FINANCIAL STATEMENT~ Sufficient funds have been budgeted in the Street Maintenance Operating Budget to cover the minor cost of changing speed limit signs. DESCRIPTION: At the September 7, 1999, meeting, the City Council reviewed a report concerning safety issues at the Amador Valley Boulevard / Starward Drive intersection. One of the recommendations made by the City' s traffic consultant, TJKM, was that the speed limit on that segment of Amador Valley Boulevard be reduced to 30 mph. TJKM conducted a speed and engineering study for the roadway segment from San Ramon Road to Amador Plaza Road (Attachment 2) which indicates that the '85th percentile or prevailing speed is 36 mph. However, the accident rate for the segment of Amador Valley Boulevard between these two intersections is higher than the State average, and for this reason, TJKM feels that the recommended 30 mph speed limit can be supported. Speed and engineering studies are filed with the court and used as supporting documentation for speed citation issues. The California Vehicle Code requires that the City conduct these studies every five years for roadways over 40 feet in width in order to allow radar enforcement. This action will leave a segment of 35 mph speed limit between Amador Plaza Road and Village Parkway. Sipce the survey does not include the portion of Amador Valley east of Amador Plaza, and since this roadway segment is straight with good visibility, Staff does not recommend making a change at this time. The residential portion of Amador Valley Boulevard east of Village Parkway has a 25 mph speed limit. The Municipal Code provides that speed limits are to be adopted by ordinance. Staff recommends that the City Council conduct a public hearing, deliberate, and introduce the ordinance establishing a 30 mph speed limit for Amador Valley Boulevard between San Ramon Road and Amador Plaza Road. Page 2 ORDINANCE NO. -99 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING 30 MPH SPEED LIMIT FOR AMADOR VALLEY BOULEVARD BETWEEN SAN RAMON ROAD AND AMADOR PLAZA ROAD The City Council of the City of Dublin does ordain as follows: Section 1: Pursuant to Dublin Muncipal Code Section 6.04.340, and in the interest ofpublic safety, the speed limit for ./tmador Valley Boulevard between San Ramon Road and Amador Plaza Road shall be changed to 30 miles per hpur. Section 2. Said speed limit change shall be added to Chapter 6.60 of the City of Dublin Traffic Code. Section 3: This ordinance shall become effective 30 days after its final passage and adoption by the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
