematic design for the Stand Alone Park shows a 650 sJ. restroom/storage building and the Joint Use Park shows a 1,650 s.f. pump station/restroom/storage building. As shown, the increased square footage associated with the pump station/restroom/storage building pushes the play area closer to the front of the park. However, the park design includes a two rail fence along the park frontage which provides a physical separation between the street and the park. With . proper design, the inclusion of a pump station in the park should not compromise the usability of the park. Attachment 4 is correspondence from Robert D. Beebe, General Manager of the Dublin San Ramon Services District. The District has proposed that in exchange for locating the pump station at the park and the related easement rights the District would need, the District would construct the restroom/storage building in the park. He states further that the District will work with City staff to coordinate the City's needs for the restroom/storage building and will also work with the Developer to coordinate the construction sequencing for the park and pump station. If the Council is in favor of locating the pump station in the park, Staff will work out the det~ils of the proposed offer. The Parks and Community Services Commission is in favor of the Joint Use Park but would recommend that the bridge crossing on North Dublin Ranch Drive be moved south towards the infield of the proposed ballfield. They are also not adverse to having the pump station within the park. Staff recommends that the City Council receive the presentation from Staff and the consultant and provide direction on the preferred schematic design alternative. Additionally, Staff recommends that the City Council determine whether the pump station should be located in the park and, if so, direct Staff to negotiate an agreement with the District for Council consideration at a future meeting. It should be noted that construction of the park by Shea Homes is being addressed in the Development Agreement for the Dublin Ranch Phase I Project. City Park Development Standards, which govern ~he construction of parks by developers, are nearing completion and are tentatively scheduled to come before ., the City Council in May. Box 2340 Dublin, CA 94568 SUBJECT:') Recycled Water Pump Station R20A Siting within Dublin Ranch Phase I Neighborhood Park ~~( i'C i 1 ~ Dear Mr. AmQ~ose: We appreciate the assistance of the City's Parks and Community Services Director, Diane Lowart, and other staff members who have worked with District staff diligently in obtaining approval from the City Park Commission for siting Recycled Water Pump Station R20A in the new Dublin Ranch Phase I Neighborhood Park. We understand that the siting of the pump station at the park will be brought to Council for approval at the April 6, 1999 City Council meeting. In exchange for locating the pump station at the park and the related easement rights the District would need, the 'Vater Resource Committee of the Dublin San Ramon Services District offers to construct the City's proposed restroom and storage facilities, which will be adjacent to our pump station. District staff will work with City staff in coordinating details for the City's needs for the restrooms and storage space in the District's pump station plans. We would also work closely with City staff and the Developer in coordinating the construction sequencing and schedule for the park and pump station. Additional details for these projects will be further discussed in an agreement we would have with the City.
