Give Staff'input on priorities FINANCIAJL STATEMENT: None BACKGROUND: Staff has prepared a Work Program outline on priorities, timetables and significant tasks to complete 1999-2000 City Council high priority Community Development Department Work Pro.ams. A written implementation pro.am is attached and staff will explain the various pro.ams. The City Council should give input on the Pro.ams. No Council action necessary. West Dublin Extended Planning Area General Plan Amendment Purpose: Develop General Plan Policies/Objectives and Urban/Non-Urban Land Use changes for this area based on whether the Initiative passes or fails in November, 2000. Target Date: August, 1999 May, 2000 Public Input: Affected property owners, nearby City residents Use of Consultants: None - stafftime only Staff Team: Carol Cirelli, Project Manager Estimated Time: Complete work for City Council review by May, 2000 Tasks: 1. Establish Goals and Objectives for anticipated General Plan Land Use and policy changes for the Western Extended Planning Area that will correspond to the Initiative election results planned for November, 2000. 2. Communicate results to affected property owners and nearby residents (possible workshop). 3. Complete specific policy/land use alternatives. 4. Evaluate, compare and identify specific recommendations for City Council review. 5. Discuss recommendations with affected property owners and nearby residents. 6. Prepare General Plan Amendment recommendations for Planning Commission and City Council review by May, 2000. 7. Implement City Council changes based on results of Initiative election. Priority 1 WEST DUBLIN B. Open Space Study Purpose: Research and prepare Open Space policies and possible means to acquire and preserve open space in the Western Dublin Extended Planning Area. Make specific recommendations to the City Council as to programs that will accomplish this proposal. Target Date: August, 1999 - May, 2000. Public Input: Property owners, nearby residents, non-profit land trusts, East Bay Regional Park District. Use of Consultants: Hire an Open Space consultant to research and prepare Open Space acquisition and preservation and maintenance alternatives and costs. Staff Team: Carol Cirelli, Project Manager Estimated Time: Complete Open Space programs/recommendations to City Council by May, 2000 Tasks: 1. Base Information. 2. Identify Open Space Issues (land characteristics, access, relationship to nearby areas, etc.). 3. Prepare Open Space work program for consultants and obtain three quotes from Open Space consultants. 4. Hire consultant. 5. Establish Goals and Objectives for open space possibilities for the Western Extended Planning Area that will correspond to either result of the Initiative election. 6. Communicate Goals and Objectives to affected property owners. 7. Complete Usable and realistic Open Space acquisition and/or preservation program. 8. Evaluate, compare and identify specific recommendations for City Council review. 9. Discuss with affected property owners. 10. Prepare specific OPen Space and General Plan Amendment Recommendations for review by Planning Commission and City Council by May, 2000. Priority 2Downtown Programs A. Redevelopment FeasibilitY Study B. Three Specific Plan Amendments C. Downtown Physical Improvements Purpose: To complete a Downtown Redevelopment feasibility study of six sites, including three in the Downtown area (Village Parkway, West BART Station and the Montgomery Ward/Target area). Second, to start the three Downtown Specific Plan Amendments noted' above and fold in any redevelopment study findings that may. affect these three Specific Plan programs (i.e.; suitability for possible use of redevelopment programs). Third, to complete the three Specific .Plan Amendments; and last to merge specific public improvement needs from these studies into a Downtown Physical Improvement Program. Target Dates: Start Downtown Redevelopment Feasibility Study by OctOber 1, 1999. Complete blight analysis of the six areas by December 1, 1999. Identify, if any of the three Downtown Specific Plan areas meet blight criteria. Finish the complete study, including economic analysis, financial feasibility and visioning analysis for any site which meets the blight criteria except any such area which may be one of the three Specific Plan areas. Complete this portion of the Redevelopment Feasibility Study by February, 2000. Complete as a part of the Redevelopment Feasibility Study economic analysis and financial feasibility for any Specific Plan Amendment area that has met the blight definition in conjunction with the Specific Plan Programs identified below. Start Specific Plan Programs by October 1, 1999. Insert any redevelopment study findings into the Programs. Complete the three Specific Plan Amendments (Village Parkway, West Dublin BART Station area and Montgomery Ward/Target area) by August, 2000. Commence Downtown Physical Improvement Program in June, 2000 and complete by DeCember, 2000, Specific Products & Target completion: · Downtown Redevelopment Feasibility Program for any areas except Specific Plan Amendment Areas - October, 1999 - February, 2000; if implications on a specific Plan Amendment area, complete required economic financial analysis and conclusions by August, 2000 when the Specific Plan Amendment area plan is done · Specific Plan Amendment Village Parkway - October, 1999 - August, 2000 · Specific Plan Amendment - West Dublin BART Station area - October, 1999 - August, 2000 · Specific Plan Amendment - Montgomery Ward/Target area - October, 1999 - August, 2000 · Downtown Physical Improvement Program - June, 2000 - December, 2000 Public Input: 1.) Downtown Redevelopment evaluation by owners within the specific evaluation areas, if £mdings of blight are met. 2.) One citizen committee for the Village Parkway area. For the Dublin Boulevard and Montgomery Ward / Target areas, solicit input from business owners and property owners; as well as Council, Planning Commission and Public. Use of Consultants: 1.) Redevelopment Feasibility_ Study Retain redevelopment consultant to evaluate blight and economic feasibility of six target areas 2.) Specific Plan Amendment Studies Hire three consultants to work with staff on Specific Plans as follow: Economist - Determine best use of land in all three affected areas. Evaluate any West BART Station Area private proposals, if necessary, or most appropriate uses for the BART Area. Traffic Engineer - Evaluate and recommend street circulation and parking issues in West BART Station Area, Village Parkway and Montgomery Ward / Target areas: Identify new street and parking configurations in the three areas. Urban Design - Specific recommendations for West BART Area (with Or WithOut priVate Plans now being develoPed for the BART Area), building types, and most appropriate design standards for all three areas (including existing fagade improvements in the Village Parkway Area). Relate to possible downtown physical improvement implementation needs for the Physical Improvement Study. Staff Team: Eddie Peabody, Project Manager Estimated Time: All Programs completed by December, 2000: · Downtown Redevelopment Feasibility Study · Three Specific Plan Amendment Studies · Downtown Physical Improvement Program Tasks: 1. Retain Redevelopment Feasibility Consultant. 2. Commence Redevelopment Study and Specific Plan Amendment Studies 3. Gather base information for Redevelopment Study and present conditions in the three Specific Plan Areas. 4. Complete Blight Analysis for the three Specific Plan Areas. 5. Identify impacts of utilizing redevelopment as a means of implementing physical and economic change within the three Specific Plan Areas. 6. Appoint committee for Village Parkway, when required. 7. Identify Specific Plan issues (land use, traffic, economic and design _with affected parties: owners, businesses, committee) - Village Parkway 8. Prepare work programs for Specific Plan consultants and obtain three fee quote for each discipline. 9. Hire consultants. 10. Determine Goals and Objectives for each Specific Plan Area. Discuss with affected parties. 11. Identify; using consultant preliminary conclusions, economic opportunities for uses, land uses, traffic constraints and potential new improvements, as well as design possibilities. Discuss with affected parties. 12. Relate any redevelopment feasibility study results and conclusions into Specific Plan analysis as required 13. Complete Specific Plan Alternatives with affected parties. 14. Evaluate, compare and identify specific land use, traffic and design recommendations with committee 15. Commence Downtown Physical Improvement Program (June, 2000) 16. Feed results of Specific Plan changes to staff working on Physical Improvements Project for use in study 17. Prepare report on Specific Plan Amendments for Planning Commission, City Council Hearings and secure committee approval 18. Start public hearing process 19. Finish Physical Improvement Program (December, 2000) Priority 3 CITY WIDE A. Affordable Housing Implementation Purpose: To prepare a plan for City Council approval on how to use in-lieu housing funds to create housing opportunities for low and moderate income families and individuals Target Date: October, 1999 - August, 2000 Public Input: Special interest groups (housing advocates, developers, community groups) Use of Consultants: Affordable Housing Consultant Staff Team: Carol Cirelli, Project Manager, Dennis Carrington Estimated Time: Complete £mdings and recommendations by August, 2000 Tasks: 1. Determine Goals and Objectives. 2. Identify using consUltant preliminary conclusions, specific attentive housing programs that could be used in Dublin. 3. Obtain input from housing organizations, outside input from developers, advocates and non-profits about advantages/disadvantages of possible programs. 4. Complete specific recommendations and financial implications. 5. Prepare report on changes to existing in-lieu housing requirements and specific housing program recommendations to City Council. Priority 3 CITY WIDE B. Telecommunications Purpose: To develop telecommunication policies and ordinances defining the role the City wishes to assume regarding where and how telecommunication facilities will be located in Dublin. Target Dates: June, 1999 - June, 2000 Public Input: Wireless Telecommunication Providers, interested cities Use of Consultants: Specific Telecommunication Consultant. Media Communications' Group, (David Roselle) has already been hired Staff Team: Carol CirelIi, Project Manager Tasks: 1. Identify specific issues (Right-of-way Policies, Wireless Zoning Ordinance and possible City role in telecommunications), to newly hired consultants. 2. Identify priority work items for the consultant. 3. Identify using preliminary consultant conclusions, specific- alternative directions (right-of-way, wireless, priorities, City role, etc.). 4. Arrange outside input from telecommunication companies, consultants and users regarding alternatives. 5. Complete specific recommendations and implementation program. 6.
