FINANCIAL STATEMENT:'
This undergrounding project will be funded primarily by California
Public Utilities Commission Rule 20A funds. Some associated work
such as replacement of street lighting that is currently on wood utility
poles is not covered under Rule 20A funds and will be paid from the
Dublin Boulevard Widening project. It has been noted that a few
buildings within this District have overhead Cable TV services which
will need to be undergrounded at property owner's expense.
DESCRIPTION: At the meeting of October 5, 1999, the City Council adopted a
Resolution of Intention to form Underground Utility District 99-1 (Dublin Boulevard from 600 Feet West
of Clark Avenue to Sierra Court), setting public heating dates of November 2nd and 16th for consideration
of an Ordinmnce establishing the District.

This project is intended to coincide with the Dublin Boulevard Widening project. The tentative schedule
for the project allows a window for the utilities to install facilities during the winter of 2000-2001. It is
proposed that the Widening project include digging the utility trench itself; the various utilities intend to
install their own substructures.
As indicated in the Financial Statement above, it was noted during the walkthrough that a few businesses
have overhead Cable TV services which would need to be undergrounded at the expense of the property
owner. Undergrounding will improve the appearance of frontages. The following properties would be
included in the proposed District:

Staff recommends that the City Council conduct a public hearing, deliberate, and introduce the ordinance
establishing Underground Utility District 99-1. For convenience, two draft ordinances are attached. If no
protests are received, Ordinance Attachment 1 should be introduced. If protests are received and denied,
Ordinance Attachment 2 should be introduced.

WHEREAS, on June 2, 1998, the City Council received a report from the City Engineer
regarding undergrounding of utilities on segments of various City streets and subsequently determined
that the highest priority for under~ounding is the segment of Dublin Boulevard from 600 feet west of
Clark Avenue to Sierra Court; and
WHEREAS, on October 5, 1999, the City Council adopted Resolution No. 177-99, a
Resolution of Intention to form Underground Utility District 99-1 on Dublin Boulevard from 600 feet
west of Clark Avenue to Sierra Court; and
WHEREAS, notices of adoption of the Resolution of Intention were published, posted, and
mailed to property owners and utilities as provided in Municipal Code Section 7.12.080; and
WHEREAS, public hearings were held on November 2 and November 16, 1999 for the purpose
of hearing protests or objections to the proposed District; and
WHEREAS, no protests or objections were received;
NOW, THEREFORE, the City Council of the City of Dublin does ordain as follows:
Section 1: City of Dublin Underground Utility District 99-1 is established on Dublin
Boulevard from 600 feet west of Clark Avenue to Sierra Court, as delineated on the map, Exhibit "A",
attached hereto.
Section 2: The District er,,,~:ompasses private properties as identified by Assessor Parcel
Number on Exhibit "A", which are listed below:

Section 3: This ordinance shah become effective 30 days after its final passage and adoption by
the City Council. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least
three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code
of the State of California.
