At the City Council meeting of March 18, 1999, the City Council directed staff to prepare an excerpt from
the Camp Parks Master Plan regarding the proposed land use plan for Camp Parks. The following is
taken directly from the Parks Reserve Forces Training Area (Parks RFT A) - Master Plan Summary
Report.
Land Use Plan
Parks RFT A is consolidating existing land use patterns, developing the academic campus, reducing on-
post land use conflicts and developing improved land use buffers.
The proposed land use plan concept is to create a world-class center for academic excellence. This
campus area will encompass the central core of Parks RFT A and will promote the installation as a center
of learning excellence well into the 2151 century. The campus and associated uses will be planned as a
unified amenity to promote maximum design and planning excellence.
The land use plan focuses on redevelopment of the cantonment area through new development and
promotion of land use compatibility with adjacent local community land uses.

the Armed Forces and Federal and local agencies in nOI-them Cliiforniil.
This summary document highlights the Pal-ks RFT ^ f"lJster Plan ami
implementation program for revi tal izing the installa I ion infrJsll-ucture,
accelerating facility replacements and establishing the Army Communilies of
Excellence (ACOE) Program.
The Parks RFT A strategic location in northern California mJkes it the most
accessible and economical training resource for over 247 reser/e units and
10,000 reselvisLs. The installation cont<lins a solid b<lse of newly cnnstnlCtecl
high-tech training facilities. Aclditioml "green-gl-ass" building siles JIC JVJiLlblc
for further replacement and revitalization of campus fJcilities Jncl open-ail-
training areas. The showcase fJroject is a new main entrance point v/ith
reception center and police station. The main arterial boulevard directs visitors

Parks RFTA plays a major role in keeping Bay Area reselve units highly Ir'ained
and ready to deploy wor'ldwide. Ther'e are over 2'17 units that use this
valuable training resource, Parks RFTA is the only facility of its kind within the
Bay Area and supfJorts (If!flrw.;ir1liltely 10,000 reselvisls.
INSTALLATION
The Parks RFT A reservation covers over' 2,900 acres, 635 cl which (Ire used
for administration, academic campus, SUflPOli and logistics ar-eilS. The r'emdining
2,265-acre range complex is used for' small unit and individual ~elclr'earliness

MISSION. .
Parks RFT A provides training space and fadli ties for the Armed Forces, Federal
and local agencies in the Northern California area. The primary mission is to
provide administrative, training, and logistical support facilities for the combined
total force.

LONG-RANGE COMPONENT '
Parks RFT A in conjunction with rorl McCoy. Wisconsin and the SacrJ! nento
District Army Corps of Engineers, developed a Long-Range Component (LRC)
to guide the developmeht of the installation into the 21 st century. Future
initiatives for combined training at Parks RFT A outline the core goals to help
achieve installation excellence:
· Revitalize and expand academic training, range capabilities and instruclional
facilities.
· Develop an academic campus environment.
· Promote a consolidated land use pattern and reduce incompatible uses.
· Improve facilities/utilities through privatization and capital facilities inveslments.
· Promote design excellence by using design themes and guidelines.
· Maintain environmental leadership. .
· Enhance "Good Neighbor" partnerships and foster information exchange.
The Long-Range Component (LRC) guides the future development framework
and incorporates:
· Land use planning to ensure compatible, balanced development.
· Environmental baseline inventory, constr-aints analysis and identi~CJllon of
future opportunity sites.
· Utilities capacity investigation and infrastructure revitalization to support
operations and new missions.
· Transportation plan to support efficient and safe circulation, and coordinate
improvements with transpoliation investments adjacent to the installdLion,
· Capacity analysis to assess current and future capabilities to sustain future
population and functions.
· A long-range analysis to present summary conclusions for (uture
redevelopment.

allowances and requirements, and organizational profiles (pel-sonnel and
equipment).
· Determination of filcility deficiencies to support capital improverl1ents
program actions.
· Systematic evaluation and presentation or long-range requirements b/ unit,
Facility Category Group (FCG) <1nd installalion SUl11malY levels.
The TAB produces a comprehensive I'equiremenls analysis, forming a b,['.e!ine
for facility pmgramming in support or the inslilllation's future ropuli1tiorl and
facilities shortfalls.

" The Installation Design Guide (lOG) provides essential guidance for sllort and
long range development plans. The IDG provides guidelines fOt" future design,
site planning and landscape improvements. These guidelines direcLly affect
the quality of the environment where people tt"ain, work, live and pia!" The
. development and maintenance of a functional and pleasing environment will
. ,have a positive impact on the pe rformance and pride of pe rsonnel assigned to

The primary goal of the Parks RFTA IDG is to establish the overall design
- theme of the installation. Within the installation there are distinct ZOnes or
visual districts which retain their own unique character. These zones 11 lUSt be
' balanced with the overall visual theme of a contemporalY training campus.
The instaJlation visual theme will promote an impressive and itlviting
environment for visitors, students, and assigned occupants.
Model buildings (such as the BPC, and RTS Intel) demonstrate good design
standards for mass, form, scale, materials, color and site landscape elerllents.

The original uLility distribution systems at Parks RFTA are starting to fail dur~ to
age and capacity shortfalls. Frequent and expensive maintenance and rqJair
activities are required to keep minimum operations on-line.
The utilities assessment proposes to develop new distribution loops ,1Ild
underground utility corridors (utilidol's) for critical utility systems, such as wdler,
electrical, sewer, telecommunications and drainage. Three key proposaL al'e
necessary to realize utility improvements and cost savings:
· Phased total replacement of all major systems.
· Immediate improvements will be realized through privatization initialives
for water and sewel' systems in partnership with the Dublin San Ralllon
Setvice District (DSRSD). This partnership will replace wet ulility systems,
increasing reliability and reducing high maintenance costs.
· Storm drainage, natural gas, elecll'ical, area lighting and telecommunicallons
systems are proposed to be upgraded and replaced in conjunction 'uilh
priority capital improvement projects in the short- and long-range progr;lIns.
The improved utility systems will take advantage or regional progl'ams, \uch
as reclaimed water capacity provided by DSRSD.
Upon completion, the utility systems will be capable of supporting the
ins lallation's mission efficiently into the next century and are financially sc,und
investments for the future,
