FINANCIAL STATEMENT: , Review and Approve Proposed Assessment Methods Direct Staff to. Prepare a Request for Proposals for Assessment of Heritage and cultural Arts Programming Direct Staff to Negotiate a Contract with Lynne Baer for Project Management Services $30,000 has been budgeted for the assessment. DESCRIPTION: The Fiscal Year 1999-2000 budget provides $30,000 to conduct an assessment of cultural arts and heritage programming in the community. Included in the assessment will be an examination of existing programs such as Art in the Parks, Art in the Schools and the Public Art policy. The programs, use and physical space of the Heritage Center will also be studied. With the information gamered from the assessment a long-term plan for heritage and cultural arts programming will be developed. In order to undertake the assessment Staff interviewed consultants with fkrmS specializing in market research. Based on the information gamered from the consulting firms, Staff is recommending a two-fold method of seeking public input: Random Digital Dial Sample Survey and Focus Groups. Random Di_,zital Dial Sample Survey The Random Digital .Dial Sample Survey consists of telephone interviews conducted with 400 randomly selected Dublin households. A sample size of 400 will yield a mar~n of error of five percentage points at the 95 percent confidence level. Each interview averages between 10 and 15 minutes. Specffic questions to be asked of each respondent will be designed by the consulting firm in consultation with Staff and the Heritage and Cultural Arts Commission. The questions will also be brought back before the City Council for input and approval. The resulting data will be analyzed and presented in an in-depth report including the consultant' s conclusions and recommendations. Focus GrOUpS This Focus Group method consists of up to five meetings with groups specifically identified by the consulting fLrm in consultation with Staff and the Heritage and Cultural Arts Commission. Questions to be asked and discussed during the ~oup meetings will be designed by the consulting firm after COPIES TO: ne~tage & Cultural Arts Commission ITEM NO. Staff has identified the following groups as potential focus group participants: Dublin Fine Arts Foundation Dublin Historical Preservation Association Members of the former Heritage Center Advisory Committee Dublin Unified School District Administrators and Staff Dublin Theater Company Development Community The focus group meetings will be publicized and will be open to the public. The information received from the focus group meetings will also be analyzed for inclusion in the final report. Project Mana_oer In addition to the consulting firm responsible for completing the two methods of assessment, Staff recommends hiring a Project Manager who will, under the direction of Staff, manage and monitor the assessment process and assist in creating a long-term Heritage and Cultural Arts Program Plan. Inasmuch as Lynne Baer. of Lynne Baer Fine Arts possesses expertise in cultural arts and has been pivotal in the development of the fine arts programs in Dublin, it is the recommendation of Staff that the City negotiate a contract with Ms. Baer for the Project Management Services. Staff has received a proposal from Ms. Baer which will serve as the basis of contract negotiations. Recommendation The Heritage and Cultural Arts Commission reviewed and approved the recommended assessment methods and directed Staff to submit the methods to the City Council for approval. It is the recommendation of Staff that the City Council: 1) 2) 3) Approve the recommended assessment methods. Direct Staff to prepare a Request for Proposals for assessment of cultural arts and heritage programming to be sent to qualified consulting firms. Direct Staff to negotiate a contract with Lynne Baer for Project Management Services. Staff will bring the Request for Proposals and the Project Manager contract to the Council for approval.
