SUBJECT : Police Telephone Service

RECOMMENDATION : Authorize budget transfer from contingent reserve to building
management account in the amount of $1 ,500.
FINANCIAL STATEMENT: Estimated annual cost - $1 ,500
DESCRIPTION : In recent months the City has received several complaints from
citizens who have been unable to reach law enforcement personnel
at the City offices after business hours. As you are aware, the
City's contract with the Sheriff's Department provided only enough
Staff to offer public assistance on business matters between the
hours of 8 a.m. and 4 p.m. This presents a problem for those
residents who work outside the City and need to transact business
with the police department. To add to the problem often times
citizens have a difficult time distinguishing between a business
call , a request for patrol services, and an emergency. In order
to eliminate this confusion, it's important for citizens to be
able to reach police personnel at any time of day, should they
call the police number at the City offices..
Staff has investigated the cost of installing a switching system on the police telephone
line which would automatically -switch all calls made to the City office police number
to Eden Township Station dispatch after 4:00 p.m. Police dispatch would be able to
ascertain the nature of the callers inquiry and take appropriate action. It should be
pointed out that ETS will not handle any business calls (i .e. calls related to records)
but will be able to inform the caller as to where and when such matters can be handled
at the Dublin office. The estimated cost of installing and maintaining such a system
is approximately $1 ,500 per year, and appears to be the least costly alternative of
improving this aspect of police service to the community.
