DESCRIPTION: On October 19,1999 the City Council participated in a Visioning
Session with BSA Architects, consultants for the Civic Center Library, and the public. The purpose of the
Visioning Session was to solicit input on goals, .ideas and concerns for the new Library facility.
The Consultant has taken the input received from the Visioning Session and refined two site plan
alternatives for the Civic Center Library. The alternatives reflect the preliminary programming
requirements prepared by Kathy Page and Associates, Library Programming Consultant, as well as site
issues such as noise, wind, relationship to Civic Center, access, parking and views.
The purpose of the Study Session is to provide a forum for public input on the library site plan alternatives
and give the Consultant further direction on a'preferred plan.
Backeround
The Consultant will be presenting two different proposed locations for the new library building. To define
the design parameters and provide an understanding of the current site plans the Consultant will briefly
describe the input from the Visioning Sessi,qn/and provide some general background as to the design
process2 This information will include; ""'
1. Visioning Input. Review of Council and public input from the Visioning Session.
2. Design Process. Brief outline of meetings with Project Review Committee and Library Review
Committee and input for the selection of the two plan alternatives.
3. Goals and Objectives. Discussion of how goals and objectives from the Visiouing Session and public
input were addressed.

"'Preliminary Program Findings
The Library Programming Consultant has completed the public input process on the types of programs
and uses the community would like to see included in the new library. The Library Survey has been
completed and over 500 surveys have been received.
The Library Programming Consultant will present a Library Spaces Summary (Attachment 2) defining in
general terms what the current program assumptions are. The summary is based on input from the public,
interviews with Staff and current library standards. This summary will be used by the Architect to begin
schematic design. The information contained in the summary will be incorporated into the Library
Program Study, which is a more detailed report that will be presented to the Council in January 2000.
Site Plan Alternatives
The Consultant will present two site plan alternatives to the Council and public. The Consultant will
review the process of how the two alternatives were selected and refined; what key factors were
considered and what is common to both alternatives. The Council and public will provide comments and
input on the alternatives. The goal for the presentation is to choose a preferred alternative.
Recommendation
It is the recommendation of Staff that the City Council take the following action;

2 Receive public comment
3 Provide direction on preferred alternative to be developed into schematic design

2 Key considerations
a. Most people will arrive by car, so the relationship of the building entry to the
parking lot is important.
b. Parking near the Civic Center needs to be maintainted for current and future
staff and public visitors.
c. Desire to create a pedestrian link between the new library and the existing Civic
Center
d. The new building should have an identity as you enter the site
e. The building needs to have acoustical and visual separation from the freeway
f. We can't shift the ballfields, but can reconfigure the parking area at the corner
of the park site nearest the Civic Center
g. The police vehicle access road through the site must be maintained
h. Fire vehicle access is required to all sides of the new library building
i. The new library should be designed to implement to full program, and then
studied for potential phasing.
3. Two conceptual design alternatives for review and discussion
a. Concept A
1. Located on the west side of the site
2. Adjacent to the creek, separated by parking from the freeway
3. Creates two* distinct parking zones, divided by the drop-off area for the
library
4. New entry drive to the library
5. Pedestrian relationship to the Civic Center
6. Extension of the park into the site
b. Concept B
1. Located at the east side of the site, adjacent to the freeway
2. New entry drive with a central island to divide the parking areas
3. Strong relationship to the park and ballfields
4. Corner entry to relate to parking lot, dropoff and path from existing Civic
Center
5. Stepped design to create small landscaped areas off reading rooms
c. Common aspects of the two library plans
1. Single, central entry in both schemes
2. Lock-off potential for community meeting room and restrooms
3. Two key staff control points - circulation desk near entry and information
desk between children's and reference areas
4. Linked but clearly defined children's area
5. Zones for stacks, study, reading and computers with flexibility for future
change
