DESCRIPTION: In May 1999, the City Council awarded Contract 99-04, Emerald
Glen Park Phase I, to Goodland Landscape Construction, Inc. The original contract was for $4,011,800
and a 10% contingency was included bringing the total available budget to $4,412,980. Construction of
the park improvements began on May 17, 1999 and to date change orders for $110,336 have been
approved by the City Manager.
The children's play area in the park has a prehistoric theme and includes a buried "dinosaur," a granite
fossil wall and an artificial rock play mound. Several creative features in the play area include:

Intemctive water elements where children can use the water and sand to build sandcastles or unearth
the "dinosaur"
A fossil wall which relates to the theme of a paleontological dig where children can get a sense of the
fossil record by seeing the fossilized relief of water creatures, birds and plants. For example, one of
the plants represented is the Ginkgo tree that is planted in the park. This tree has remained consistent
from prehistoric times.
The artificial rock play mound continues the adventure. Children are allowed to climb, crawl and slide'
over the mound. They can see down on the found fossils in the play area or watch other children playing
on the adjacent swings, slides and bridges.

Goodland Landscape Construction has submitted a change order for $48,070 for additional costs
associated with the artificial rock play mound in the children's play area. The additional costs are bec,a~t~se
of increased structural requirements resulting from the soil conditions on the site as well as increases in
the load requirements of the rock.
The original Bid called for the play mound to be bid as a design build construction. The plans were based
on a similar structure that has already been built in another community. The anticipation was that the
design for the Emerald Glen site would not be significantly different from the existing play structure.
Once the area for the mound was graded and tested for structural requirements it became evident that the
soils would need a significant increase in structural engineering. Goodland's structural engineer
responded with a design that was approximately $100,000 over the original bid line item. The City
requested a review of the design and subsequent reductions in the size of the mound and clarification of
code requirements reduced the original change order by 50% to a cost of $48,070.
A comparison between the play mound as bid and the play mound as redesigned is shown below.
Footing
The original footing requirements were
12"x 24". This is a standard footing for
most soils in the area. It is easy to
excavate and does not require additional
forming.
The proposed footing has increased to 18"
x 24". The additional width as well as the
rebar ties in to the slab requires forming,
additional excavation, base rock and labor.
Structural slab
The original slab holding the artificial
rock boulders was 6" thick.
The proposed slab is 10" thick.
Rebar
The original rebar design had only rebar
reinforcing in the slab itself and a simple
two rod layout for the footings.
The proposed rebar includes J-hooks tied
into the slab at 12" on center to act as
anchors for the rock. The footings have
rebar going both ways acting as a "cage".
The proposed steelwork requires a
significant increase in labor to install.
Fossil
Retaining Wall
Excavation
The original fossil wall was a simple
masonry wail on a spread footing.
The proposed wall has a larger footing and
more complicated rebar system.
The increase in footing sizes and slab will
necessitate additional excavation and
removal / relocation of spoils.
Drainage
The original plan showed no drainage or
base rock.
The proposed plan shows base rock under
all concrete areas and drainage at the
fossil wall including 15' x 7' x 18" of
base rock.
Remobilization
Cost
Due to the redesign and value engineering
on this portion of the plans the contractor
will need to isolate the area from the
remaining park in order to secure a work
zone. Several sub-contractors will be
required to remobilize for the work.
The change order also provides for 80 additional working days. This will delay the completion of the
~hildsen's play area until mid-April. It should be noted that the construction of the artificial rock play
mound in the children's play area would be isolated from the rest of the park. In this way, opening of the
other areas of the park when they are complete (i.e. skate park, tennis courts and basketball courts) will
not be delayed.
As the amount of the change order exceeds the authorization limit ($25,000 per change order) granted to
the City Manager it is necessary for the City Council to approve the change order. Therefore, Staff
recommends that the City Council approve Change Order #27 for $48,070. Sufficient funds are available
to execute the change order.
