FINANCIAL STATEMENT:
The cost to acquire rights-of-way and build roadways for the Traffic
Impact Fee and access will be borne by MSSH Dublin Development
(Shea Homes) and the Dtiblin Raneh Assessment District, currently
in the proc_ess of formation. The frontage owners along these streets
will be responsible for dedicating and improving 20 feet of
pavement along the street frontage, pins an area for curb,. sidewalk,
and landscaping.
MSSH Dublin Development (Shea Homes) and the Assessment
District Developer (the Lins) will each receive a credit dgainst
.payment of future Eastern Dublin Traffic Impact Fees in amounts
equal to funds advaneed for the acquisition of rights-of-way and
improvements for the TIF areas. Use of these credits has been
defined in the respective Development Agreements for the Dublin

Ranch projects, and the credits will be used according to established~
TIF policy at the time of development.-
DESCRIPTION: The City Council, at its meeting of August 17, 1999, certified the
Negative Declaration for and introduced the Ordinance Establishing Right-of-Way Lines for Portions of
Tassajara Road, Gleason Drive, Central Parkway 'and Dublin Boulevard. One comment was made at the
meeting by the developers of the Yarra Yarra Ranch property, who stated that the proposed southbound
right-turn lane into the proposed Yarra Yarra development needed only an 80-foot deceleration lane,
instead of the 200-foot lane indicated on the Plan. Staff concurred, and Council introduced the Ordinance
with this revision. This 120-foot lane reduction has now been reflected on the map and description of the
proposed right-of-way (Attachment 3). There have been some further revisions to the description to more
closely match the maps (which have not changed).
One of the goals of the Eastem Dublin Specific Plan (EDSP) is to establish a vehicle circulation system
which provides sufficient capacity for projected traffic and allows convenient access to land uses. The
EDSP states that the arterial streets in Eastern Dublin are to be designed to carry very high traffic volumes
with a minimum ofinterference from connecting traffic. Shown in the adopted Eastern Dublin Specific
Plan Land Use Map (Attachment 4) are all arterial or Transit Spine streets, including Dublin Boulevard,
Tassajara Road, Gleason Drive and Central Parkway (shown as Transit Spine).
The Eastern Dublin Specific Plan also states that arterial streets are to be four, six and eight lanes wide to
carry the community and sub-regional traffic through the Specific Plan area. Traffic reports of specific
projects such as Dublin Ranch Phase I, Tassajara Meadows I and II, Koll Center, Emerald Glen and Toll
Brothers require that Tassajara Road be widened from two lanes to four, six and eight lanes from 1-580.
With the proposed Development of Dublin Ranch Areas A-E and Areas F, G and H (currently under Staff
review), the traffic reports for these areas require the widening of Tassajara Road and the extension of all
east/west arterial streets, such as Dublin Boulevard, Gteason Drive and Central Parkway, from Tassajara
Road to the easterly borders of the Dublin Ranch development area.
The ui'mnate right-of-way alignments of each of these east/west arterial streets was recently mapped and
provisions were made for the establishment and adoption by the City of specific precise right-of-way lines
through proper~y owned by the Dublin Land Company. The acquisition of these portions of rights-of-way
and construction of the roadways is necessary to connect the proposed development of the Dublin Ranch
project areas F, G and H with Tassajara Road in accordance with the Eastern Dublin Specific Plan and
Dublin General Plan.
Staff has been working with the Lins, MSSH/Shea Development (Dublin Ranch Phase I), and their
engineering consultant, MacKay & Somps, to determine the best alignment for these roadway segments.
The necessary rights-of-way will provide a street connection for the Eastern Dublin Areas F, G & H
projects (Jennifer Lin property) to existing roadways and the freeway and will include all of the needed
through-lanes and ram-lanes for the proposed level of development as defined by the respective traffic
reports for these specific projects. The'general alignment of these roadways is shown in the Eastern
Dublin Specific Plan Land Use Map (Attachment 4) and the Eastern Dublin Specific Plan Projected
Traffic Volumes Exhibit (Attachment 5). The right-of-way lines must be established for these portions

of roadways so that negotiation for the purchase and dedication of property from existing landowners can
go forward and allow proposed developments to meet their traffic impact mitigation requirements.
The proposed alignment of Tassajara Road is basically a straight line following the existing cente~ine
running north-south, from north of Interstate 580 to the City Limit line located on the northerly boundary
of Dublin Ranch Phase I (Neighborhood M-I ). A large-radius curve has been included in the alignment
at the northerly end of the road at the City limit line in order to pull the roadway away from an existing
building located next to the road just north of the City limit line.
The existing Tassajara Road right-of-way varies from 101 feet wide from 1-580 to 66 feet wide along
the existing road centerline north of Dublin Blvd. to the City limit line. The area, which makes up the
proposed Tassajara Road right-of-way lines, presently contains both the existing Tassajara Road (two
lanes) and existing right-of-way, and vacant land owned by The Dublin Land Company (DiManto). Other
property owners have already made right-of-way dedications on the westerly side of Tassajara Road from
1-580 to within 250 feet.of the intersection of South Dublin Ranch Drive. The remaining easterly right-of-
way still needs to be acquired by the City of Dublin.
The proposed right-of-way for Tassajara Road varies from I128 feet to 187 feet wide. The proposed
roadway will have four lanes in eachdirection from Interstate 580 to Central Parkway, and three lanes
in each direction fi'om Central Parkway to the northerly City limits. Additional left-ram and right-turn
lanes are also proposed at intersections as needed. The right-of-way in front of the Dublin Ranch
Neighborhoods M-l, M-2 and M-3 that extend to the northerly boundary of Dublin Ranch Phase I have
been dedicated with the approval of the first Final Map of the Dublin Ranch Development.

Dublin Boulevard, Gleason Drive, and Central Parkway right-of-ways do not currently exist east of
Tassajara Road. The proposed rights-of-way for Gleason Drive (104 feet to 125 feet wide), Central
Parkway (104 feet to 125 feet wide) and Dublin Boulevard (140 feet to 161 feet wide) are all Currently on
vacant land owned by Dublin Land Company (DiManto) and will all need to be acquired by the 'City of
Dublin. The proposed right-of-way lines generally include the intersection transitions of each road at
Tassajara Road with the associated left-rum and right-turn lanes.
This item was first introduced to the Planning Commission at its meeting on June 8, 1999. At that time,
the Planning Commission voted to initiate-the process to establish right-of-way lines for portions of
Tassajara Road, Gleason Drive, Central Parkway and Dublin Boulevard (Planning Commission
Resolution No. ·99-21 ). After review and 'discussion, the Planning Cormmission also voted to recommend
to the City Council that the Negative Declaration be certified and an ordinance adopted establishing said
right-of-way lines.
Staff recommends that the City Council conduct a public hearing, deliberate and adopt the ordinance for
the establishment of right-of-way lines for said portions of Tassajara Road, Dublin Boulevard, Gleason
Drive and Central Parkway. No written protests had been received as of the date this Agenda Statement
was submitted.

AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING RIGHT-OF-WAY LINES FOR A PORTION OF TASSAJARA ROAD
(FROM NORTH OF INTERSTATE 580 TO THE NORTHERLY BOUNDARY OF
DUBLIN RANCH TRACT 6962 - NEIGHBORHOOD M-l) AND FOR PORTIONS
OF DUBLIN BOULEVARD, GLEASON DRIVE, AND CENTRAL PARKWAY
(FROM TASSAJARA ROAD TO THE WESTERLY BOUNDARY OF
DUBLIN RANCH AREAS F, G, AND I-I)
The City Council of the City of Dublin does ordain as follows:
WHEREAS, the City Council adopted a Resolution calling for public hearings to consider
future right-of-way lines for a portion of Tassajara Road from north of Interstate 580 to the northerly
boundary of Dublin Ranch Tract 6962 -Neighborhood M-l, and for portions of Dublin Boulevard,
Gleason Drive, and Central Parkway from Tassajara Road to the westerly boundary of Dublin Ranch
Areas F, G, and H (Resolution No. 154-99) and set public hearings for August 17 and September 7,
1999, at 7:00 p.m. to hear objections to the establishment of said right-of-way; and
WHEREAS, notice of said public hearings was duly given; and
WHEREAS, protests were made, either in writing or orally, to the establishment of said
right-of-way lines, and said protests were overruled.
NOW, THEREFORE, the City Council finds and ordains that:
Section 1: Right-of-way lines are hereby established for a portion of Tassajara Road from
north of Interstate 580 to the northerly boundary of Dublin Ranch Tract 6962 -Neighborhood M-I,
and for portions of Dublin Boulevard, Gleason Drive, and Central Parkway from Tassajara Road to the
westerly boundary of Dublin Ranch Areas F, G, and H, within the City of Dublin, County of Alameda,
State of California, as described in Exhibit A and all as more particularly described in Exhibit A and
shown in Exhibit B on that certain set of plans entitled, "Precise Plan Line; Tassajara Road, Gleason
and Central, and Dublin Boulevard" prepared by MacKay and Somps and consisting of six (6) sheets,
and filed in the office of the Director of Public Works, which plans are hereby adopted as a precise
plan of said right-of-way lines.
Section 2: The effect of said right-of-way lines shall be governed by provisions of Chapters
7.68 and 7.72 of the Dublin Municipal Code.
Section 3: This ordinance shall become effective 30 days after its final passage and
adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be
posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the
Government Code of the State of California.

Plan lines are to be symmetrical about and parallel to the existing centerline except as
noted herein. Beginning at Interstate 580 northerly to the north side of Northside Drive:
85 feet easterly of the centerline of Tassajara Road and 83 feet westerly of the centerline
of said road.
Then northerly on the westerly side to the centerline of Dublin Boulevard and easterly
13.96+ feet along a curve concave to the north having a radius of 164.02 feet through a
central angle of 04054'46" to a reverse curve easterly 5.39 feet along a tangent curve

RE: Tassajara Road Right-of-Way
Honorable Mayor and Counciimembers:
Greenbriar Land Company has submitted an application for a residential
development on the west side of Tassajara Road, north of 1-580. This project,
known as "Tassajara Creek", is located on the Yarra Yarra Ranch directly across
from the Dublin Ranch development now under construction.
Public street access to the project is proposed to line up with South Dublin Ranch
Blvd. and North Dublin Ranch Blvd. ~
Based on conversations with Public Works staff, we understand that the
southbound deceleration lane is to 80 feet plus a 60 foot taper at North Dublin
Ranch BIrd.
in reviewing the proposed right-of-way plans, prepared by MacKay and Somps
and noted that the length of the proposed deceleration land'at North Dublin
Ranch Blvd. is shown as 200 feet.
Greenbriar Land Company hereby requests that the plan be corrected to show
an 80 foot deceleration lane at North Dublin Ranch Blvd.
