DESCRIPTION: At the April 6th meeting, the City Council authorized Staff to solicit
bids for downtown theme banners, which include "Discover Dublin," "Shop Dublin," and "Farmer's
Market" banners.
It was previously stated that the cost of the artwork and screens would be $990, payable to Sierra Display,
who prepared the initial artwork for these banners. Sierra Display subsequently agreed not to charge for
the designs but released ownership to the City so that other firms were able to bid. Staff posted the notice
inviting bids and mailed bid packages to 11 firms, four of which are located in Dublin.
As indicated in the Financial Statement above, a total of six bids were received. The lowest aggregate
total was in the amount of $7, 150.28 from Kelley Display. The banners are required to be delivered no
later than June 30th, as funds are budgeted in the current fiscal year. It is anticipated that the banners will
be installed after the Fourth of July, except that the Farmer's Market banners may be installed sooner in
order to coincide with the time the Market is open. Kelley Display provided some of the City's first
holiday banners over 10 years ago.
Staff recommends that the City Council adopt the resolution awarding the purchase order to Kelley
Display, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

A WARDING PURCHASE ORDER FOR
STREET BANNER ADDITIONS
TO KELLEY DISPLAY, INC.
WHEREAS, the City of Dublin did, on April 26, 1999, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Specification for Street Banner Replacements,
Capital Improvement Project No. 9495, authorized by the City Council on April 6, 1999, which
Specification is hereby expressly referred to for a description of said work and for all particulars relative to
the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that the
bid hereinafter mentioned is the lowest and best bid for doing said work.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award the purchase order for City of Dublin Capital Improvement Project #9494 to the lowest
responsible bidder therefor, to wit KeIley Display, Inc., with a bid of Seven Thousand One Hundred Fifty
Dollars and Twenty-Eight Cents ($7,150.28), the particulars of which bid are on file in the Office of the
City Engineer.
PASSED, APPROVED AND ADOPTED this 4th day of May, 1999.
