On behalf of the Governing Board of ACTEB/ACAP, I want to welcome
Wallace E.Fox you as Alameda County's fourteenth city. At our December 10, 1981

Emeryville meeting, we unanimously passed the enclosed Resolution offering
congratulations and our request for your city to join the ACTEB/ACAP
Yoshio Fujiwara consortium of local governments.

from the Comprehensive Employment and Training Act (CETA) funded by

As a Community Action Agency, ACAP grants funds to community-based

RESOLUTION
WHEREAS, the City of Dublin was established by majority
vote of its population, effective February 1 , 1982 ;
WHEREAS , the City of Dublin is the newest city in the
complex of cities in Alameda County;
WHEREAS , the consortium comprised of eleven Alameda County
cities and the unincorporated area of Alameda County known
as the Alameda County Training and Employment Board/
Associated Community Action Program (ACTEB/ACAP) was
formed for the express purpose of providing comprehensive
manpower training and social services to economically
disadvantaged, underemployed, and unemployed persons in
Alameda County;
WHEREAS , the City of Dublin may wish to avail itself of
the opportunity to participate in the distribution of funds
designated by the state and federal governments for the
alleviation of the results of poverty among its economically
disadvantaged citizens ;
BE IT RESOLVED THAT, the Alameda County Training and
Employment Board/Associated Community Action Program
(ACTEB/ACAP) offers its congratulations to the City of
Dublin and cordially welcomes Dublin to the assemblage of
Alameda County cities .
BE IT RESOLVED THAT, the Alameda County Training and
Employment Board/Associated Community Action Program
(ACTEB/ACAP) invites and encourages the City of Dublin
to membership in the consortium.
BE IT FURTHER RESOLVED THAT, the contents of this resolution
be recorded in the official minutes of the ACTEB/ACAP
Governing Board meeting of December 10 , 1981.
