Authorize expenditure in the amount of $500 for a letter to
introduce the program to the Community.
Authorize City Manager to negotiate and execute a
disbursement agreement with the Dublin Unified School
District and Dublin Parmers in Education substantially in
conformance with the attached Program Guidelines as
presented in this report.
FINANCIAL STATEMENT:
The Adopted Fiscal Year 1999-2000 Budget includes $150,000 for
this project.
DESCRIPTION: As part of the 1999-2000 Budget, the City Council approved a
proposal by Mayor Houston to allocate $150,000 in funding for the purpose of placing more computers in
the classrooms within the Dublin Unified School District (DUSD).
The funding approved by the City Council is to be used to match funds raised by the Community for the
same purpose.

Since the adoption of the Budget, the City Manager has met with the DUSD School Superintendent and
the Vice President of Dublin Partners in Education to develop a program that would accomplish the goal
of placing more computers in the classroom. The goal of the group was to make the program as simple
and straight forward as possible and minimize the administrative work associated with the program. The
group developed the City of Dublin and Dublin Partners in Education "Computers for our Schools
Project" Program Guidelines (see Attachment 2).
Pro,gram Guidelines
The program would be administered by Dublin Parmers in Education.
Contributions may be in the form of cash or new computer equipment which comply with the DUSD
Standards (see Attachment 4). Contributions would be made directly to DPIE. Contributors would need
to complete a Participation Form.
Cash contributions designated for a particular purpose or equipment donations would first be evaluated by
the DUSD Director of Technology and Information Systems to determine ff the proposed contribution
conforms with the DUSD Technology Plan. For cash contributions that are not designated for a particular
purpose, the DUSD Director of Technology and Information Systems would propose a use for the funds
that complies with the District's Technology Plan and meets the objective of the City's program.
Process for Disbursement of Matching City Funds
A committee consisting of the School Superintendent, the City Manager and a representative from DPIE
would evaluate all proposed contributions and make a determination as to whether the proposed
contribution was eligible for City matching funds.
The result of that determination will be given to the DPIE Executive Director, who will notify the
contributor and invoice the City once the contribution had been received.
Once notified by DPIE, the city will release the matching funds to DPIE who will, in turn, disburse one
check to the School District for both the contribution and the matching funds. The School District will
then acquire the appropriate equipment.
The City Attome~v has opined that the City will need to enter into an agreement with DUSD and DPIE
before releasing the funds. The City Attorney has prepared a draft agreement which has yet to be
reviewed by DUSD and DPIE.

At my State of the City address in January, i made a bold challenge to local businesses, community
organizations and the citizens of Dublin. My plan calls for a new computer for every three students in
the Dublin Unified School Distdct within two years. These computers will take advantage of the millions
of dollars of investment the School District has spent wiring our schools with fiber optics and network
capabilities.
In response to my plan, the Dublin City Council has budgeted $150,000 to be used as matching funds
for contributions of money or equipment by the Community. The City has also worked with the School
Distdct and Dublin Partners in Education (DPIE) to develop the "Computers in Our Schools Project" to
accomplish my plan. The "Computers in Our Schools Project" will be administered by'Dublin Partners in
Education.
We have reached our first milestone in the "Computers in Our Schools Project". The Dublin Ranch
organization and the Jennifer Lin family have made a contribution of 100 new computers and monitors to
Dublin schools. With the matching dollars from the City of Dublin, we are well on our way to achieving
our goals. However, we cannot achieve this lofty goal without an entire community effort.
! am asking you to be a suppo'rter and contributor to this effort. I am asking that you make this a priority
for your business or community group. Every dollar that you contribute will be matched by the City of
Dublin to make a lasting improvement to our schools.
Good schools mean good business. Good schools mean community pride. And most importantly, good
schools mean a jump start on life for the young people in the City of Dublin.

Program Guidelines

The City of Dublin has initiated an inno~,ative program designed to increase student
access to technology in the Dublin Unffied School District. The City Council has
established a matching fund program where individuals, groups, organizations and
businesses may contribute cash or new computer equipment to the school district and
the City wif! matc:h fhe r:::~rffribufion dollar-for-dollar. The City has allocated $150,000 for

Who Can Participate
Any individual, community group/organization, or business may participate in the
program. Participants are only required to complete a short one-page "Participation
Form" and attach evidence to validate the dollar value of the.contribution.
Types of Contributions
Contributions may be in the form of cash or new computer equipment. Contributions
may be designated for a specific school site or program or for district-wide technolcx:jy
pdorities.
For the purposes of this program, only new computers and computer-related hardware
that meet the distdct's hardware standards can be accepted, The district's current
hardware standards are listed on the back of the "Participation Form," Donations of

How Matchina Funds are Determined
The City of Dublin will match cash contributions dollar-for-dollar, For new computers or
computer-related hardware, an invoice or other form that ved~es the value of the
contribution must accompany the contribution

Cash contributions designated for a specific SchoOl site or program must be' used in
accordance with the districfs overall technology plan. Undesignated Gash ~ontdbutions
along with matching funds provided by the City of Dublin will be used to meet
estabEsh~=d district priorities and needs. Contributions of new computers and computer-
related hardware and the matching funds provided by the City of Dublin will be used at
school sites to increase student access to computers.
