FINANCIAL STATEMENT: Preliminary Cost Estimate - $19 , 000 ; Budget transfer required. DESCRIPTION The City Engineer has reviewed the drainage problem which presently exists along the Village Parkway median between Amador Valley Boulevard and Kimball Avenue . As you know, there are a number of locations where ponding occurs and ,presents a potential hazard to motorists traveling in the lane adjacent to the median. The City Engineer ' s investigation has revealed that these low points were intentionally designed to facilitate accumulation of water at locations immediately across from the present drain openings along the curb lanes, with the idea that the water would sheet across to those drains . However, as Village Parkway was resurfaced (multiple times) over the years without raising the median gutter, the center of the two lanes in each direction has become the crown of each side of the street, resulting in the accumulation of water at the medians . The most economical solution is to- provide an additional catch basin in the median at each low point and modify the median so that both sides of the median would drain to the center of the median. The City Engineer has identified eight locations where modification would be required, and several minor low points which could be handled through the City ' s overlay program. The preliminary cost estimate for the work identified above is estimated at approximately $19 , 000 ; $15 , 000 for construction and $4 , 000 for design, preparation of plans and specifications to bid, and inspection. The estimated time frame to complete this project once it is approved would be approximately four to five months . ------------------------------------7--------------------------------------- COPIES TO: ITEM NO. 5 ,ZJ AGENDA STATEMENT : Village Parkway Median Drainage Problem Page 2 Recommendation Normally, it would be Staff ' s recommendation to include a project presented near the end of a fiscal year in the following year ' s Capital Improvement Program. However, because of the time required to complete the project, it seems appropriate to proceed with this project as soon as possible so that completion would be assured hefore any rains which may occur in Fall, 1983 . With respect to financing, there are no funds set aside for this project in the capital budget and therefore, a budget transfer would be required. It is Staff ' s recommendation that the City Council authorize : 1 ) City Engineer to proceed with the design and preparation of plans and specifications . ' 2 ) A budget transfer from Street Maintenance Account to Capital Projects Account in the amount of $19 , 000 .
