FINANCIAL STATEMENT: Sufficient funds have been budgeted in the Traffic Signal and Street
Lighting Operating Budget for purchase and installation of
replacement LED modules. This purchase is paid by Gas Tax funds.
The only responsive bid received was from Synchronex, Inc., in the
amount of $13,195. Installation of these units will be accomplished
through the City's ongoing signal maintenance contract with
Alameda County.

installed with the Dublin Boulevard Widening project in the Spring of 1996. These were installed in t, he
five downtown Dublin B'0filevard intersecti0ns from San Ramo-nR6'ad thr6Ugh Village Parkw~,ay. The
original LED modules were an older technology thanthe ones Specifi'ed Wh'eii-the?-~ii-'of the City's signals
were converted, and their luminance has degraded to the point ih-ai ~they need to be replaced. These
original modules carried only a two-year warranty, versus the five-year warranty that is specified for the
replacement modules. Also, LED version of the orange "Don't Walk" hand for the pedestrian signals was
not available in ~996 and is proposed to be installed at this time.
The original LED's were obtained through a grant-funded project, and the energy savings has been in the
range of 40 to 45%. The cost of LED modules has decreased since that time, and with the addition of the
orange "hand," the energy savings is expected to increase to more than 50%. The payback period for
these new modules is estimated to be in the range of two years or less.
Staff solicited price quotations from four potential suppliers, as well as posting a Notice to Bidders in the
City's three public posting locations. One responsive bid was received, from S};nchronex, Inc., in the
amount of $13,195.57. An additional bid was received from Intersection Development Corporation
which was non-responsive in that no product literature was included in the package; however, IDC's bid
was also higher than Synchronex's. Staffrecommends that the City Council award the purchase order to
Synchronex.
