Commissions.
FINANCIAL STATEMENT:
DESCRIPTION:
The ordinance would increase compensation for
members of the Planning Commission, the Parks &
Community Services Commission, and the Heritage &
-Cultural Arts Commission to $50 per meeting.
At the September 21, 1999 City Council Meeting, City Council directed staff to prepare an Ordinance to
increase the current monthly compensation for members of the Planning Commission, Parks & Community
Services Commission, and the Heritage and Cultural Arts Commission.
Planning Commission members are currently paid $30 for each meeting artended to a maximum of three
meetings ($90/mo.) in a calendar month. The attached Ordinance increases the mount of compensation to
$50 for each meeting attended to amaximum of three meetings ($150/mo.) in a calendar month. Parks &

maximum of two meetings ($60/mo.) in a calendar month. The attached Ordinance would increase the
amount to $50 for each meeting attended to a maximum of two meetings ($ 1 00/mo.) in a calendar month.
Heritage & Cultural Arts Commission members are paid $30 for each meeting attended to a maximum of
two meetings ($60/mo.) in a calendar month. The attached Ordinance would increase the amount to $50
for each meeting attended to a maximum of two meetings ($ 1 00/mo.) in a calendar month.
Recommendation:
Staff recommends that the Council waive the reading and introduce the draft ordinance (Attachment 1 ),
and continue the item to the next Council meeting for adoption of the ordinance.
ORDINANCE NO. - 99
AN ORDINANCE OF THE CITY OF DUBLIN
AMENDING DUBLIN MUNICIPAL CODE SECTIONS 2.12.030, 2.16,010
AND ORDINANCE NO. 19-99 AND PROVIDING FOR
AN INCREASE IN THE COMPENSATION FOR MEMBERS OF THE
PIANNING COMMISSION, PARKS & COlVIM'UNITY SERVICES COMMISSION,
AND FIERITAGE & CULTURAL ARTS COMMISSION
THE CITY COUNCIL OF THE CITY OF DUBLIN DOES ORDAIN AS FOLLOWS:
Section 1: PURPOSE
Ordinance No. 11-89 established compensation for Planning Commission members of thirty dollars
($30) for each meeting attended to a maximum of three (3) meetings in a calendar month. The purpose of
this Ordinance is to modify compensation paid to Planning Commission members in accordance with
Dublin Municipal Code Section 2.12.030.
Ordinance No. 12-89 established compensation for Parks & Community Services Commission
members of thirty dollars ($30) for each meeting attended to a maximum of two (2) meetings in a calendar
month. The purpose of this Ordinance is to modify compensation paid to Parks & Community Services
Commission members in accordance with Dublin Municipal Code Section 2.16.010.
Ordinance No. 19-99, adopted on July 20, 1999, established compensation for Heritage & Cultural
Arts Commission members of thirty dollars ($30) for each meeting artended to a maximum of two (2)
meetings in a calendar month. The purpose of this Ordinance is to modify compensation paid to Heritage
& Cultural Arts members in accordance with Section 1 of Ordinance No. 19-99.
Section 2: AMENDMENTS TO THE MUNICIPAL CODE
Section 2.12.030 of the Dublin Municipal Code is hereby amended to read as follows: Planning
Commission members shall be entitled to reimbursement for expenses as the Council may approve. In
additiori, Planning Commission members shall be paid fifty dollars ($50) for each meeting attended, to a
maximum of three (3) meetings in a calendar month; provided, that Commission members shall not be
deemed to be city employees by virtue of such payment."
Section 2.16.010 of the Dublin Municipal code is hereby amended to read as follows: Parks &
Community Services Commission members shall be paid fifty dollars ($50) for each meeting at-tended, to a
maximum of two (2) meetings in a calendar month; provided, that Commission members shall not be
deemed to be city employees by virtue of such payment.
Section 1 of Ordinance No. 19-99 is hereby amended to read as follows: Heritage & Cultural Arts
Commission members shall be paid fifty dollars ($50) for each meeting attended to a maximum of two (2)
meetings in a calendar month, provided that Commission members shall not be deemed to be City
employees by virtue of such payment.

Section 3: EFFECTIVE DATE AND POSTING OF ORDINANCE
This Ordinance shall take effect and be in force thirty (30) days from and m°cer the date of its
passage. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3)
public places, in the City of Dublin in accordance with Section 36933 of the Governmere Code of the State
of California.

2.12.010 Planning Agency
established.
Pursuant to Government Code Sections
65000 et seq., there is established a Plan-
ning Agency consisting of a Planning Com-
mission. (Ord. 5 § 1, 1982)
2.12.020 Membership--
Appointment-Term-
Removal.
A. The Planning Commission shall con-
sist of five (5) members. They shall be ap-
pointed for a term of four (4) years excep~
that two (2) of the members first appointed
following enactment of the ordinance codi-
fled in this section shall serve for a two (2)
year term. Terms shall begin in December
of even-numbered election years and end in
November of even-numbered election years
(or until successors are appointed). If a
vacancy occurs otherwise than by expiration
of term, it shall be filled by appointment for
the unexpired portion of the term.
B. Members shall be appointed to the
Planning Commission by the Mayor, subject
to the approval of the Council. The Mayor
may, with the approval of a majority of the
City Council, remove a Planning Commis-
sioner at any time during the Commission-
er's term of office. Removal and appoint-
ment of Planning Commission members
shall be made only at a regularly scheduled
meeting of the City Council. Members of
the Planning Commission shall be residents

2.12.030 Expenses and
compensation.
Planning Commission members shall be

a calendar month; provided, that Commis-
sion members shall not be deemed to be

2.12.040 Chairman--Rules--
Records--Meetings.
The Planning Commission shall elect a
Chairperson and Vice ~hairperson from its
membership annually. In the absence or dis-
ability of either the Chairperson or Vice
Chairperson, the Commission may designate
a temporary Chairperson. The Commission

RELATING TO COMPENSATION FOR
HERITAGE AND CULTURAL ARTS COMMISSION MEMBERS
The City Council of the City of Dublin does ordain as follows:
Section 1. Heritage and Cultural Arts Commission members shall be paid $30 for each meeting
attended to a maximum of two meetings in a calendar month, provided that Commission members shah not
be deenied to be City employees by virtue of such payment.
Section 2. Posting and Effective Date
This Ordinance shall take effect and be in force thirty (30) days from and after the date of its
passage. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3)
public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State
of California.
