Briefly, he will be speaking about Valley Memorial Hospital's
plans for a new hospital in Pleasanton.

In my position as Chief Executive Officer, I am responsible for the current and long range plans,
objectives, and policies of this 1 10-bed hospital located in the Livermore Valley of California.
During the year of 1980, Valley Memorial treated 94,710 outpatients and provided 29,405
days of inpatient services (at an average of 4.2 days' stay). This hospital is the only hospital in
the valley and serves a population of over 120,000 people. It is the foundation of a compre-
hensive master plan which has been accepted by the valley's physicians and the community. This
master plan, and Valley's services, include a broad array of ambulatory, inpatient, and mental
health services that far exceed the expectations of the average hospital of this size.
The primary function of my position at this hospital is to be responsible for the planning and
coordination of this institution as a whole, with a major responsibility for Iiaison between the
hospitals, medical staffs, and other institutions and organizations outside of the valley. I also have
the authority to execute and carry out the following duties and responsibilities:
I. Corporate Procedure: To work with and relate to the Board of Directors, and to assure that all
corporate procedures are properly followed. To organize the functions of the hospital
through appropriate departmentalization and delegation of duties.
2. Operational Responsibilities: To develop and implement a Ion, range master plan and short
term implementation strategies, and to have the responsibilities for the short term acute
care hospital.
To also develop and manage additional organizations and corporations which complement
the hospital operations (i.e., foundations, shared services organizations, and industrial
management functions).
3. Liaison: To maintain consistent liaison between the governing board, medical staff, and
various departments of the hospital.
4. Personnel: To have full responsibility for personnel actions of employment, promotions,
and dismissals. To formulate sound policies and to disseminate the policies to all
hospital employees. To develop and maintain an employee salary program with periodic
recommendations for adjustments. To develop and implement an organizational structure
with clearly defined lines of authority and areas of responsiblity which will enable employees
to work together both efficiently and harmoniously.
5. Finances: To maintain a sound financial structure, recommend fee schedules, and provide
for careful economic administration of funds apportioned in the fiscal budget of
S14,787,000 (1980). To assure the accurate records of the hospital finances, and to
prepare periodic reports to the Board which will cover all aspects of progress in the various
fields. I have also implemented the necessary computer, financial, and data programs to
optimize the relationship between the hospital and Health Services Agency, P.S.R.O.,
Quality Assurance and the Third Party Payors.
6. Advisory Capacities: In the capacity of Advisor, I also inform the Board of Directors of the
current significant trends, including:
a). the economic, legislative, and social factors which directly influence the hospital
field in general and Valley Memorial in particular,
b). . remaining knowledgeable of the activities of local, state, and national organizations
which are related to the hospital's service programs,
c). remaining aware of conditions within the hospital which require action by the
Board of Directors,
d). recommending the updating of equipment and facilities needs which will be
consistent with community needs and goals.
7. Public Relations: To formulate and maintain a program of good public relations which will
result in improved understanding of the role of the hospital in its service area, and to
continue to improve patient relationships with the hospital. To maintain and improve
the hospital/community, medical staff, and Government relationships.
8. Education: To pursue a continuing program of both formal and informal education in
health care, administrative, and management areas, and to provide the opportunity for
in-service training of employees in the performance of their duties.
9. Contract Negotiations: To negotiate contracts with the heads of the various departments
which render professional services and compensations paid (subject to the final consideration
and approval of the Board of Directors).
10. Inspection and Quality Assurance: To assure that the hospital is in conformance with all of the
requirements of authorized planning, regulatory or inspecting agencies, and to develop in
conjunction with the medical staff an effective and acceptable quality assurance and risk
management program. .
11. Primary Care: To develop and operate a series of satellite primary care units which are consistent
with the master plan and community requirements.
12. Health Maintenance Organization: To develop and implement a hospital-medical staff based on health
maintenance organization.

In the position of Administrator, I had the full responsibility for these two short term acute
care hospitals located 17 miles apart in the bordering communities of San Diego and El Cajon.
During my employment I planned, developed, built and implemented facilities in the service
area which were consistent with community requirements, and 1 assured the occupancy
and images of these hospitals in an aggressively competitive hospital environment. I was also
responsible for the development-and implementation of a plan to recruit and maintain a larger
physician complement for both hospitals.
During the period of my administration, both institutions maintained the highest quality of
patient care and consistently contributed significantly to the medical responsibilities of
their respective communities.
I feel that this period provided me with the necessary experience at top-level management, and
conclusively demonstrated my abilities to operate a multi-facility program. The success of
my programs therefore led to my employment with Valley Memorial Hospital in Livermore,
and provided a strong base for the extension of operating in a larger and more complex
hospital environment.

Livermore, CA - Thomas J. Andrews, administrator with
Valley Memorial Hospital in Livermore since 1970 , has been
promoted to chief executive officer. The position includes the
responsibility for current and long range planning and
coordination of all hospital operations .
Robert H. Fish, formerly vice president of the Hospital
Council of Northern California, will succeed Andrews as
administrator.
Andrews has accumulated 24 years of administrative
experience in California medical facilities. Previously he was
administrator at Hillside Hospital in San Diego and Heartland
i Community Hospital in E1 Cajon where he assumed full responsibility
I for these two short-term, acute care hospitals located 17 miles
apart. During his tenure there he developed a program to recruit

the University- of Oregon at Eugene and a master' s degree in public
health .from the University of California, Berkeley. Andrews
completed his administrative internship at Franklin Hospital in
San Francisco, and administrative residency at San Diego County
Hospital and Donald N. Sharp Memorial Hospital, both in San Diego.
In 1968 he was elected to the American College of Hospital
Administrators. Andrews is involved in many community activities
and associations .
Additionally, he is chairman of the Hospital Service
Corporation of the Hospital Council .of Northern California, and is
a member of the Building Safety Board of the State of California,
and was past president of the Hospital Council of San Diego County.
Andrews and his wife, Lulu Mae, have three children and
make their home in Pleasanton.

Robert H. Fish, formerly vice president of the Hospital
Council of Northern California, has been appointed administrator.
Fish returns to Valley Memorial Hospital where he was project
director/administrative resident from 1978 through 1979 .
Fish, born in Pasadena, California, earned his bachelor
of arts degree in social science at Whittier College and master of
public health degree in hospital administration at the University
of California, Berkeley. In 1975 he co-authored the New Mexico
Community Mental Health Act, HB 399 . Among other professional
activities Fish is on the board of directors, California Health
Management Systems and is advisory director, Council of Shared
Services.
Fish, his wife, Paula, and their three children live in
Danville .
Valley Memorial Hospital is a nonprofit, community
hospital serving residents of the valley since 1961 . The 110-bed-
community hospital provides a wide range of medical and surgical A
services including intensive and coronary care, alternative birth
center, crisis intervention, nuclear medicine, computerized
tomography (CT Scan) ultrasound and 24 hour emergency service.
The Family Medical Center of Valley Memorial Hospital was opened
in 1974 in San Ramon and brings clinical and outpatient services
to the west end of the valley.
