FIN~C~ STATEMENT: Th~.~cgs_t.;t0 g~quire the rights-of-way and build the roadways for the
Traffic ImPact Fee (TIF) and access will be borne by MSSH Dublin Development (Shea Homes) and the
Dublin Ranch Asse. ssmeg~ ~.i~.~ct, currently in the process of formation. The fr0nta~e owners along these
streets will be responsible to dedicate and improve 20 feet of pavement along the street frontage for curb
sidewalk and landscaping.
MSSH DublinDevelopment (Shea Homes) and the Assessment District ~xLe~!0per (the Lins) will each
receive a credit against payment of future Eastern Dublin Traffic Impact Fees (TIF) in amounts equal to
funds advanced for the acquisition of rights-of-way and improvements for the TIF areas.... ,Use of thes_e
credits has been defined in th.~ respective Development Agreements for the Dublin Ranch projects and will
be used according to the established TIF policy at the time of development.

DESCRIPTION: One of the goals of the Eastern Dublin Specific Plan is to establish a~
vehicle circulation system which provides sufficient capacity for projected traffic and alloWs C°nvenient~
access to .land uses. It states that the arterial streets in Eastern Dublin are to be designed to carry very high
traffic volumes with a minimum of interference'from connecting traffic. Shown in the adopted Eastern
Dublin Specific Plan land use map (Subattachment 5 of Attachment 3: Pl~ng Commission Agenda
Statement) are all arterial or. Transit Spine streets including Dublin Boulevard, Tassajara Road, Gleason
Drive and Central Parkway (Shown as Transit Spine). The Eastern Dublin Specific Plan states arterial
streets are to be four, six and eight lanes wide to carry the community and sub-regional traffic through the
specific plan area. Traffic reports of specific projects such as Dublin Ranch Phase I, Tassajara Meadows I
and II, Koll Center, Emerald Glen and Toll Brothers require Ta~sajara Road be widened from two lanes to
four, six and eight lanes in from I:5802 With the proposed Development ofDublin ~ch Areas A-E and
Areas F, G 'and H (currently under staff review), their respective traffic reports require widening of
Tassajara Road and the extension of all east/west arterial streets such as Dublin B6ulevard, Gleason DiSV~
and Central Parkway from Tassajara ROad to easterly borders of the Dublin Ranch developed area.
Recently, the ultimate right of way alignments of each of these east/west arterial streets was mapped and
provisions were ~made for the establishment of specific precise right of way lines to be adopted bY the City~'
through property owned by the Dublin Land Company[ The acquisition of these portions of right of ways
and construction of the roadways is necessary to connect the proposed development of the DUblin Ranch
project areas F, G and H with Tassajara Road in accordance with the Ea~t~i-n' Diiblin Specific Plan and
Dublin General Plan.
Staffhas been working with the Lins, MSSH/Shea Development (]Dublin Ranch Phase I), and their ._.r~.:
engineering consukant, MacKay & Somps, to determine the best alignment 'for these roadway segments.
These needed right of ways will proVide a street connection for the Eastern Dublifi Areas F, G & H '
(Jennifer Lin property) projects to existing roadways and the freeway and will include all of the needed
necessary through-lanes and turn-lanes for the proposed level of development as defined by the respective
traffic reports for these specific projects. The general 'alignment of thcse roadways is shown in the Dublin
General Plan (see Attachment 5 of Attachment 3: Planning Commission Agenda statement) and the
Eastern Dublin Specific Plan (see Attachment 6 of Attachment 3: Planning Commission Agenda
Statement). The right of way lines need to be established for these portions of roadways so that negotiation
for the purchase and dedication of property from existing landowners can go forward and allow proposed
developments to meet their tra~c impact mitigation-requirements.
The proposed-alignment of Tassajara: Road is basically a straight line running north-south from north of
Interstate 580 to the City Limit line located on the northerly boundary of DublinRanch Phase I
(Neighborhood M-l). A large-radius curve has been included in the alignment at the northerly end of the
road at the City limit line in order to pull the roadway away from an existing building located next to the
road just north of the City limit line. The existing TaSsajara~'K6ad fight of way varies from i0i feet' wide
from 1-580 to 66 'feet wide along the existing road centerline north of DUblin Blvd. to the.City limit line.
The area, which makes up the proposed Tassajara Road ri~,tit' 6f~/y lines presently, C6htains both the
existing Tassajara ROad (two lanes) and existing right of way, and vacant land owned by The Dublin Land
Company (DiManto). Other property owners have already made fight of WaY dedications on the westerly
side of Tassajara Road from 1-580 to within 250 feet 0fihe interSe~fi0n'0f'S6uthDublin RahCh'DriVe.
remaining easterly fight of way still needs to be acquired by the City~0fDublin. The proPosed fight of way
for Tassajara Road Varies from 128' to 187' wide. 'The proposed roadway has four lanes in each direction

from Interstate 580 t° central Parkway, and three lanes in each direction frOm Centr~ P'~r~ay t°the
northerly City limits. Additional lef~-tum and. right-mm lanes are also proposed at intersections needed.
The right of way in front of the Dublin Ranch Neighborhoods M3, M2 and M1 that extend to the northerly
boundary of Dublin Ranch Phase I have been dedicated with the_~pproval of the first final map of the
Dublin Ranch Development.
Dublin Boulevard, Gleason Drive, and Central Parkway right of ways do not currently exist east of
Tassajara Road. These proposed right of ways for Gleason Drive (104' to 125' wide), Central Parkway
(104' to 125' wide) and Dublin Boulevard (140' to 161' wide) are ali currently vacant land owned by
Dublin Land Company (DiManto) and all need to be acquired by the City of Dublin. The proposed right of
way lines generally include the intersection transitions of each road at Tassajara Road with the associated
lei'c-mm and right-mm lanes.
This item was first introduced to the Planning Commission at its meeting on June 8, 1999. At that meeting
the Planning Commission voted to initiate the process to establish right of way lines for portions of
Tassajara Road, Gleason Drive, Central Parkway and Dublin Boulevard (Planning Commission Resolution
No. 99-21). After review and discussion, the Planning Commission also voted to recommend to the. City
Council that they certify the Negative Declaration and approve the establishment of said right of way lines.
This item was first introduced to the City Council at its meeting on July 20, 1999, where the Resolution of
Intention was adopted setting the public hearings for the August 3ra and the August 17th meetings. Due to
problems with notification for the August 3ra meeting, the original Resolution of Intention was repealed
and replaced with Resolution No. 154-99 which was adopted by the City Council at its August 3rd meeting
and set the public hearings for this item for this meeting and for the September 7t~ meeting.
Public testimony concerning the establishment of right of way lines was allowed at the August 3ra meeting
but no one spoke.
Staff recommends that the City Council conduct a public hearing, deliberate andtake the foI!~wing action:
(1) Review the Environmental Initial Study and adopt the resolution which certifies the Negative
Declaration, and (2) introduce the ordinance for the establishment ofrjght of way lines for said portions of
Tassajara_ROad, Dublin Boulevard, Gleason Drive and Central Parkway.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
CERTIFYING A NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE
CONCERNING THE ESTABLISHMENT OF RIGHT OF WAY LINES
FOR A PORTION OF TASSAJARA ROAD (FROM NORTH OF INTERSTATE 580 TO THE
NORTHERLY BOUNDARY OF DUBLIN RANCH TRACT 6962-NEIGI-IBORHOOD M1),
AND FOR PORTIONS OF DUBLIN BOULEVARD, GLEASON DRIVE AND CENTRAL
PARKWAY (FROM TASSAJARA ROAD TO THE WESTERLY BOUNDARY OF DUBLIN
RANCH AREAS F, G & H)
WHEREAS, the California Environmental Quality Act (CEQA), as amended together with the
state's administrative guidelines for implementation of the California Environmental Quality Act,
requires that certain projects be reviewed for environmental impacts and that environmental documents be
prepared; and
WHEREAS, pursuant to Public Resources Code Section 21000 et seq. a Negative declaration of
Environmental Significance has been prepared by the Dublin Department of Public Works; and
WHEREAS, the City of Dublin Planning Commission determined that the (establishment of right
of way lines for portions of Tassajara Road, Dublin Boulevard, Gleason Drive and Central Drive) will not
result in the potential creation of any significant environmental impacts identified in the Initial Study of
Environmental Significance.
NOW, THEREFORE, BE IT REsoLVED that the City Council finds that the Negative
Declaration of Environmental Significance has been prepared and processed in accordance with State and
Local Environmental Law and Guideline Regulations, and that it is adequate and complete and that the
City Council Hereby certifies the Negative Declaration.

RANCH TRACT 6962—NEIGHBORHOOD M-1)AND FOR PORTIONS OF DUBLIN
BOULEVARD, GLEASON DRIVE,AND CENTRAL PARKWAY (FROM TASSAJARA
ROAD TO THE WESTERLY BOUNDARY OF DUBLIN RANCH AREAS F, G, AND H)
The City Council of the City of Dublin does ordain as follows:
WHEREAS, the City Council adopted a Resolution calling for a public hearing to consider
future right of way lines for a portion of Tassajara Road from north of Interstate 580 to the northerly
boundary of Dublin Ranch Tract 6962—Neighborhood M-1 — and for portions of Dublin Boulevard,
Gleason Drive, and Central Parkway from Tassajara Road to the westerly boundary of Dublin Ranch
Areas F, G, and H(Resolution No. 154-99) and set a public hearing for August 17, 1999, at 7:00 p.m.
to hear objections to the establishment of said right of way; and
WHEREAS, notice of said public hearing was duly given; and
WHEREAS, no protests were made either in writing or orally to the establishment of said right -
of way lines.
NOW, THEREFORE, the City Council finds and ordains that:
Section 1: Right of way lines are hereby established for a portion of Tassajara Road from
north of Interstate 580 to the northerly boundary of Dublin Ranch Tract 6962—Neighborhood M-2—
and for portions of Dublin Boulevard, Gleason Drive, and Central Parkway from Tassajara Road to the
westerly boundary of Dublin Ranch Areas F, G, and H, within the City of Dublin, County of Alameda,
State of California, as described in Exhibit A and all as more particularly described in Exhibit A and
shown in Exhibit B on that certain set of plans entitled, "Precise Plan Line; Tassajara Road, Gleason
and Central, and Dublin Boulevard" prepared by MacKay and Somps and consisting of six (6) sheets,
and filed in the office of the Director of Public Works, which plans are hereby adopted as a precise
plan of said right of way lines.
Section 2: The effect of said right of way lines shall be governed by provisions of Dublin
Ordinance No. 44-87.
Section 3: This ordinance shall become effective 30 days after its final passage and adoption
by the City Council. 'The City Clerk of the City of Dublin shall cause this ordinance to be posted in at

1) Tassajara Road between Interstate 580 northerly to the Dublin City Limit:
Plan lines are to be symmetrical about and parallel to the existing centerline except as
noted herein. Beginning at Interstate 580 northerly to the north side of Northside Drive:
91 ft. easterly of the centerline and 83 fi. westedy of the centerline.
Then northerly to the southerly side of Dublin Boulevard; 104 ft. easterly of the centeriine
and 83 ft. westerly of the centerline.
Then northerly along the east side of Tassajara Road tapering to a point which is 381.76

DESCRIPTION:
One oft_he goMs of the Eastern Dublin Specific Plan is to establish a vehicle circulation system which provides
su~cient capaci~ for projected traffic and allows convenient access to land ,uses. It states that the arterial
s~'ee~ in East Dublin are to be designed to carry very high traffic Volumes with a minimum of interference from
r. omne:ting tragic. Shown on the land use map (Attachment 5) are al1 arterial streets including Dublin
.Boulevard, as well as Tassajara Road,. Gleason Road and Central ?arkm'ay (shown as Transit Spine)
(Anac~hrnem 7). E-ne Eastern Dublin Specific Plan states arter/al streets are to be four, six and eight lanes wide
ro cm~-rF.' the com~-nurfi'O' and sub-regional traffic through the specific plan area Traffic reports of specific
?fcic:rs such as Dublin Ranch Phase I, Tassajara Meadows I and ti, KoI1 Center, Emerald Glen and Too/
Brothers require TaSsaiara Road be widened from two lanes to four, six and eight lanes in various locations.
With the proposed Development of Dublin Ranch Areas A-E and Area F, G and H (currently under staff
review), their respective traffic reports require w~&.mn, of Tassajara Road and the ex-tension o£DubLin '~'
Boulevard, Gteason Road and Central Parkw¥'ay from Tassajara Road to Fallon Road. Recently the uhimate
road fight o£way aiigra'nents o£each o£these arterial streets were mapped,, and provisions were made for the
study o£sCecific precise right o£way lines to be adopted by the City.
i--ne Cie' o£Dubiin Municipal Code (Sections 7.6830 m 7.68.100) outline the required process £or adopting
specific right o£way plan lines. Listed below are the necessary steps that must be taken to adopt specific right
of way precise piton lines: ,

tn Ti~s case, staff re:.ommends that the I~rocess be initiated by Resolution of the Planning Cormmission
(Anach_ment 1 ). 'Fne DeCanment of Pubtic Works, under the direction of the City En_m~.~r/D~r,.ctor of Public
Works, has studied rlne proposed right of way lines using the Eastern DubLin Specific Plan, City Standards, an
Environmental tn~rial Study (Attachment' 4_), trm=fic studies and have reviewed plans prepared by MacKay &
Scraps to assure con~%rmance with the City and CEQA requiremenm. The City's Municipal Code ~er directs
the following: ;
7.68.50 ~--ne Planning Commission shall hold at lkast one public hearLng regarding the proposed right of
way lines. E'ne hearing shall 'be noticed at least five days in advance of the hearing date by
~ub!ication and posting the riofice along the Manned right of way. '~
This meeun~_ has been noticed to the public ~ required, and staff is now pr~.s~ntm= th,. results o~ un~. studies to
the P1 ,~.ing Com,_mission and public for revi ew and input so that the Planning Commission can make a
further directs the remaining process be the following:
f"~ 7.68.60 Upon receipt of a report from the Planning Commission, the City Council shall adopt a
Resolution of Intention which designates the right of way lines to be established.
7.68.70 The Resolution of Intention is to be published or posted at least 10 days prior to the date
established for hearing objections to the proposal.
7.68.80 The time for hearing objections to the proposal shall be not less than fourteen (14) days or more
than thirty-five (35) days from the date of adoption of the Resolution of Intention.
7.68.90 Amy person having interest in any land upon which the right of way lines are proposed to be
established may file a wu-itten objection at any time not later than the time set for heating
objections.
7.68.100 At the time set for hearing, the City Council shall proceed to hear and pass on all protests or
objections to establishment of the right of way lines. The City Council's decision is final and
conclusive. Following the heating of protests, the City Council may abandon the proceeding or
deny the protests and adopt an ordinance establishing the right of way lines.
At this time. staff is proposing that the City initiate the establishment of precise right of way plan lines for the
widening of Tassajara Road from 1-580 to the northerly City limit line (Northerly boundary of Dublin Ranch),
and the extension of Dublin Boulevard, Gteason Road and Central Parkway (formally transit spine) from
/assajara Road to the boundary of Areas F, G & H of the Jennifer Lin/Dublin Ranch Development
(aPproximatelY 850 feet east of Tassajara Road). ~er the precise rif~t of tines have been adopted by the City
Council, the City. wiI1 acquire the additional needed right of way from the undeveloped landowners in order to
construct the fn-st phase of street improvements and public utilities needed to serve the Eastern Dublin
developed areas.
BACKGROIo_,~-D:
Over the past several years, various PortiOns of Tassajara Road, 'Dublin Boulevard and Central Parkway have
been required to be dedicated and improved. The Dublin Ranch Phase I Developments with the cooperation of
neighboring Tassajara Meadows I (Casterson) and II developments are conditioned to widen and improve
Tassajara Road from Dublin Boulevard to northerly limit of their project. Dublin Ranch Phase I is required to
dedicate, on their respective final maps, all the required right of way along the frontage of their project along
Tassajara Road to the configuration shown in the right of way precise plan lines attached hereto as (Attachment
8--). Likewise Koll Center Development was conditioned to widen, dedicate and improve Tassajara Road along
their respective project frontage to the aligznuents shown on these right of way precise plan lines also. Alameda
County Surplus Authority was conditioned on Tentative Map 7355, to dedicate a large portion of right of way
along the west side of Tassajara Road from Dublin Boulevard to Gleason Road in accordance to these right of
way precise plan lines. The only remaining pieces of Tassajara Road right of way that have not been required to
be dedicated and improved are approximately 3,600 Iinear feet of the easterly section of right way located on
the Dublin Land Company propert3,' CDiManto property frontage), approxamat,.ty .~,030 Iinear fee of westerly
half section of right of way located on the Yarra-Yarra prOperty and appro 'ximately 500 linear feet of the
~'¥esterly half section of right located On Federal property at the north west corner of Tassajara Road and Dublin
Boulevard. 'Fne Yarra-Yarra property and Federal property right of way will be granted with the approvals of
proposed development projects on their respective parcels. The Ci~ is expecting to condemn the needed east
/::
side of Tassajara Road across the Dublin Land Company (DiManto property) since there has not recently been
development project submitted for City approval requiring the needed dedications and improvements.
The needed right of way improvements will provide a connection for the projects to existing roadways and f
freeway and will include ail of the needed necessary through-lanes and mm-lanes for the proposed level of ~
development as defined by the respective traffic reports for the specific projects. Staff has been working with
the Lins, MSSH / Shea Development (Dublin Ranch Phase I), and their engineering consultant, MacKaY &
Somps, to determine the best alignment for these roadway segments. The genera/alignment of these roadways
is shown in the Dublin General Plan (see Attachment 5) and the Eastern Dublin Specific Plan (see Attachment
_6). The right of way lines need to be further established for these portions of roadways that are being proposed
by the Jennifer Lin (Dublin Ranch Assessment District developer) and MSSH/Shea Development so that the
Assessment District improvements can be designed, with full connections from the Dublin Ranch Areas F, G &
H project sites to existing roadways and so that the Dublin Ranch Phase I projects are connected to existing
ro.adways as conditioned with their approvals.
'Fne area,, which makes up me gmpose~ Tassajara Road right of way, varies from 66 feet to 101 feet wide.
Dublin Boulevard, Gleason Drive and Central Parkway right of ways do not currently exist. The alignment of
Tassajara Road is basically a straight line running north-South from north of Interstate 580 at the Tassajara Road
interchange to the City limit line located on the northerly boundary of Dublin Ranch Phase I (Neighborhood M-
I). The right of way width will vary from 128 feet at the northern end of the road to 187 feet wide at the
southern end (Attachment 9). From the Freeway interchange, the roadway will need to be 8 through lanes and a
large median to accommodate double and triple left mm lanes to Central Parkway. From Central Parkwav the
road will accommodate 6 lanes of through traffic and one left mm lane in the median, to the northerly boundary
of Dublin Ranch Phase I. A large-radius curve has been included in the aliment at the northerly end of the
road in order to pull the road away'from an existing large building located next to the road 300 north of the
boundary of Dublin Ranch Phase I (M'I Neighborhood).
The alignments of Dublin Boulevard, Gleason Drive and Central Parkway are also all basically su-aight lines
running east-west between Tassajara Road and the westerly boundary of Dublin Ranch A.re~ F, G & H. The
roadways are located perpendicular to Tassajara Road. On the northerly and southerly sides of each of the
streets, is Dublin Land Company (DiManto property). The Dublin Boulevard right of way will vary from 140
feet to 161 feet wide and will accommodate 6 lanes of through traffic. The Gleason Drive ri_oht of way will vary
from 104 feet to 125 feet wide and will accommodate 4 throuah lanes oftmffic..The Centr~Parkwav riaht of
way will vary from 104 feet to 130 feet wide and will accommodate 4 through lanes of traffic. Artac'hrn;nt 8
delineates the actual lane requirements and Attachment 9 are the detailed specific right of way plan alignment
which are the focus of ti'tis review and approval._
ENVIRONMENTAL ANALYSIS:
Pursuant to the California Environmental Quality Act (CEQA), State CEQA Guidelines and the City of Dublin
Environmental Guidelines, a Negative Declaration and Environmental Initial Study (see Attachment 3 & 4)
were prepared for the proposed project so that it could be evaluated to determine any significant environmental
impacts. The study concludes that there could not be any si_m-fificant effects on the environment as the
necessary roadway improvements were considered as part of the EIR for the Eastern Dublin Specific Plan and a
Negative Declaration was therefore, prepared (see Attachment 3). These documents are required to be approved
and certified by -due City Council. They are first reviewed by thePtanning Commission and then forwarded to
the City Council with recommendations. ,~,~
GENERAL PLAN CONFORMITY:
Government Code Section 65402(a) states, in part, that ifa General Plan has been adopted, no real property.
Shall be acquired by dedication for street purposes until the location, purpose and extent of such acquisition has
been reported upon by the planning agency (Planning Conmaission) as to conformity with the General Plan.
The proposed project is the establishment of right of way lines along a route provided and established within the
Dublin General Plan and the Eastern Dublin Specific Plan. The right of ways are located within lands described
by the Dublin General Plan. The land along the right of ways will be developed for roadway purposes in
accordance with the requirements and purposes of the Dublin General Plan and the Eastern Dublin Specific
Plan. The proposed right of ways are within the physical scope of the Dublin General Plan and Eastern Dublin
Specific Plan and, therefore, the extent will be encompassed by, and consistent with, the General Plan and the
Eastern Dublin Specific Plan. As such, it is found that the establishment of the fight of ways is consistent with
regard to location, purpose and extent with the Dublin General Plan and the Eastern Dublin Specific Plan.
STAFF RECOMMENDATIONS:
Staffrecommends that the Planning Commission adopt the attached resolution initiating the process for the
establishment of right of way lines for said portions of Tassajara Road,. Dublin Boulevard, Gleason Drive and
Central Parkway (Attachment 1) and adopt the attached resolution recommending City Council approval of
finding the location, purpose and extent of the establishment of right of way lines in conformity with the Dublin
General Plan and Eastern Dublin Specific Plan (Attachment 2): and adopt the Negative Declaration (Attachment
3_)) for said portions of streets, and adopt the recommended Right of Way Lines for said portions of streets
(Attachment 9).

~?I-IER.EAS, the Planning Commission pursuant to the Dublin Municipal Code (Sections 7.68.30
to 7.68.100) has initiated the process for the establishment of right of way lines for a portion of Tassajara
Road from norda of Interstate 580 to the northerly boundary of Dublin Ranch Tract 6962-Neighborhood
MI, and for portions of Dublin Boulevard, Gleason Drive and Central Dfive (from Tassajara Road to the
westerly boundary of Dublin Ranch A.reas F, G & H) on June 8, 1999 and;
WHEREAS, said right of ways will pass through lands designated General Commercial, High
'Density. Residential, Medium-High Density Residential, Medium Density Residential and Public/Semi-
Public Facitiry (High School) on the Dublin General Plan and Eastern Dublin SPecific Plan; and
WHEREAS, Government Code Section 65402(a) states, in part, that ifa genera/plan has been
adopted, no real property, shall be acquired by dedication for street purposes until the location, purpose
and extent of such acquisition has been reported upon by the planning agency (Planning Commission) as
to conformity with the adopted general plan; and :
WHEREAS, the City of Dublin has adopted a General Plan and such Plan is applicable to the
properties through which the proposed fight of ways pass; and
WHEREAS, the properties th.rough which the proposed fight of ways pass is located within an
area encompassed by the lands desig~nated General Comrne~;c/al, High Density Residential, Medium-High
Density Residential, Medium Density Residential and Public/Semi-Public Facility (High SchooI) on the
Dublin General Plan and Eastern Dublin Specific Plan, and developed for circulation purposes in a
manner consistent with those designations; and
WHEREAS, the Planning Commission has reviewed and recommends that the City Council
approve and certify the Negative Declaration for fight of way lines for said portions of streets; and
NOW, THEREFORE, BE tT RESOLVED that the Dublin Planning Commission does hereby find
that:

1. The properties through which the proposed fight of ways pass is proposed to be developed
for circulation purposes are in accordance with the requirements and purposes of the General Commercial,
High Density Residential, Medium-High Density Residential, Medium Density Residential and
Pub!ic/Semi-Public Facility (High School) designations on the Eastern Dublin Specific Plan, and
therefore the establishment ora fight of way across said land is consistent with regard to purpose of the
Dublin General Plan and Eastern Dublin Specific Plan. Said proposed fight of ways are consistant with
Government Code Section 65402(a).
2. It is recommended that the City Council adopt the negative declaration and adopt fights of
way lines for said portions of streets as identified in Attachments 8 and 9.

The Eastern Dublin Specific Plan Area is surrounded primarily by open space, grazing and
agricultural lands, and developable vacant commercial property.' The Parks Reserve Forces
Training A.rea. knovm as Camp Parks, and the Federal Correctional Institute are located to the
west. Lands in the jurisdiction of Contra Costa County are located to the north and are
predominantly open space consisting of h/Ity, g-rass-covered grazing land. The area east of the

I. Aesthetics '
a, b, c - The Alameda County General '~lan Scenic ~.lement (May I966) designates Tassajara
Road as a scenic route. Plarmed and approved urban development in the Eastern Dub/in Specific
Plan a-ed w/Il significantly alter the visual experience of travelers on scenic routes in eastern
Dublin. Formerly quiet roads will be transformed into major suburban thoroughfares carrying
significant traffic loads.2 /vlkigation measures 3.8/8.0 and 3.8/8.1 identified in the Eastern
Dubtin SP/GPA FEIR would apply. The proposed project would be in conformance with the
adopted Specific Plan, therefore no new impacts are anticipated

impacts to a level of insignificance. Under buildout conditions, implementation of mitigation
measures 3.1I/2.0 through 3.11/4.0 would not reduce ozone precursor emissions (2,~Ox) to less

indicate that of the roadways included in CB No. 9640, only the northern-most portion of
Tassajara Road has existing or suitable habitat and species present. These habitat and species
include, but are not limited to, Northern Riparian forest, San Joaquin kit fox habitat, golden

Implementation of mitigation measures 3.7/1.0 throuzh 3.7/4.0 of the FE/~ would reduce

The following transportation impacts, identified in Vol. III of the FEIK (pp. 1000 - 1 O0 l), would
be applicable to the proposed project:
· Cumulative impacts on Dublin Boulevard at the Tassajara Road intersection.
Implementation of mitigation measure 3.3/13.0 would reduce the impact, but the impact
would remain significant.
· Cumulative buildout would cause level of service F operations at the intersections of
Tassajara Road with Gleason Road and Central Parkway. Implementation of mitigation
measure 3.3/14.0 would reduce the impact to a leveI of insignificance.
The FEI/~. (Vol. I, p. 165) identifies potential impacts related to safety of pedestrian and bicycle
traffic When crossing major streets such as Dublin Boulevard and Tassajara Road.
Implementafion of miti.gation measures 3.3/16.0 and 3.3/I6.1 would result in a level of
