DESCRIPTION: At the January 5th meeting, the City Council heard an oral presentation from Shaun Fontaine, a prospective Eagle Scout, who presented a proposal to the City for a memorial honoring Dublin Police Officer John Paul Monego who was killed in the line of duty on December 12, 1998. Shaun Fontaine said there would be no cost to the City and funds forthe project would be derived from donations. The City Council fonned an adhoc committee comprised of Councilmembers Beth Howard and Claudia McConnick, and City Staff, to work with Shaun Fontaine to design a memorial and to identify a location for its placement. A location for the memorial has been identified and it has been deemed an ideal location by virtue of its proximity to the entrance to City offices which will allow visual access to all visitors entering the Civic Center complex. This area is situated adjacent to the curb along Civic Plaza in front of the building and is approximately 12'x16' in size which is adequate for the memorial and plantings. The plantings will consist of approximately 20 Day Lilly's, 10 Fortnight Lilly's and White Evening Prim Rose as ground cover. The soil will be covered with shredded redwood. The memorial will be 2'4"x1'4"xl0", sloping from top to bottom, and composed of granite with a 2'xl' bronze plaque affixed to it. Additionally, there will be a granite base that will measure 2'8"xl '2"x5" which the memorial will rest upon. The bronze plaque will bear replicas of the Alameda County Sheriff's Office badge and City of Dublin logo in addition to the appropriate verbiage. The dimensions for the memorial vary slightly from the attached project description; these modifications were necessitated due to the unavailability of granite to match the original measurements without excessive costs. PROJECT DESCRIPTION Describe the project you plan to do For my Eagle Project I plan to construct a memorial to honor Deputy John Monego. Deputy Monego was killed in the line of duty on December 12, 1998. This memorial would consist of a stone marker with a memorial plaque surrounded by a small garden. I have developed the garden landscaping plan in conjunction with the City Maintenance Superintendent. Modification to the sprinklers and lighting will not be needed. I have been refelTed to a city sub committee, to carry out this project. I will solicit donations of materials from local businesses and other organizations. I am . planning to rely on Boy Scouts from my troop for labor to complete my Eagle Project. . 1 ATTACHMENT 1 . cP. c5 / :3 My project will be of benefit to the group because: My project will benefit the City and citizens of Dublin by providing a memorial to Deputy Monego. Since the proposed location is at the entrance to both City Hall and the Police Station, my project will be a way to remember and honor Deputy Monego and also serve as a reminder of the sacrifices and risks that officers may experience while protecting our community. I will first spray the area with a weed/plant killer to prevent the existing landscaping from growing up into the new landscaping and to kill any weeds present in the area. These work parties will occur in July; this gives me 2 fall-back weeks to complete my project if we have not finished by the proposed schedule. I will solicit donations during the spring and early swmner. Several people who have learned of my project have already offered their help. II qf ):3 SAFETY HAZARDS In my project, I am planning for minor safety hazards: I will be dealing with landscaping materials (shovels, rakes, hoes, etc.) therefor the safety hazards are minimal. On Day I: there will be a use of weed and plant killer; to prevent any injuries the task of spraying the weed/plant killer will only be penormed by myself under parent supervision. I will also wear protective clothing and a mask. By eliminating other scouts in this area, I will minimize risk to others. Most of the other days I will organize the boys in age, responsibility, and strength to catTy out the different aspects of my project. During the other days there might be a risk of somebody getting hit with a shovel, pick, etc~ To minimize these types of injuries I will only have a few boys inside the area at any time. These boys will be trained in knife and ax safety. I will also supply punch and snacks during the project to minimize dehydration and exhaustion (considering project will be taking place in July). One serious safety hazard is the fact there is an electrical outlet box present in the area. To prevent any injuries caused by this electrical box, I will make sure that the City has turned the power off to this box. I feel that if I have the right people doing the right things I can eliminate most of the hazards within my project.
